Chapter 1 General Provisions Article 1 In order to scientifically and effectively organize and implement the national agricultural census and ensure the accuracy and timeliness of agricultural census data, in accordance with the "Statistical Law of the People's Republic of China", this is formulated these regulations. Article 2 The purpose of the agricultural census is to comprehensively grasp the basic situation of my country's agriculture, rural areas and farmers, provide a basis for research and formulation of economic and social development strategies, plans, policies and scientific decision-making, and provide statistical information for agricultural producers and operators and the public Serve. Article 3 The agricultural census shall be organized and implemented in accordance with the principles of unified national leadership, departmental division of labor and coordination, and local hierarchical responsibilities. Article 4 State agencies, social groups, and units and individuals related to the agricultural census shall actively participate in and closely cooperate with the agricultural census in accordance with the Statistical Law of the People's Republic of China and these Regulations. Article 5 The agricultural census leading group offices at all levels (hereinafter referred to as the census office) and census office staff, census instructors, and enumerators (hereinafter collectively referred to as census personnel) independently exercise their powers of investigation, reporting, and supervision in accordance with the law, and no unit or individual may interfere .
Leaders of various localities, departments, and units shall not modify the agricultural census data provided by the census office and census personnel in accordance with the law, nor may they force or instruct the census office, census personnel, and census subjects to tamper with the agricultural census. No one shall retaliate against those who refuse or resist tampering with agricultural census data or those who refuse or resist fabricating false data. Article 6 Propaganda departments at all levels should make full use of newspapers, radio, television, the Internet, outdoor advertising and other media, and adopt various forms to conscientiously carry out publicity and mobilization work for the agricultural census. Article 7 The funds required for the agricultural census shall be jointly borne by the central and local people's governments at all levels, and shall be included in the fiscal budget of the corresponding year, and shall be allocated on time to ensure that the funds are in full amount.
Agricultural census funds should be managed uniformly, earmarked for specific purposes, and expenditures should be strictly controlled. Article 8 The agricultural census is conducted every 10 years. The year ending in 6 is the census year. The standard time point is 24:00 on December 31 of the census year. The census registration time for special areas can be adjusted appropriately with the approval of the Agricultural Census Leading Group Office of the State Council. Chapter 2 The Objects, Scope and Content of the Agricultural Census Article 9 The objects of the agricultural census are the following individuals and units within the territory of the People’s Republic of China:
(1) Rural households, including rural agricultural production Business households and other households;
(2) Urban agricultural production and business households;
(3) Agricultural production and business units;
(4) Village committees;
(5) Township People’s Government. Article 10 Agricultural census objects shall truthfully answer inquiries from census personnel, fill in agricultural census forms on time, and shall not make false reports, conceal reports, refuse to report, or report late.
Agricultural census objects shall cooperate with the supervision and inspection conducted in accordance with the law by the statistical agencies of the people's governments at or above the county level and the survey teams dispatched by the National Bureau of Statistics, truthfully report the situation and provide relevant information, and shall not refuse, shirk or obstruct the inspection, or shall not Transfer, conceal, tamper with, or destroy original records, statistical ledgers, census forms, accounting information, and other related information. Article 11 The scope of agricultural census industries includes: crop planting, forestry, animal husbandry, fishery and agriculture, forestry, animal husbandry and fishery service industries. Article 12 The contents of the agricultural census include: agricultural production conditions, agricultural production and operation activities, agricultural land use, rural labor force and employment, rural infrastructure, rural social services, farmers' lives, as well as townships, village committees and community environment, etc.
The agricultural census content specified in the preceding paragraph may be adjusted by the Agricultural Census Leading Group Office of the State Council according to specific circumstances. Article 13 The agricultural census adopts the method of comprehensive investigation. The Agricultural Census Leading Group Office of the State Council may decide to adopt a sampling survey method for specific content. Article 14 The agricultural census adopts national statistical classification standards. Article 15 The agricultural census plan shall be formulated uniformly by the Agricultural Census Leading Group Office of the State Council.
Provincial census offices may add agricultural census schedules as needed and implement them after approval by the Agricultural Census Leading Group Office of the State Council. Chapter 3 Organization and Implementation of Agricultural Census Article 16 The State Council establishes an agricultural census leading group and its office. The Agricultural Census Leading Group of the State Council is responsible for organizing and leading the national agricultural census. The Office of the Agricultural Census Leading Group of the State Council is located in the National Bureau of Statistics and is specifically responsible for the organization and coordination of the daily work of the agricultural census. Article 17 Local people's governments at all levels shall establish agricultural census leading groups and their offices, which shall be responsible for the organization and implementation of the agricultural census within their respective administrative regions in accordance with the unified regulations and requirements of the agricultural census leading group and its offices under the State Council. The survey team dispatched by the National Bureau of Statistics, as a member unit of the Agricultural Census Leading Group and its office, participates in the organization and implementation of the Agricultural Census.
The village committee shall, under the guidance of the township people's government, carry out the agricultural census work within its region. Article 18 The relevant departments of the State Council and local people's governments at all levels shall actively participate in and closely cooperate with the census office in carrying out agricultural census work.
The agricultural census work of agricultural production units affiliated to the military and armed police forces shall be organized and implemented by the military and armed police forces respectively.
The Xinjiang Production and Construction Corps’ agricultural census work is organized and implemented by the Xinjiang Production and Construction Corps’ agricultural census leading group and its office.
