Article 6 A citizen applying for engaging in individual industry and commerce shall register with the administrative department for industry and commerce at or above the county level with a written application, identity card, professional certificate, certificate of production and business premises or certificate of house.
Article 7 The special examination and approval department shall complete the examination and approval procedures within 15 days after receiving the application from citizens engaged in individual industry and commerce, and the registration authority shall complete the examination and approval procedures within 7 days; For those who do not meet the requirements for starting, the reasons shall be explained, and the applicant shall be informed orally in writing or in person.
Article 8 Individual industrial and commercial households shall, within 30 days from the date of obtaining the business license, go through the tax registration with the tax authorities.

Article 10 Individual industrial and commercial households may jointly operate with state-owned enterprises or other types of enterprises, but they shall not be subordinate to state organs, institutions, social organizations, state-owned enterprises or collective enterprises in any form.

Eleventh individual industrial and commercial households enjoy the following rights:
(a) The right to own, use, dispose of and benefit from its own assets;
(2) The exclusive right to use the name approved for registration;
(three) enjoy the right to operate independently within the approved business scope;
(4) Obtaining the land use right according to law;
(5) Independent pricing power except for state price and commodities subject to price supervision and examination;
(six) to decide the labor remuneration and distribution form of helpers and apprentices according to law;
(seven) to apply for a patent or registered trademark;
(eight) to conclude, modify and terminate the contract according to law;
(nine) have the right to refuse fund-raising, fees, apportionment and fines other than those stipulated by laws, regulations and rules;
(ten) other rights granted by laws, regulations and rules.
Twelfth individual industrial and commercial households shall perform the following obligations:
(a) abide by laws, regulations and rules, law-abiding;
(2) Paying taxes and fees according to law;
(3) The commodities produced and operated and the services provided shall conform to the relevant national quality and standards;
(4) Doing business in a civilized manner, being courteous to customers and safeguarding the legitimate rights and interests of consumers;
(five) to recruit workers according to law, pay the wages of helpers and apprentices according to the labor contract, improve working conditions, maintain environmental sanitation, observe public order and ensure safety in production;
