The development of our development zone (high-tech park) cannot be separated from the correct leadership and great attention of Pingxiang Municipal Party Committee and Municipal Government. With the attitude of emancipating the mind and seeking truth from facts, the Municipal Party Committee and the Municipal Government have made great efforts to rectify the economic development environment, create a good policy environment, resource environment, public opinion environment and government affairs environment for attracting investment, and pay more attention to the development zone (high-tech park) and give as many policy inclinations as possible. Before the merger of the development zone and the high-tech park, the industry lacked supporting facilities, and the resources such as infrastructure, information and talents were difficult to enjoy. The industrial development of high-tech parks depends on a single financial input and lacks funds. In particular, the development zone focuses on urban management, while the development of high-tech parks focuses on industrial development, which is dubbed as "walking with one leg". The reorganized development zones and high-tech parks put forward a new development idea of "two-wheel drive" for urbanization and industrialization around the strategic goal of Pingxiang's first rise in Jiangxi. Around this idea, the development zone (high-tech park) should be built into a new type of industrial city, adhere to the high starting point and scientific planning, leave room for urbanization, adhere to large investment and development, gradually improve infrastructure in advance planning, and adhere to the principle of positive balance, so as to obtain more abundant urban operating funds and solve the problems of slow return on industrial investment and large capital demand; The acceleration of industrialization will inevitably promote the continuous improvement of the urban functions of development zones, produce agglomeration effects, and create a "small environment" to attract investment, thus effectively supporting the all-round development of development and construction. In the early stage of the development of high-tech parks, in order to mobilize the enthusiasm of many parties, the investment and benefit distribution model of "whoever invests benefits" was implemented. Pingxiang High-tech Industrial Park is jointly developed and constructed by cities and counties (districts). The projects jointly developed and constructed with counties (districts) are invested by counties (districts) in land acquisition and demolition, and high-tech parks invest in infrastructure such as "three links and one leveling". After the park is developed, it will be jointly owned by the city and county (district) and managed by the High-tech Park Management Committee, and the tax provided by the park will be divided into half. The area of the whole park has expanded from 28 square kilometers to 52 square kilometers. After the merger, the management system of the development zone (high-tech park) is becoming more and more perfect, and various social and economic management functions are also gradually improved, and the development space is broader. Planning is the key to park construction. According to the decision of the municipal party committee and municipal government, we entrusted China Urban Planning and Design Institute to design the master plan of High-tech Park 200 1-2020 and the detailed plan of the starting area. The planning results have been reviewed and approved by the expert review meeting organized by the Provincial Construction Department and the Provincial Planning Commission. In the process of planning and construction, according to the requirements of combining industrialization with urbanization, the principle of high starting point, high standard and high quality is adhered to, so that the overall planning can be completed at one time, the infrastructure will be gradually put in place, and the project construction will be implemented step by step, which runs through the planning idea of being both an industrial zone (park) and an important part of the central city. Functional zoning in the area: science and technology incubation area, industrial area, supporting service area and ecological environment protection area. Industrial orientation in the area: new materials, machinery manufacturing, industrial ceramics, biopharmaceuticals, fine chemicals, electronic appliances, food processing, etc. Four thresholds (pollution-free, large-scale, reasonable planning and high-tech content) have been set for the projects entering the park, so that all projects must pass the environmental assessment, the factory design must obey the overall planning of the park, the investment scale of fixed assets must be above 500-100000 yuan, and the technology content must be in the high-tech category. By the end of 2004, the accumulated investment in infrastructure construction such as "seven connections and one leveling" in the industrial park was about1200 million yuan. More than 30 kilometers of trunk roads, such as trunk roads with a length of 12 km and a width of 60 meters, such as Gongye Avenue and Anyuan Avenue, have been built one after another, forming a perfect road network in the park. The greening rate of the built-up area has reached more than 40%, and the whole park has become a park. Development Zone (High-tech Park) has always insisted on attracting investment as the lifeline of its own development, paying equal attention to professional investment and business investment, adhering to the image of "external tree" and practicing "internal strength", insisting on establishing investment network and innovating investment methods simultaneously, highlighting attracting bigger and stronger, and the open economy has made remarkable contributions to the development of the park. In 2004, * * * introduced 169 domestic projects, including 20 projects with a capital of more than 50 million yuan and 37 projects with a capital of 20-50 million yuan, with an actual investment of 3.46 billion yuan, up by 88.2% year-on-year, and the actual investment of180100,000 US dollars in foreign projects. Key projects in 38 districts (parks) such as Anyuan Iron and Steel, Engineering Glass and Yuan Yi Industry have been completed and put into operation one after another, with a total investment of 410.8 billion yuan in fixed assets. It can be said that it is the results of attracting investment that directly stimulate the development of industrial economy and reserve a strong stamina for the district (park) to double its economic indicators in 2005. Development Zone (High-tech Park) is located in the northeast of Pingxiang City, where villagers live densely and there are many people and few places. How to deal with the relationship between land acquisition, demolition and villagers in the process of development and construction is extremely important. Over the past two years, we have practiced the "Theory of Three Represents", put people first, established the Scientific Outlook on Development, and considered the issue from the villagers' immediate interests, which has won the support of the overwhelming majority of villagers.
