(2) Existing problems and reasons. First, the leadership of individual grassroots party organizations is weakened, the implementation of the main responsibility is not in place, the education of cadres in party member is weak, and the discipline inspection and supervision departments lack good conditions for supervision and accountability; Second, the supervision and discipline of individual grass-roots banks are still stuck in traditional habits and mindset, and the understanding of party discipline, laws and policies is not in place, and the focus of work does not reflect "grasping early and grasping small"; Third, the relevant system construction is not perfect. The system is too principled and general, the corresponding reward and punishment measures have not kept up, and it lacks comprehensiveness, standardization and systematicness.
Several relations to be grasped in the application of "four forms"
(1) Grasp the relationship between "tree" and "forest". The purpose of applying the "four forms" is to restore the normal and good inner-party political ecology and protect the healthy growth of the whole "forest". The key is to grasp the problem of "tree" early, dare to criticize and strengthen daily supervision and management; The key point is to investigate and deal with violations of discipline, treat diseases and save lives, and run through the whole process from the beginning of violation of discipline to the filing review; The key is to clarify responsibilities, strengthen responsibilities, and form a good situation of overall promotion, joint management and implementation at all levels.
(2) Grasp the relationship between "majority" and "very few". The "four forms" is a concrete measure to put discipline ahead and an important political consideration for party organizations at all levels to strictly manage the party in an all-round way. In the disciplinary review, the discipline inspection and supervision departments at all levels should adhere to the "discipline" orientation and work around the "six disciplines". Through strict inner-party political life, most people will consciously be bound by party discipline, so that blushing, criticism and self-criticism will become the norm, and party discipline will be lightly punished and organizational treatment will become the majority. At the same time, the importance of the fourth form can not be ignored, because it is rare. Without the support of the fourth form, the first three forms are untenable and have no deterrent.
(3) Grasp the relationship between "major cases" and "minor cases". At present, in terms of supervision and discipline, there is still a review that only attaches importance to major cases and blindly pursues the amount involved, ignoring political discipline, political rules and organizational discipline. , and still attach importance to the clues of cases of violation of discipline and law, ignore the general violation of discipline of cadres in party member, regard it as a "section", and can not attract enough attention. Therefore, we must consciously take the "four forms" as the direction, and attach great importance to the "small section" prevention while increasing the intensity of case investigation.
(4) Grasp the relationship between "temporary solution" and "permanent solution". In terms of "treating symptoms", it is necessary to strengthen disciplinary review, take corresponding measures according to the nature and degree of violation of discipline, dare to show their swords for minor violations, and severely punish "a few" and "a very few" serious violations. On the "root cause", we should focus on education and prevention, constantly analyze the situation of party member's ideological team and the building of a clean government, and strive to save party member cadres who are about to set foot on the bottom line of discipline, so that most party member cadres will not be disciplined if they break through the bottom line, and the "very few" will naturally become less and less, and eventually treat both the symptoms and the root causes.
Countermeasures and suggestions
(1) Establish rules and regulations to lay the foundation for applying the "four forms" of supervision and discipline. The first is to establish an early warning and reminding system. Remind and warn the units, organizations and individuals who strongly reflect the masses and may have dishonest behaviors, and form an early warning and prevention mechanism. The second is to establish a warning supervision system. For deviations and incipient problems in the work, timely rectification, supervision and guidance are carried out, and their wrong behaviors are terminated to form a dynamic supervision mechanism. The third is to establish a system of ordering error correction. Units and cadres in party member who cause wrong facts and constitute minor violations of discipline can be punished or not. They should be criticized and educated, forced to correct their mistakes, so that they can clearly understand the harm of the problem, effectively correct their mistakes, and form an incentive mechanism and a fault-tolerant and error-correcting mechanism. The fourth is to refine the interview process. By making an interview plan, writing an interview outline, establishing an interview ledger and standardizing the interview process. (2) Improve methods and enhance the effectiveness of applying the "four forms" of supervision and discipline. The first is to organize hierarchical implementation.
