2. The current monetary funds are not enough to pay taxes after deducting the wages and social insurance premiums payable to employees.
The procedures for deferred payment of taxes are as follows:
1. The application should be made before the tax payment period expires;
2. Submit relevant materials;
3, the tax authorities shall make a decision of approval or disapproval within 20 days from the date of receiving the application for deferred payment of taxes;
4. If it is not approved, a late payment fee of 0.5‰ will be added from the date when the tax payment period expires.

Article 31
Taxpayers and withholding agents shall pay or remit taxes in accordance with the provisions of laws and administrative regulations or the time limit determined by tax authorities in accordance with laws and administrative regulations.
Taxpayers who are unable to pay taxes on time due to special difficulties may, with the approval of the State Taxation Bureau and the Local Taxation Bureau of provinces, autonomous regions and municipalities directly under the Central Government, postpone paying taxes for a maximum of three months.
