With the support of relevant units, experts and scholars, the evaluation center of basic competitiveness of county economy of Zhong Jun County Economic Research Institute completed the seventh national evaluation of basic competitiveness of county economy on the basis of public information, comparison, verification and screening.
The evaluation of the basic competitiveness of China's county economy began in 2000, using core data such as comprehensiveness, comparability and objective feasibility of the county economy. The characteristics of evaluation are "openness, objectivity and comparability" and the principle of evaluation is "three noes" (no fees, no certificates and no awards). The evaluation of the basic competitiveness of county economy in China actively guides the whole society to pay attention to the county economy, and provides a dynamic and relative reference coordinate for all provinces (cities, districts) and counties (cities, flags) in China, which is very helpful for exploring the law of county economic development and will continue to make new contributions to promoting the sound and rapid development of county economic science.
First, the county economy is strong throughout the country.
The number of county-level economic units participating in the seventh national evaluation of the basic competitiveness of county economy does not include county-level cities, with a total of 2002 * *, including 368 county-level cities, counties 1462, autonomous counties 165438, flags 49, autonomous flags 3, special zones 2 and forest areas 1.
The 7th National County-level Economic Strong Counties include the top 100 counties in China, the top 100 counties in the west, the top 100 counties in the middle and the top 10 counties in the northeast, with a total of 305 counties, accounting for 10.66% of the county-level administrative units in China. The total population of counties with strong county economy in China is 214.9 million, accounting for 16.34% of the total population, the regional GDP is 455.5 billion, accounting for 2 1.75% of the national GDP, and the general budget revenue of local finance is 213.4 billion, accounting for/kloc-of the whole country. The per capita GDP reached 24,540 yuan, the per capita net income of farmers was 4,980 yuan, and the per capita disposable income of urban residents was 10900, which were 154.04%, 138.83% and 92.69% of the national average respectively.
The counties with strong county economy in China are the vanguard of regional economic development and the backbone of eastern development, western development, the rise of central China and the revitalization of Northeast China. Counties with strong county economy and central cities will form the main spatial carriers of national industrialization and urbanization, providing scientific guidance for domestic and foreign economic and trade cooperation and productivity layout.
1, the seventh national top 100 counties (cities) in county economy.
The distribution of the 7th National Top 100 Counties (cities) in various provinces (cities, districts) is: 6 in Hebei Province, 2 in Shanxi Province, 2 in Inner Mongolia Autonomous Region, 5 in Liaoning Province, 24 in Shanghai 1, 24 in Jiangsu Province, 25 in Zhejiang Province, 8 in Fujian Province, 25 in Shandong Province, 7 in Henan Province, 2 in Hunan Province and 60 in Guangdong Province.
The top 100 counties (cities) in China are mainly distributed in the eastern region, with 90 in the eastern region, 5 in the northeast region, 1 1 in the central region and 4 in the western region.
The top counties (cities) in China 10 are Jiangyin, Kunshan, Zhangjiagang, Changshu, Wujiang, Cixi, Shaoxing, Taicang, Jinjiang, Yixing, Yiwu, Yuyao and Rongcheng. Jiangyin City, Kunshan City, Zhangjiagang City and Changshu City in Jiangsu Province tied for the first place as "a group of counties with strong regional economy".
Nine new counties (cities) have entered the top 100 counties (cities) in China: sanhe city, Hebei, xiaoyi city, Tongshan, Yizheng, xinghua city, xinzheng city, Xingyang, Yuzhou and Dengfeng.
The average size of the top 100 counties (cities) in China is: population 810.45 million, regional GDP 26.810.70 billion yuan, general budget revenue of local finance10.33 billion yuan, per capita regional GDP 35,960 yuan, and per capita net income of farmers 6,790 yuan, up by 4.05% respectively over the previous year.
2. The 7th Top 100 Counties (Cities) in Western China
The evaluation center will list the counties (cities, banners) of western 12 provinces (cities, districts) that participated in the seventh national evaluation of the basic competitiveness of county economy, and rank them according to the basic competitiveness of county economy, and evaluate the top 100 counties (cities) in western county economy, referred to as the top 100 counties (cities) in western China.
The 7th Top 100 Counties (Cities) in Western China are distributed in 12 provinces (cities and districts) except Tibet, specifically: Inner Mongolia Autonomous Region 2 1, Guangxi Zhuang Autonomous Region 10, Chongqing 8, Sichuan Province 2 1, Guizhou Province 5 and Yunnan Province/kloc-0.
The top 0/0 counties (cities) in western China are Shuangliu County in Sichuan, Korla City in Xinjiang, Zhungeer Banner in Inner Mongolia, Ejinhoro Banner in Inner Mongolia, Anning City in Yunnan, Shenmu County in Shaanxi, Dali City in Yunnan, Pixian County in Sichuan, Tuoketuo County in Inner Mongolia and Mianzhu City in Sichuan.
Nine counties (cities) have been added in the west: Xinbaerhuyou Banner, Ejina Banner and Urad Houqi in Inner Mongolia, Liujiang County and Fusui County in Guangxi, qingzhen city in Guizhou, Ansai County in Shaanxi, lingwu city in Ningxia and Kuitun City in Xinjiang.
The average size of the top 100 counties (cities) in western China: population of 5 1.72 million, regional GDP of 7.45 billion yuan, general budget revenue of local finance of 380 million yuan, per capita regional GDP of 23,460 yuan, and per capita net income of farmers of 3,880 yuan, increasing by -6.00%, 14.60% and 276.60 yuan respectively over the previous year.
3. The 7th Central Top 100 Counties (Cities).
The evaluation center will list the six central provinces and counties (cities) that participated in the seventh national evaluation of the basic competitiveness of county economy, rank them according to the basic competitiveness of county economy, and evaluate the top 100 counties (cities) of the basic competitiveness of county economy in central China, referred to as the top 100 counties (cities) in central China.
The top 100 counties (cities) in central China are distributed in six central provinces: Shanxi 13, Anhui 1 1, Jiangxi 8, Henan 42, Hubei 10 and Hunan 2 1.
The top 0/0 counties (cities) in central China are: gongyi city, Changsha, yanshi city, xinmi city, xinzheng city, Xingyang, Yuzhou, Dengfeng, Hejin, Liuyang, xiaoyi city, Ningxiang, Yichuan and Wangcheng. Six county-level cities, including yanshi city, xinmi city, xinzheng city, Xingyang, Yuzhou and Dengfeng, tied for the third "strong regional economic county group" in central China.
New counties (cities) 13 in central China: Xiangyuan County, Huairen County and Liulin County in Shanxi, Huaining County, Guangde County and Yingshang County in Anhui, Baofeng County, Changyuan County and Xixia County in Henan, Dangyang County in Hubei, Qiyang County, Taoyuan County and Miluo City in Hunan.
Second, the innovative exploration in the seventh evaluation.
In order to promote the sound and rapid development of county economy science, in the seventh national evaluation of basic competitiveness of county economy, we made innovative explorations in the following three aspects.
First, put forward the concept of "counties with strong regional economy". The so-called "county group with strong regional economy" is a collection of several counties with strong regional economy, which are geographically connected, with the same economic aggregate and similar economic development model. The proposal of county group with strong regional economy is based on the following considerations: (1) to dilute the abnormal competition of adjacent counties and promote the transformation of government functions; Promote economic cooperation between economically strong counties; Promoting regional overall planning is conducive to overall planning in industrial structure adjustment and transportation infrastructure construction, promoting the construction of urban agglomerations and improving the economic development level of the whole region. At present, four county-level cities in southern Jiangsu have become the champions of the top 100 counties in the country, three county-level cities under the jurisdiction of Qingdao, Shandong Province have become an important part of the Shandong Peninsula urban agglomeration, and six county-level cities in the Central Plains of Henan Province have become the vanguard of the rise of the Central Plains.
It is also a very good exploration for Dongshan District of Urumqi City in Xinjiang Uygur Autonomous Region and Miquan City of Changji Hui Autonomous Prefecture to break the restrictions of administrative divisions, integrate development, establish Midong New District and promote the economic integration of Wuchang. In this regard, we will continue to study and explore in the future.
Second, the development of county economy should be "people-oriented". In order to embody the development concept of "people-oriented" and realize the unity of "strengthening counties and enriching people", the seventh evaluation listed the income levels of residents in economically strong counties for reference. According to the proportion of residents' income level to the national income level, it is divided into four grades: A+, A, A- and B. The specifications of each grade are: A+(I): 1.25 or above; Grade A (upper middle):1.00-1.25; Grade a (middle and lower): 0.75-1.00; Grade B (low): below 0.75.
There are 83 counties (cities) with residents' income level above A+, mainly in the east (69). The number of counties (cities) in Zhejiang Province, Shandong Province, Jiangsu Province and Fujian Province, which are among the Top 100 Counties (cities) in the Seventh National County Economic Competitiveness, is 3 1, 9 15 and 6 respectively. It is not difficult to see that the income level of residents in counties (cities) with strong county economy in Shandong Province is relatively small, and more work needs to be done on the unification of "strengthening counties and enriching the people" in the future.
Industrialization and urbanization are the theme and direction of county economic development, but it is not necessary to build industrial projects and towns on every land in the country. It should be said that social citizens all over the country should enjoy the rights with little difference in social civilization. Therefore, for all counties (or urban areas) in China, it is very important to establish a monitoring work based on residents' income, combined with residents' consumption, savings and public financial input to reflect the wealth level, regardless of their economic strength. In this assessment, the income level will be announced for your reference, and will be gradually improved in the future, and a national sub-regional wealth test report will be formed separately to provide guidance for urban and rural planning and regional planning.
Third, the county economy should develop scientifically. The industrialization of county economy should take a new road of industrialization with high scientific and technological content, good economic benefits, low resource consumption and less environmental pollution, and give full play to the advantages of human resources. County economy should also take the road of "ecological" development. County economy is not only the raw material supply base of central city economy, but also the ecological barrier of regional economy. Resource development, environmental protection and ecological construction in the development of county economy affect the sustainable development of the whole national economy.
When evaluating the competitiveness of county economy, we began to explore the environmental constraints of evaluating the scientific development of county economy, and initially began to investigate energy conservation and emission reduction, environmental protection, ecological construction, safety production and other work. The evaluation adopts qualitative methods and is divided into four grades: A+, A, A- and B. The specific specifications are: A is normal, A+ is above normal, and A- is below normal. The regional and river basin examination and approval restrictions carried out by the State Environmental Protection Administration, as well as the information work of particularly serious accidents carried out by the General Administration of Safety Supervision, provide reference for evaluation and refer to the information reported by relevant departments and news media; Grade B is abnormal, indicating that the development of county economy has a long-term adverse impact on the environment, and even cannot be recovered. The next step of environmental assessment for scientific development of county economy is to gradually establish and improve the evaluation information network.
The development of county economy has entered a new period. In the new period, the environment for the development of county economy has changed, and many restrictive factors have been encountered, which also provides the impetus and direction for the development of county economy. Under the market economy system, in the process of "industry feeds back agriculture and cities support rural areas" and building a well-off society and a new socialist countryside in an all-round way, the development of county economy not only needs to solve its own constraint equation, but also needs the society to provide necessary promotion and support for the development of county economy, so that the county economy can advance well and quickly along the correct direction of scientific development.
