Measures of Liaoning Province for the Administration of Urban Housing Ownership Registration and Property Right Registration
Article 1 In order to do a good job in the registration of urban housing ownership, strengthen the management of urban housing ownership registration, and protect the legitimate rights and interests of housing property owners, these Measures are formulated in accordance with the provisions of the Provisional Regulations on Urban Real Estate Management in Liaoning Province. Second, all kinds of houses in cities, counties, towns and independent industrial and mining areas, including houses owned by the whole people, houses owned by collectives, private houses and houses of military, religious groups, Sino-foreign joint ventures and foreign-funded enterprises, shall be registered and managed according to these measures. 3. All departments shall submit approval documents and agreements when allocating and purchasing investment houses.

4. The houses inherited, divided, merged and renamed shall submit legal certificates respectively.

5. For the sale of houses subsidized by the state or units, houses pawned or mortgaged, agreements and contracts signed by two or more parties shall be submitted respectively.

All kinds of housing registration, after examination by the housing management department, in any of the following circumstances, may be granted an extension of registration upon application:

3. The extension of the registration period shall not exceed one year. Failing to declare within the time limit may be punished as appropriate. If it is not declared within one year, it shall be regarded as an unowned house, which shall be managed by the housing management department according to the relevant provisions.

For unlicensed houses, the urban construction planning department shall not issue construction permits for house renovation, reconstruction, expansion and repair, and the relevant departments shall not handle the procedures for expanding land acquisition, and shall not exchange, allocate or transfer them. Seven, any unit or individual shall not be false, concealed housing ownership, shall not be altered, forged property certificates, offenders shall be investigated for responsibility according to law.

If the house ownership certificate is lost, it should be declared invalid in the newspaper in time, and apply to the local housing management department for a replacement.
