(a) families with housing difficulties in urban middle and lower income must meet the following conditions when applying for public rental housing:
1. The applicant has the household registration of permanent urban residents in urban areas for more than 5 years (inclusive);
2. The per capita disposable income of the applicant's family in the previous year was less than 483 16 yuan;
3. The applicant family has no room in the urban area.
(two) the new employment of university graduates and entrepreneurs to apply for public rental housing must also meet the following conditions:

5. The applicant and family members have no housing in the urban area;
6. The immediate family members of the applicant (spouse) are unable to provide housing assistance in urban areas. The specific criteria are as follows: if the immediate family members of the applicant (spouse) own less than 2 houses in the urban area or the per capita housing construction area is less than 50.55 square meters, it is deemed that the immediate family members are unable to provide housing assistance in the urban area.
Applicants with associate senior (inclusive) or above titles or master's degree or above will not take the declared economic income as the assessment condition.
2. Which properties must be included in the approved scope of applying for family property construction area?
All members of the applicant's family (including minor children) and parents of the applicant's parents, children and spouses who are not members of the applicant's family should be included in the approved scope of real estate construction area within the urban area of Hangzhou:
