To promote the party's system construction, we should not only formulate some specific rules and regulations for specific problems, but also consider the systematic design and arrangement of the system as a whole. The party's system includes at least four levels:

The highest level is the arrangement of the power structure within the party. This system should focus on correctly handling the relationship between democratic rights and inner-party power in party member. Middle-level design is the operation mechanism of power, that is, within a certain framework of inner-party power system, according to the interaction law of inner-party power and rights, the rules of each link in the operation of power are designed. The micro level is the operating program design of each link in the operation of power. The fourth level is the disciplinary requirements that constrain individual behavior.

Some comrades have a simple understanding of system construction, and think that it is called system construction to formulate specific work regulations and discipline clauses that restrict individual behavior. In fact, this is the shallowest layer of the inner-party system, and whether these work regulations and discipline requirements can be well implemented often depends on the institutional environment within the party. In the inner-party system, the inner-party power system, the power operation mechanism and the procedural rules of power operation constitute the inner-party institutional environment. The system environment directly determines the implementation of work regulations and discipline requirements. A scientific and reasonable inner-party power system and mechanism can maximize the inner-party strength and give full play to the enthusiasm and creativity of all party member. However, serious defects in the system and mechanism will worsen the institutional environment and mislead the behavior of party member cadres. In fact, it has become an institutional trap for cadres in party member. It is precisely because there are still some defects in the power system and operating mechanism within the Party, and the institutional environment within the Party has deteriorated to a certain extent, so the "hidden rules" can actually control the personal behavior of some party member cadres.

Comrade Hu Jintao profoundly pointed out that it is necessary to scientifically and rationally allocate power, establish and improve the power structure in which decision-making, execution and supervision are mutually constrained and coordinated, and form a power operation mechanism with reasonable structure, scientific allocation, strict procedures and effective constraints. Therefore, we should not only consider the creation of individual system provisions, but also fully consider the scientific and systematic nature of system construction.

The party's system should form a complete system chain.

An important focus of the inner-party system construction is to govern power with the system. Therefore, the system construction should not only be based on political ideas, but also follow the rules and characteristics of the operation of inner-party power and design a set of system chains according to the interaction law of inner-party power and rights.

This complete system chain should at least include four considerations: first, the openness and transparency of power operation to prevent black-box operation; Second, the closed and limited operation of power on a certain track to prevent the borderless and irregular use of power; Third, the open and transparent operation of power must have a high degree of rigid authority to prevent the flexibility of the system and make the authority of the system higher than the authority of people; Fourth, the power behavior that violates the system must be clearly punished.

Pay attention to the cost and efficiency of research system construction.

For various reasons, before the reform and opening up, our party paid insufficient attention to system construction. It was Comrade Deng Xiaoping who profoundly reflected and summarized the experience and lessons of Party building and put forward the extreme importance of system construction. Since then, the party's system construction has been paid more and more attention by party organizations and departments at all levels, and has achieved fruitful results. At the same time, party organizations at all levels have emerged a number of innovative systems in the exploration of developing inner-party democracy. There are many achievements in system construction and obvious results have been achieved. But at the same time, some party organizations do have the phenomenon that the system is too complicated and the rules are too detailed. In fact, system construction does not mean that the more rules, the better, but requires it to be scientific and reasonable. The disorderly surge of rules, on the one hand, makes the implementation cost of the system very high, on the other hand, it may become an opportunity for some people to exploit loopholes because of the contradictions and conflicts between certain rules, which will affect the efficiency of the system. We need to sort out the existing systems and gradually clean up those that are no longer applicable. At the same time, according to the requirements of the party's construction and development, we need to make necessary unified provisions on different practices of innovation in various places to maximize the functional effects of the system.

Supporting system construction with advanced party culture

Behind the institutional arrangement is the soul of the system, and its essence is the value rationality of the inner-party system. On the one hand, "the system embodies specific values", on the other hand, the establishment and effective operation of the system also depends on certain cultural values.

Party member is the master of the party's cause, and all power within the party belongs to party member. Party member directly or indirectly decides and participates in the major affairs within the Party, making inner-party democracy a basic way of life within the Party. This is the rational requirement of the party's system construction. Without value rationality, any inner-party democratic system may be an empty shell, become a mere formality and meaningless thing, and may even set rules and procedures under the banner of system construction.

As our party is the ruling party, the party's system construction is also the core content and an important part of deepening the reform of the national political system and building Socialism with Chinese characteristics's democratic politics. In addition, the party's system construction is closely related to deepening government administrative reform, improving government administrative efficiency, promoting the rule of law and realizing the party's rule of law. Therefore, to promote the party's system construction needs to make overall planning in the overall situation of democracy and rule of law construction in the whole country, and pay attention to solving the organic connection and coordination between the party's system construction and national laws and regulations.

First, content coordination. The party's system is not only a single rule, but also a multi-level organic whole with internal unity. Systems at different levels and aiming at different goals and scopes should be enriched and improved with the changes of the situation and tasks, and more importantly, attention should be paid to the connection, matching and coordination with other systems and the whole system.

Configuration makes the structure of the system more optimized and reasonable.

Second, give full play to the leading role of cadres. As the backbone of the Party and the country, leading cadres at all levels are the leaders of party member and the people, and their every move has an important demonstration and guiding role. The key to the implementation of the party's system is that leading cadres at all levels set an example and play an exemplary role. The focus of institutional norms is the operation of power, and leading cadres are the main body to master and exercise power. Leading cadres, especially senior and middle-level leading cadres, should strive to establish the idea that everyone is equal before the law and has no privilege before the system. What subordinates are required to do, superiors must do it first; If you ask others not to do it, you must resolutely not do it yourself. Leading cadres should consciously accept the supervision of organizations and the masses, and earnestly act in front of ordinary cadres, with higher standards and stricter requirements. Leading cadres should not only take the lead in observing the system, but also adhere to principles, dare to grasp and manage it, safeguard the seriousness and authority of the system, and resolutely fight against all violations of the system.

The third is to strictly supervise and inspect the implementation of the system. The implementation of comedy depends on strict supervision. Many systems in some localities and departments exist in name only, resulting in many major cases and major accidents. It is necessary to clarify the subject and responsibility of the party's system implementation supervision, incorporate the system implementation supervision and inspection into the overall work deployment of party building, improve the system and mechanism, implement the supervision responsibility, integrate the supervision resources, and innovate ways and means. Gradually form a comprehensive coverage, full follow-up, well-organized and coordinated supervision and inspection system, strictly investigate and deal with violations of the system, and resolutely safeguard the authority and seriousness of the system.

Fourth, strengthen the organization and leadership of system implementation. Improve the party building work pattern of unified leadership of the party Committee, unified management of departments and promotion at different levels. Party committees at all levels should attach great importance to it and earnestly shoulder the political and leadership responsibilities of promoting the party's system construction. While establishing and improving various systems, we should effectively strengthen supervision over the implementation of the team system. Consolidate the achievements of system construction. All functional departments should not only do a good job in formulating relevant systems within their responsibilities, but also carefully supervise the implementation of relevant systems in accordance with the principle of "who designates who is responsible". In particular, the discipline inspection organs at all levels should conscientiously perform their duties of "upholding party constitution and other Party laws and regulations, and checking the implementation of the Party's line, principles, policies and resolutions", and make efforts to supervise the full implementation of the Party's various systems.
