Chapter I General Provisions Article 1 In order to strengthen the management of the security service industry and standardize the security service activities, these Provisions are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of this Municipality. Article 2 These Provisions shall be observed in setting up security service companies, recruiting security guards, and engaging in security services and related activities within the administrative area of this Municipality. Article 3 A security service company refers to a professional security enterprise that, with the approval of the public security organ, applies to the administrative department for industry and commerce for registration according to law and provides security services such as doorman, guard, patrol and escort for the society.

The security service company implements the management system of paid service, independent operation, independent accounting and self-financing. Article 4 The Municipal Public Security Bureau is the administrative department in charge of the security service industry, and is responsible for the unified management, supervision and guidance of the city's security service industry. The Public Security Bureau (county) is responsible for the daily management of the security service industry within its jurisdiction. Chapter II Security Service Companies and Security Institutions Article 5 The establishment of a security service company shall be examined by the local public security bureau, reported to the municipal public security bureau for approval, and applied to the administrative department for industry and commerce for registration according to law. Article 6 The establishment of a security service company shall meet the following conditions:

(1) Having a fixed business place and necessary service facilities;

(2) Having registered capital suitable for its business operation;

(3) Having management personnel suitable for business operations. Article 7 When carrying out security services, a security service company shall sign a security service contract with its customers according to law, specifying the service scope, mode, time limit, labor cost, rights, obligations and liabilities for breach of contract of both parties. Article 8 The business scope of a security service company is as follows:

(a) Providing security services for customers, such as doorman, guardian, internal patrol and escort of money, valuables or dangerous goods;

(two) to provide security services for exhibitions, exhibitions, entertainment, sports, tourism and other activities;

(3) provide etiquette guards and security services for customers;

(four) approved by the relevant competent departments, operating security equipment such as anti-theft, fire prevention, explosion prevention, alarm and secure communication;

(5) Other projects permitted by public security organs. Article 9 When a security service company undertakes the security service of escorting currency and valuables or dangerous goods, guarding banks or important warehouses, it must arrange specially trained security personnel to undertake it. Article 10 Security service companies are prohibited from dealing in the following products:

(1) Guns and ammunition for military and police;

(two) steel ball guns, simulated pistols, controlled knives and other instruments that endanger public safety that are strictly prohibited by public security organs;

(three) special clothing and signs for the military, public security and other state functional departments. Eleventh security service companies and their security personnel shall not participate in the investigation and handling of public security cases and criminal cases, and shall not participate in economic disputes of customers or collect money for customers and other services and business projects prohibited by the state. Twelfth without the approval of the Municipal Public Security Bureau, no unit or individual may set up security training institutions and train security personnel;

Other provincial and municipal security service companies providing security services to customers within the administrative area of this Municipality shall be approved by the Municipal Public Security Bureau. Chapter III Security Personnel Article 13 The managers and responsible persons of security service companies must be examined and approved by public security organs.

Recruited security personnel must be audited and signed by the local police station where the account is located. Fourteenth security personnel must meet the following conditions:

(a) law-abiding, good conduct, voluntary security work;

(2) Good health, at least 18 years old;

(3) Having a junior high school education or above;

(4) No criminal record.

The recruitment of security personnel from the floating population shall be carried out in accordance with the relevant provisions of this Municipality on the management of floating population. Fifteenth security service companies and hired security personnel shall sign labor contracts in accordance with the relevant provisions of the state. Sixteenth employed security personnel shall undergo pre-job training, and after passing the examination, they shall engage in security services with the Employment Certificate.

On-the-job security personnel must participate in the prescribed security business rotation training. Seventeenth security personnel shall perform the following duties:

Correcting violations of safety management regulations;

(two) to do a good job in fire prevention, theft prevention, explosion prevention and safety accident prevention in the area of responsibility, and to eliminate the unsafe hidden dangers in time if they are found, and to report them in time if they cannot be eliminated;

(three) to protect the scene of criminal and public security cases and disasters and accidents in the area of responsibility, and to maintain the order at the scene.

Security personnel of security service companies should also protect the legitimate rights and interests of customers from infringement and ensure the safety of customers in accordance with the provisions of the contract. Eighteenth security personnel in performing their duties, can be equipped with security equipment and communications, alarm and other equipment.

When security personnel perform their duties, their personal safety is protected by law; The public security organ shall deal with those who abuse or unreasonably beat the security personnel on duty. Article 19 When performing official duties, security personnel must wear uniform security clothing and uniform signs.

The design, manufacture and supply of security clothing, signs and certificates shall be implemented in accordance with state regulations. Chapter IV Awards and Penalties Article 20 Public security organs shall award security service companies, security agencies and security personnel that meet one of the following conditions:

(a) to prevent and stop illegal crimes or outstanding performance in the struggle against criminals;

(two) emergency rescue and disaster relief, to prevent public security accidents or other accidents, to protect the safety of public property and citizens' lives and property, and to make remarkable achievements;

(three) other security service achievements that should be commended.
