At present, this structure only exists in municipalities directly under the central government, and Beijing, Shanghai, Tianjin and Chongqing are all carrying out this model. Under this model, the unified rural commercial bank, as an independent legal person, has a perfect corporate governance structure, operates independently and is responsible for its own profits and losses. In this mode, there is no essential difference between rural commercial banks and other commercial banks, and the provincial association has disappeared as an entity.
2. Dual-track system of provincial associations and county associations.
This is the mode adopted by most local rural credit cooperatives at present. In this mode, county-level associations are independent legal persons and provincial associations are jointly established. At present, provincial associations are not operating entities, but only undertake the functions of management, guidance, coordination and service. Under this model, county-level associations are independent in law, but their management will be restricted by provincial associations.
3. Double-headed management mode
At present, only two regions adopt this double-headed model, one is Guangdong; One is Tianjin, although Tianjin is also a unified country and there is no provincial association. Shenzhen and Binhai, which have a double-headed model, have their unique political and economic status not only in the local area, but also in the whole country, which is difficult to imitate in other areas.
4. Overall transformation of rural commercial banks in the province.
At present, the only one that adopts this model is the Yellow River Rural Commercial Bank, formerly known as Ningxia Associated Press, which was transformed with Yinchuan Associated Press in 2008. The Yellow River Rural Commercial Bank is an independent legal person, and it undertakes management functions for the following 19 county legal persons through holding. To put it simply, the Yellow River Rural Commercial Bank is both an athlete and a referee, which is a typical example of the imperfect reform of rural credit system.
