(3) The registration fee for persons with disabilities who apply for partnership or sole proprietorship shall be halved.

(1) Business tax is not levied on disabled persons who provide their own services;

(2) The labor income of the disabled may be temporarily exempted from personal income tax upon application and approval by the tax bureau;

If the disabled person's card is lost, it shall promptly report to the county-level disabled person's Federation where the household registration is located, and may apply for a replacement after the declaration is invalid. After the original 20 digits, "B" is printed on the replacement number of the disability certificate, "B2" is printed on the second lost replacement number, and so on. At the same time, the lost disabled card is marked as invalid in the disabled population database.

4. Fifth people's governments at or above the county level shall incorporate the cause of the disabled into the national economic and social development plan, strengthen leadership and comprehensive coordination, incorporate the funds for the cause of the disabled into the fiscal budget, and establish a stable funding guarantee mechanism.

The State Council has formulated the development program for the disabled in China, and the local people's governments at or above the county level have formulated the development plan and annual plan for the disabled in their respective administrative areas according to the development program for the disabled in China, so as to coordinate the development of the cause for the disabled with the economy and society.

Article 7 The whole society should carry forward the humanitarian spirit, understand, respect, care for and help the disabled, and support the cause of the disabled.

The state encourages social organizations and individuals to provide donations and services to the disabled.

State organs, social organizations, enterprises and institutions and urban and rural grassroots mass autonomous organizations shall do a good job in the work of disabled people within their respective scope.

State functionaries and other persons engaged in the work for the disabled shall perform their duties according to law and strive to serve the disabled.
