Article 1 These Provisions are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons and the Measures of Liaoning Province for the Implementation of the Law of the People's Republic of China on the Protection of Disabled Persons, in combination with the actual situation of this Municipality, in order to safeguard the legitimate rights and interests of disabled persons, develop the cause of disabled persons and ensure their equal participation in social life. Article 2 Organs, organizations, enterprises and institutions, urban and rural grassroots organizations and individuals within the administrative area of this Municipality have the obligation to protect the disabled, and these Provisions shall be implemented. Article 3 The Coordination Committee for Disabled Persons of the Municipal People's Government shall comprehensively coordinate and formulate and implement the principles, policies, regulations, plans and plans related to the cause of disabled persons, and coordinate and solve major problems in the work for disabled persons. The Municipal Federation of Disabled Persons undertakes the tasks entrusted by the Municipal People's Government, assists the Municipal People's Government to carry out the work for the disabled and develop the cause for the disabled. Industry and commerce, taxation, public security, justice, labor, personnel, civil affairs, finance, education, health, culture, sports and other relevant departments should do a good job in the work of the disabled according to the division of responsibilities. District, county (city), township (town), street disabled persons' federations and enterprises and institutions with more disabled persons shall be responsible for the work of disabled persons. Article 4 The people's governments of cities, districts and counties (cities) shall include the funds for undertakings for the disabled in the fiscal budget at the corresponding level, and use them for special purposes. Fifth to encourage all sectors of society and domestic and foreign organizations and individuals to support the cause of the disabled. Where the investment in the development of the disabled in our city, the people's governments at all levels should give preferential policies and make outstanding contributions, which should be commended. Article 6 The legal guardians and wards of disabled persons shall perform their maintenance obligations and assume guardianship responsibilities to help disabled persons enhance their self-reliance ability. Seventh special education funds for the disabled should be taken care of in line with the principle of special assistance, which is higher than the growth rate of general education investment. Eighth schools at all levels shall not refuse to accept disabled students who meet the admission standards stipulated by the state because of their disabilities. The secondary schools affiliated to this Municipality shall take care of disabled students whose grades in physical education subjects are difficult to reach the standard during the examination and study due to their disabilities. Students with disabilities who have difficulties in life should be exempted from tuition and miscellaneous fees according to regulations. Loans set up by institutions of higher learning should be given priority to disabled students with difficulties in life. Article 9 Establish and improve rehabilitation institutions for the disabled. City, district and county (city) should establish rehabilitation guidance centers for the disabled; Township (town) streets should establish rehabilitation stations; Neighborhood committees and village committees should support the establishment of family rehabilitation points. Tenth to raise funds for the rehabilitation of the disabled should adhere to the principle of self-financing, the combination of group assistance and public assistance. The medical expenses required for the disabled to recover or compensate their functions according to the regulations, which belong to public medical care or social insurance, shall be paid by the unit or underwriting unit according to the regulations; The civil affairs department is responsible for the rehabilitation of the disabled. Article 11 State organs, organizations, enterprises and institutions shall arrange employment for disabled persons at no less than 0.7% of the total number of employees, and shall not refuse to accept qualified disabled persons. Unconditionally arranged units shall pay the employment security fund for the disabled. Organs, organizations, enterprises and institutions shall not dismiss or reduce disabled employees on the grounds of disability. Disabled employees of merged or bankrupt enterprises should be given priority. Sino-foreign joint ventures, cooperative enterprises and wholly foreign-owned enterprises shall be implemented in accordance with relevant regulations. Twelfth disabled people engaged in self-employment, industry and commerce, taxation, urban management and other departments should reduce taxes and fees according to regulations, giving priority to business premises. Thirteenth township (town) people's governments and villagers' committees shall give priority to the disabled when allocating or adjusting land; If the family economy of the disabled is really difficult, the social burden such as land contract fees, compulsory labor and village retention can be reduced or exempted. Fourteenth organs, organizations, enterprises and institutions shall pay the endowment insurance premium for the disabled in full. Social insurance institutions should pay the endowment insurance premium for the disabled in full according to the regulations. Rural disabled people, who participate in endowment insurance, the proportion of collective public assistance subsidies can be appropriately increased. Fifteenth disabled housing relocation and resettlement should be given priority, and the floor distribution should be adapted to the life of disabled people. Sixteenth disabled workers' medical expenses should be reimbursed first. If it is difficult for an individual to bear part of the medical expenses, the unit may give subsidies. Seventeenth news organizations should actively promote the cause of the disabled. Newspapers, radio stations and television stations can set up columns suitable for the disabled, and public libraries should set up audio libraries or counters for the blind. Eighteenth cultural and sports departments should organize and support cultural and sports activities for the disabled, and establish cultural and sports venues for the disabled in a planned way. Nineteenth disabled people with the "Disability Certificate" in the parking lot free of charge, free of charge in the park for the disabled, and half-price charge for the disabled theater. Twentieth legal service institutions should provide priority, high quality and preferential legal services for the disabled. Twenty-first new construction and renovation of urban roads and public facilities shall be carried out in accordance with the barrier-free design norms stipulated by the state, and barrier-free facilities for the disabled shall be set up. Existing public places should be gradually transformed to facilitate the disabled. Twenty-second violation of the provisions against the legitimate rights and interests of the disabled, by the unit or the relevant competent department shall be ordered to make corrections within a time limit or given administrative sanctions; If property losses or other losses or damages are caused to the disabled, compensation shall be made according to law and civil liability shall be borne; If a crime is constituted, criminal responsibility shall be investigated according to law. Twenty-third specific issues in the implementation of these Provisions shall be interpreted by the Shenyang Municipal People's Government.
