1. Qualifications for enjoying preferential policies (1) Non-commissioned officers and conscripts who meet the conditions of urban resettlement, sign the Agreement on Self-employment of Retired Soldiers with the civil affairs department of the resettlement place, and receive the Self-employment Certificate of Retired Soldiers in Cities and Towns can enjoy preferential policies for self-employment. Meet the resettlement conditions, retired noncommissioned officers who have gone through the demobilization procedures in the army, and the civil affairs department of the resettlement place can apply for the "Self-employed Certificate for Retired Soldiers in Cities and Towns" and enjoy the above preferential policies. "Self-employed Certificate for Retired Soldiers in Cities and Towns" is printed by the Provincial Civil Affairs Department according to the unified style formulated by the Ministry of Civil Affairs, and the civil affairs department in the resettlement area is responsible for issuing it.

IV. Self-employed (8) Self-employed retired soldiers in cities and towns who are engaged in self-employed shall be exempted from paying the following fees within three years from the date when the industrial and commercial departments approve their operation, with the Self-employed Certificate of Retired Soldiers in Cities and Towns, except for industries restricted by the state (including construction, entertainment, advertising, sauna, massage, Internet cafes, oxygen bars, etc.):

V. Taxation (9) For newly-established service enterprises (except advertising, sauna, massage, Internet cafes, oxygen bars, etc.) that resettle self-employed retired soldiers in cities and towns in the same year, if they reach more than 3% of the total number of employees, and sign labor contracts with them for more than one year, they will be exempted from business tax and the attached urban maintenance and construction tax within three years after being identified by the civil affairs departments at or above the county level and audited by the tax authorities.

if the number of retired soldiers in cities and towns newly resettled and self-employed by the above-mentioned enterprises in that year is less than 3% of the total number of employees, but they have signed labor contracts with them for more than one year, the enterprise income tax can be reduced according to the calculated reduction ratio within three years after being confirmed by the civil affairs departments at or above the county level and audited by the tax authorities. Reduction ratio = (the enterprise newly recruited self-employed urban retired soldiers in the current year ÷ the total number of employees in the enterprise ×1%)×2. (1) For commercial retail enterprises newly established for the employment of self-employed urban retired soldiers in the current year, if the newly resettled self-employed urban retired soldiers reached more than 3% of the total number of employees and signed labor contracts with them for more than one year, they shall be exempted from the city within three years upon confirmation by the civil affairs departments at or above the county level and examination by the tax authorities.

if the number of retired soldiers in cities and towns newly resettled and self-employed by the above-mentioned enterprises in that year was less than 3% (including 3%) of the total number of employees, but they signed labor contracts with them for more than one year (including one year), the enterprise income tax may be reduced according to the calculated reduction ratio within three years after being confirmed by the civil affairs departments at or above the county level and audited by the tax authorities. (11) For newly-established commodity retail enterprises engaged in commodity retail and wholesale business, where self-employed urban retired soldiers are placed and signed labor contracts with them for more than one year, they can enjoy enterprise income tax of 2, yuan every year after being identified by the civil affairs departments at or above the county level and audited by the tax authorities. If the deduction is insufficient in that year, it can be settled to the next year to continue the deduction, but the carry-over period cannot exceed 2 years.

(12) from the date of issuance of Document No.1 [24] issued by the State Council, self-employed retired soldiers in cities and towns who engage in self-employment (except for construction industry, entertainment industry, advertisements, saunas, massages, Internet cafes and oxygen bars) shall be exempted from business tax, urban maintenance and construction tax, education surcharge and personal income tax within three years from the date of obtaining the tax registration certificate.

(XIII) The newly established enterprises mentioned in this opinion refer to those newly established after the issuance of Document No.1 [24] of the State Council. The merger, division, restructuring, reorganization, expansion, relocation, production conversion, absorption of new members, change of leadership or affiliation, and change of enterprise name of the original enterprise cannot be regarded as a new enterprise.

the commodity retail enterprises mentioned in this opinion refer to commercial retail enterprises that have commodity business premises and counters that do not produce their own commodities and directly face the final consumers, including department stores, supermarkets, retail stores, etc. that directly engage in commodity sales.

(14) The personal income tax payable by retired soldiers in towns who are engaged in planting and aquaculture by themselves shall be implemented in accordance with the provisions of the state on personal income tax for planting and aquaculture. Engaged in agricultural mechanization, irrigation and drainage, pest control, plant protection, agriculture and animal husbandry insurance and related technical training business, as well as poultry, livestock and aquatic animals breeding and disease prevention business, according to the current business tax provisions shall be exempted from business tax.

the above preferential policies will be implemented as of November 1, 24, and the tax paid before will be refunded.

VI. Loans (15) Self-employed retired soldiers in cities and towns can apply for loans from commercial banks with the Self-employed Certificate of Retired Soldiers in Cities and Towns when they are engaged in self-employment or set up economic entities. Commercial banks should give priority to credit support if they meet the loan conditions.

(16) Retired soldiers in self-employed towns can enjoy preferential policies for small-sum secured loans according to laid-off workers, specifically in accordance with the relevant policies and regulations of Xi 'an Branch of China People's Bank, Provincial Department of Finance, Provincial Department of Labor and Social Security and other departments "Notice on Printing and Distributing the Implementation Measures for Small-sum Secured Loans for Laid-off Workers in Shaanxi Province" (Xi Yinfa [23] No.98).

VII. Household Registration (XVII) Retired soldiers from self-employed towns who have a legally fixed residence, a stable occupation or a source of livelihood in towns below the county level should be allowed to go through the formalities of settling down with the Self-employed Certificate for Retired Soldiers in Cities and Towns [〖JP2〗] and corresponding certificates. Their families and children are from agricultural registered permanent residence, and they are allowed to go through the formalities of "transferring from rural areas to non-agricultural areas" and settle down with them. Self-employed urban retired soldiers who settle in cities above the prefecture level shall be handled in accordance with relevant local regulations.

all localities shall not charge fees other than those stipulated by the state policy when handling the formalities for the settlement of retired soldiers in self-employed towns, their spouses and children.
