Article 1 These Provisions are formulated in accordance with the spirit of the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Public Security on Doing a Good Job in Examining the Qualifications of Candidates in the National Unified Examination for Enrollment of Ordinary Colleges and Universities (No.[2005]13) in order to further standardize the enrollment of ordinary colleges and universities in our province and strengthen the qualification examination of students from other provinces who move into our province to apply for ordinary colleges and universities.

Article 2 According to the application conditions of these Provisions, students from other provinces move to our province to apply for ordinary colleges and universities, which are divided into "normal application" and "restricted application". For "normal candidates", you can apply for colleges and universities inside and outside the province, while for "restricted candidates", you are restricted when applying for schools.

Article 3 Candidates from other provinces who want to apply for colleges and universities in our province must register with the county (city, district, special zone) admissions examination institution with their household registration book, fill in the Qualification Examination Form for Students from Other Provinces to Apply for Colleges and Universities in our province, and provide their own household registration book, household registration certificate, ID card and their high school graduation certificate (the certificate from the education administrative department provided by recent students) and other relevant copies for the record.

Article 4 I and my father or mother have permanent residence in our province. I have been studying in our province from grade one to grade three, and I have a three-year high school status in our province.

Article 5 I have moved to our province before the college entrance examination, and my father or mother has been officially transferred to the state administrative organs, institutions and enterprises in our province with the approval of the personnel and labor departments at or above the county level according to the organizational procedures.

Article 6 I have moved to our province before the college entrance examination, and my father or mother is engaged in the development of high-tech new products in our province, and holds the original certificate of high-tech new product development confirmed by Guizhou Science and Technology Department, Economic and Trade Commission and Development and Reform Commission.

Article 7 His father or mother is a migrant worker (proof of staying in our province for more than three years is required), I have a permanent residence in our province for three years, studied in our province for three years from the first to the third day, and have a three-year high school student status in our province.

Article 8 I, my father or mother have a permanent residence in our province, and I have a high school student status in our province, but I have less than three years, and I can apply for the exam normally if I meet the requirements in item (1) or (2) below.

(1) If his father or mother independently invests in development, engages in business activities and establishes public welfare undertakings in our province according to law, he must have the registration license of the administrative department for industry and commerce of our province, the capital verification report of an accounting firm in the previous year, and the tax certificate of the tax authorities, and meet the following conditions:

The source of funds is funds from outside the province (credit certificate of the bank where the investment is located must be provided), and the investment time is more than two years. Investment: more than 2 million yuan in Yunyan District, Nanming District, Wudang District, Huaxi District, Baiyun District and xiaohe district; Honghuagang District, Huichuan District and Xixiu District of Zunyi City are more than 6.5438+0.8 million yuan; National key poverty alleviation and development counties 1 10,000 yuan or more; Other cities (counties, districts, special zones) are more than 654.38+0.5 million yuan. Among them, if the investment and development can form fixed assets or have been put into construction, relevant certificates issued by the government, industry and commerce, taxation and other departments at or above the county level where the investment is located shall be provided. The establishment of public welfare undertakings shall provide relevant certificates issued by accounting firms in our province in the previous year.

(2) His father or mother invested in real estate development in our province according to law, and the source of funds was funds from outside the province (the credit certificate of the bank where the investment was made must be provided). Personal investment: more than 28 million yuan in Yunyan District, Nanming District, Wudang District, Huaxi District, Baiyun District and xiaohe district; More than 25 million yuan in Honghuagang District of Zunyi City, Huichuan District of Anshun City and Xixiu District; National key poverty alleviation and development counties120,000 yuan or more; If the funds of other cities (counties, districts and special zones) are more than180,000 yuan, the asset appraisal report of the last two years issued by the local real estate authorities at or above the county level and the relevant certificates specified in item (1) above shall be provided.

Article 9 If his father or mother has invested and developed in our province for more than two years after transferring shares or obtaining shares according to law, and has gone through the procedures for confirming the change of shares in the administrative department for industry and commerce at or above the county level in our province, it also meets the conditions for applying for the examination in Article 8 of these Provisions.

Article 10 Candidates who do not meet the above-mentioned application conditions and whose household registration has been transferred to our province before the college entrance examination can apply for undergraduate colleges and junior colleges (higher vocational colleges) independently set up inside and outside the province.

Preface to the qualification process

Eleventh candidates' school registration audit is the responsibility of the candidate's school, signed by the class teacher and principal, and audited by the education administrative department at or above the county level; Candidates who are transferred to high schools in our province must be confirmed by the education administrative department at or above the county level where they were originally located.

Twelfth candidates' household registration audit work is the responsibility of the public security organ where the candidates' household registration is located, and it is confirmed by the person in charge of the public security police station and the person in charge of the household administration department of the public security bureau at or above the county level.

Thirteenth candidates qualification examination by the admissions supervision office at all levels. County (city, district, special zone) Admissions Supervision Office makes "normal admission" or "restricted admission" audit opinions on candidates' qualifications, and reports them to the city (prefecture) Admissions Supervision Office. After signing the opinions, the city (prefecture) Admissions Supervision Office reports them to the provincial admissions supervision office for audit.

Article 14 Governments at all levels, admissions committees and education administrative departments shall lead, manage, supervise and inspect the examination of candidates' qualifications, establish a joint meeting mechanism attended by education, supervision, public security, schools and other departments, constantly improve the examination procedures for candidates' registration qualifications, correctly guide public opinion, and create a good entrance examination environment.

Punishment and accountability

Fifteenth candidates have one of the following acts, once verified, cancel their qualification for examination or admission, and cancel their school status if they have already entered the school.

(a) forged household registration, student status, identity card and other related documents and materials to obtain registration qualifications.

(2) Repeated registration across provinces or obtaining registration qualification through handling abnormal household registration transfer procedures.

(3) The place of registration is inconsistent with the place of household registration.

(four) without the examination of the Admissions Supervision Office or without truthfully filling out the "Qualification Examination Form for Students from Other Provinces to Move into Our Province to Apply for Colleges and Universities".

Sixteenth candidates registration qualification examination work to implement the "who examines, who signs, who is responsible" responsibility system and accountability system. Education administrative departments, supervisory organs and public security organs at all levels should conscientiously perform their duties, severely investigate and deal with violations of discipline and law in the examination of candidates' registration qualifications, and severely investigate and deal with those who organize or participate in immigration activities for the college entrance examination, forge or buy or sell household registration and school status, and involve education administrative departments, public security organs, schools and other education systems, and all of them will be held accountable and removed from the system. Those who provide candidates with false household registration and student status in an organized and planned way should be investigated for responsibility, and those who violate the law should be transferred to judicial organs for legal treatment. If the person in charge of the unit causes serious consequences due to dereliction of duty, the leadership responsibility shall be investigated.

Seventeenth education administrative departments at all levels, enrollment examination institutions, enrollment supervision office should conscientiously do a good job in letters and visits from the masses and policy consultation, set up a report box, publish a report phone number, and take the initiative to accept the supervision of the majority of candidates and the society.

Supplementary rules

Eighteenth the provisions shall come into force as of the date of promulgation. The original "Provisions of Guizhou Province on the Qualification Examination of Students from Other Provinces Moving to Our Province to Apply for Colleges and Universities" (No.02 [2006] of Guizhou Recruitment Committee) was stopped at the same time.

Nineteenth these Provisions shall be interpreted by the Guizhou Provincial Admissions Committee.
