(a) the implementation of relevant laws, regulations and rules;
(2) Investigating and handling criminal cases, public security cases and public security disasters and accidents;
(three) responsible for the training of public security management personnel and economic police;
(four) to urge the unit to implement the internal security responsibility system;
(five) to organize the internal security work of the evaluation unit;
(six) other duties as prescribed by laws and regulations. Article 4 The internal public security work of a unit shall adhere to the principle of "responsible leadership, relying on the masses, giving priority to prevention, ensuring key points and ensuring safety" and implement the responsibility system for public security. Article 5 The legal representative or person in charge of a unit is the person in charge of the internal security work of the unit and is fully responsible for the internal security work of the unit.
Units and their superior departments in charge must accept and cooperate with the public security organs in the supervision, inspection and guidance of their internal security work. Sixth units internal security responsibilities:
(a) Legal education for the staff of the Unit;
(two) the formulation and implementation of preventive measures such as theft prevention, fire prevention, damage prevention, leakage prevention, prevention and control of safety disasters and accidents;
(3) Establish and improve mass public security organizations;
(four) mediation and handling of public security disputes within the unit;
(five) to prevent and stop illegal and criminal activities;
(six) to protect the scene of criminal cases, public security cases and public security disasters and accidents, to rescue injured people and materials, and to report to the public security organs in time to assist them in detection and disposal;
(seven) to assist the public security organs to supervise, inspect and educate those who are under control, deprived of political rights, suspended or paroled, executed outside prison, under residential surveillance, released on bail pending trial, and reeducation through labor;
(eight) to participate in the comprehensive management of social security organized by the local area;
(nine) responsible for the safety and security work of the unit's external activities;
(ten) other public security responsibilities stipulated by laws and regulations. Seventh units must strengthen the internal security work, equipped with full-time (part-time) security management personnel. Enterprises and institutions may set up security institutions according to actual conditions.
The unit security agencies and security management personnel shall be specifically responsible for the internal security management of the unit under the leadership of the person in charge of public security and the business guidance of the public security organ. Eighth units equipped with public security management personnel should be strictly assessed, full-time public security management personnel need to be trained and assessed by public security organs, certificates.
The security organization and security management personnel established by the unit shall file with the public security organ, and the appointment or employment of the person in charge of the security organization shall solicit the opinions of the public security organ.
Units may set up economic police organizations or escort organizations in accordance with relevant regulations. Article 9 Units shall, according to needs, establish and improve the following internal security systems, and clarify the responsibilities of relevant departments and personnel within the units:
(a) the guard, duty, patrol, security system;
(2) Fire safety system;
(3) Management system for inflammable, explosive, toxic, radioactive and other dangerous goods and firearms and ammunition;
(four) confidential products, documents, drawings, materials, seals and other security management systems;
(five) financial, securities, cultural relics, valuables, important equipment, materials and other management systems;
(six) the safety management system of means of transport;
(seven) the key parts of the safety management system;
(eight) the safety management system of dormitories, guest houses, canteens, bathrooms, clubs and other places;
(nine) supervision and inspection of public security work and reward and punishment system;
(ten) other public security work system. Article 10 Personnel recruited by a unit shall receive law and discipline and safety education before taking up their posts.
Unit personnel must abide by the internal security system of the unit and consciously safeguard the public order of the unit.
Units that employ groups of migrant workers shall sign letters of responsibility for public security management in accordance with relevant regulations. Eleventh key departments (parts) of the unit must install safety facilities or technical prevention devices for fire prevention, theft prevention, damage prevention, leakage prevention and safety disasters and accidents, and organize security personnel to be on duty.
When selecting the staff of key departments (parts), the unit should strictly examine the actual performance and professional knowledge and skills, and select the best ones. Personnel who are not suitable for working in key departments (parts) should be transferred in time.
