The so-called "three certificates in one" is to combine the industrial and commercial business license, organization code certificate and tax registration certificate that enterprises apply for in order to improve market access efficiency; "One photo and one yard" is a further step on this basis. Through "one-stop acceptance, parallel approval, information sharing and mutual recognition of results", a department issues a business license with a unified social credit code.
The social credit code coding schemes adopted in several pilot areas are basically in the form of nested attribute information. For example, in Suqian, it is: 1 registration authority category code +6 administrative division codes +2 organization category codes +8 registration serial numbers+1 check code, and it is similar in other places. There are mainly the following problems in adopting this coding structure:
First, the stability is poor. For example, the code nested in administrative divisions will change or be adjusted accordingly because of the adjustment of administrative divisions, which will not realize the uniqueness and stability of the code. If it is not adjusted accordingly, the embedded administrative divisions will lose their meaning.
Second, the applicability is poor. In addition to the social credit code used by the organization registration authority, the social credit code should be widely used in all aspects of society. This requires that it has a wide range of applicability and can solve different application needs of society. However, the requirements of the society for the information contained in the code are very different, and the requirements for the attribute information of the organization are also different. Therefore, embedding attribute information in code can not only meet various application requirements, but also bring inconvenience to applications in different fields.
