The head of the Customs and Excise Department is the Commissioner of Customs, assisted by a Deputy Commissioner of Customs to handle departmental affairs, and the other five directorate officers are responsible for the five work units under their jurisdiction. These five work units include: Administrative and Human Resources Development Division, Border and Port Division, Tax and Strategic Support Division, Intelligence and Investigation Division and Trade Control Division.
At present, the offices and facilities of the customs headquarters and departments are distributed in different places and regions of Hong Kong. This arrangement will affect the operational efficiency of the Customs and Excise Department, arouse security concerns and cause inconvenience to those who need to use customs services in person. Therefore, the Government will build a new Customs Headquarters building at the junction of Java Road and Zhao Dian Street in North Point. The new headquarters building is 34 stories high, providing a construction area of about 28,000 square meters, which can accommodate more than 65,438+0,800 customs officers to work together. Construction started in June 2007 and is expected to be completed in June 2065, 438+00.
Division of Administration and Development
Responsible for internal administration, financial management, human resource management and administrative support services, and consists of the following departments: internal administration, financial management, army administration, training and development, prosecution and management support and complaint investigation. The Administration and Development Division is headed by the Assistant Director (Administration and Development).
Border and port office
Responsible for all matters related to the control and customs clearance functions of entry-exit control points, as well as the jurisdiction of Airport Division, Land Border Control Division, Railway and Ferry Port Division, Port and Sea Division and Special Duty Squad. The Director of Border and Port Department is the Assistant Commissioner of Customs (Border and Port).
Office of Tax and Strategic Support
The Tax and Strategic Support Division is responsible for tax protection and tax control, dutiable commodities, providing think tank services and administrative support services to directorate staff, project planning and development, information technology development, international customs liaison and cooperation, and coordinating agency services. There are dutiable commodities department, customs liaison department, strategic research department, project planning and development department, information technology department and news group. The Tax and Strategic Support Division is headed by the Assistant Director (Tax and Strategic Support).
Information and investigation division
The Intelligence and Investigation Division is responsible for matters related to drugs and intellectual property rights, formulating policies and strategies to promote the further application of intelligence and risk management in customs operations, guiding law enforcement and investigation related to intellectual property protection, investigating and curbing illegal trafficking in dangerous drugs, enforcing legal provisions on confiscation of drugs/organized crime assets, and controlling chemicals. It has drug investigation bureau, intelligence bureau, copyright and trademark investigation bureau, customs, taxation and general investigation bureau and task force. The Intelligence and Investigation Division is headed by Assistant Director (Intelligence and Investigation).
Trade control office
The Trade Control Division, composed of civil servants in the Trade Control Officer grade, is subordinate to the Commerce and Economic Development Bureau and is responsible for matters related to trade control, trade management and consumer protection. It consists of General Investigation and System Department, Close Trade Arrangement and Trade Inspection Department, Trade Investigation Department, Commodity Description and Transshipment Control Department and Consumer Protection Department. The Director of Trade Control Branch is the Director of Trade Control Branch (Senior Chief Trade Control Officer).
