On the basis of the above-mentioned registered personnel, the new regulations introduced this time have increased the number of cadres at or below the departmental level in municipal party and government organs, people's congresses, CPPCC, courts, procuratorates, people's organizations and public management institutions; District party and government organs, people's congresses, CPPCC, courts, procuratorates, people's organizations and participating management institutions are in-service leading cadres at the departmental level.

In terms of examination and approval, the new regulations fully reflect the requirements of "strictness" and clarify the "three prohibitions" of going abroad on business: it is strictly forbidden to go abroad to visit relatives and friends, travel and shop during working hours, it is strictly forbidden to go abroad many times in a short time for personal reasons, and it is strictly forbidden to change the itinerary and time without authorization. Graded examination and approval shall be carried out for cadres at bureau level, division level, division level and below.
