According to the Teachers Law of People's Republic of China (PRC), Regulations on Teachers' Qualification, Regulations on Teachers' Qualification: Implementation Measures and the Implementation Plan of the Education Department of Autonomous Region on Printing and Distributing the Qualification Examination for Primary and Secondary School Teachers in Ningxia Hui Autonomous Region; The detailed rules for the implementation of regular registration of primary and secondary school teachers' qualifications in Ningxia Hui Autonomous Region (No.Ning Teacher [2015]169), combined with the work arrangement of teacher qualification accreditation of the Ministry of Education and the requirements of epidemic prevention and control in COVID-19, wuzhong, are hereby announced as follows:
First, identify the object
(1) Social personnel with Wuzhong household registration and valid residence permit, active servicemen stationed in Wu, armed police, full-time fresh graduates with Wuzhong household registration, and graduate students in colleges and universities 202 1.
(2) According to the Notice of the General Office of the Ministry of Education, the Secretariat of the Central Taiwan Province Provincial Work Office and the Secretariat of the Hong Kong and Macao Affairs Office of the State Council on Relevant Issues Concerning Hong Kong, Macao and Taiwan Residents' Application for Primary and Secondary School Teachers' Qualification in the Mainland (No.[2065]/KLOC-0), Hong Kong, Macao and Taiwan residents studying, working and living in our city shall abide by the People's Republic of China (PRC). Support the leadership of the * * * production party in China, adhere to the socialist direction of running schools, implement the party's education policy, and pass the national primary and secondary school teacher qualification examination. According to the voluntary principle, you can apply for the corresponding qualifications of primary and secondary school teachers. The academic qualifications, other conditions and procedural requirements for applying for teacher qualification are the same as those for mainland (mainland) applicants.
Second, certification bodies.
(a) to apply for kindergarten, primary school, junior high school teacher qualification, according to the principle of territoriality, the applicant according to the domicile, valid residence permit application, the location of the troops stationed in the armed forces, the location of the school, choose Wuzhong county (city, district) education (sports) bureau for on-site confirmation. The "confirmation points" and "authorized institutions" in the online newspaper select the education (sports) bureaus of counties (cities, districts) accordingly.
(2) To apply for the qualification of practice instructor in senior middle schools, secondary vocational schools and secondary vocational schools, the applicant may go to the Education (Sports) Bureau of the county (city, district) where he is located, report to the wuzhong Education Bureau for recognition, or directly apply to the wuzhong Education Bureau for recognition. Wuzhong Education Bureau is selected as the "confirmation point" and "accreditation institution" in the online newspaper (graduate students can also choose to be accredited by the education administrative department where the school is located).
Third, the identification conditions
(1) education
1. To apply for kindergarten teacher qualification, you should have a pre-school education major or above in kindergarten normal school or secondary normal school.
2. To apply for the qualification of a primary school teacher, you should have a college degree or above.
3. To apply for the qualification of teachers in junior middle schools, senior middle schools and secondary vocational schools, you should have a bachelor's degree or above.
4. To apply for the qualification certification of internship guidance teachers in secondary vocational schools, you should have a college degree or above, and have a professional technical position of equivalent assistant engineer or above or a technical level of intermediate workers or above.
(B) Putonghua conditions
To apply for primary school Chinese teaching and general teacher qualification, the level of Putonghua should reach Grade Two or above. To apply for the qualification of teachers in other disciplines, the level of Putonghua should reach Grade 2 or above.
(3) Conditions for passing the examination
To apply for the qualification of primary and secondary school teachers, you must hold the Certificate of Qualification Examination for Primary and Secondary School Teachers, and it is within the validity period. 202 1 Postgraduates of education and normal students at public expense can apply for exemption from the examination, and the corresponding teacher qualification certificate can be determined by the "Teacher Professional Ability Certificate of Normal Students".
According to the Implementation Plan of Qualification Examination for Primary and Secondary School Teachers in Ningxia Hui Autonomous Region (No Ning Teacher [20 15] 169), full-time normal college students and full-time education masters who obtained graduation certificates 20 15 years ago can apply for direct recognition of the corresponding teacher qualifications. Full-time normal students enrolled in or after 20 16 years must obtain the qualification certificate of primary and secondary school teachers before they can apply for teacher qualification recognition.
(4) Conditions for applying for teaching.
To apply for the qualification of primary and secondary school teachers to teach subjects, it should be consistent with the teaching subjects marked in the qualification examination certificate of primary and secondary school teachers held by the applicant or the professional ability certificate of teachers in normal schools. Applicants who meet the direct identification should be consistent with their normal majors. To apply for the qualification certification of internship guidance teachers in secondary vocational schools, one should have a college degree or above, and have a professional technical position of assistant engineer or above or a technical level of intermediate workers or above.
(5) Physical condition
Have good physical and psychological qualities, no infectious diseases, no history of mental illness, can meet the needs of education and teaching, and pass the physical examination in the physical examination hospital designated by wuzhong Education Bureau.
(VI) Ideological and moral status
Abide by the constitution and laws, love education, have good ideological and moral character and teachers' professional ethics, and can fulfill the obligations stipulated in the teachers' law.
According to Article 14 of the Teachers Law and Articles 18 and 19 of the Regulations on Teachers' Qualifications, "a person who is deprived of political rights or sentenced to more than fixed-term imprisonment for intentional crimes cannot obtain teacher qualifications; Those who have obtained teacher qualifications shall lose their teacher qualifications. Those who have lost their teacher qualifications cannot be restored, and their teacher qualification certificates shall be confiscated by the education administrative departments of the people's governments at or above the county level. Practicing fraud to defraud teachers' qualifications; The education administrative department of the people's government at or above the county level shall revoke the qualifications of teachers who have bad conduct, insult students and have a bad influence, and shall not re-apply for the qualifications of teachers within 5 years from the date of revocation. "
Fourth, the application process
(1) Online declaration
1. Application website: China Teachers' Qualification Network (www.jszg.edu.cn), and click on "Teacher Qualification Applicants' Online Newspaper Entrance" to declare. Please choose the on-site audit confirmation point according to the website tips and the specific requirements in this announcement when reporting.
2. Time of filing: September 0: 001-18: 00 September 13.
3. Uploading photos: You must upload a recent bareheaded 1 inch color photo with a white background (the uploading format is JPG/JPEG, not exceeding 190K).
4. Upload personal books: the applicant downloads and prints personal books in the online newspaper interface. After taking a photo with my signature, the picture will be uploaded in strict accordance with the required format and size.
Important note: According to the fact that the applicant completed the registration on the last day after the closure of the online newspaper in previous years, so that the personal information could not be modified after the closure of the online newspaper, it is recommended that the applicant complete the online declaration three days before the closure of the registration, so as to allow time for on-site confirmation, correction of wrong information and physical examination.
(2) On-site confirmation
According to the relevant requirements of epidemic prevention and control work, in order to avoid the gathering of people and facilitate the on-site confirmation of applicants, applicants for teacher qualification in senior middle schools and secondary vocational schools are invited to join the official QQ group for teacher qualification in Wuzhong in the second half of 20021to make an appointment, and the on-site confirmation will be made strictly according to the scheduled time.

2. Submission of materials
The applicant shall carry the following materials for on-site confirmation within the specified time:
(1) Original second-generation ID card (within the validity period).
(2) Household registration book (certificate of collective household registration), or valid residence permit, or certificate of troops stationed in Nanjing and my military officer's card; Hong Kong, Macao and Taiwan residents who apply for recognition in their place of residence shall provide Hong Kong, Macao and Taiwan residents' residence permits issued by the local public security organs and Hong Kong and Macao residents' travel permits to and from the mainland, valid for 5 years, and mainland travel permit for taiwan residents.
(3) Education certificate: If the education information has been transmitted to Xuexin.com through the appraisal system for comparison, it may not be submitted. If the academic information fails to pass the comparison, the original graduation certificate and electronic registration form of academic certificate or China higher education certification report shall be submitted on site for inspection. Education in Hong Kong, Macao and Taiwan should also be submitted to the original certificate of education in Hong Kong, Macao and Taiwan issued by the Study Abroad Service Center of the Ministry of Education. Foreign education should also be submitted to the original foreign education certificate issued by the study abroad service center of the Ministry of Education.
(4) Putonghua certificate: if it has passed the verification system, it may not be submitted. Those who fail the verification must submit the original certificate of Putonghua proficiency test on the spot for inspection.
(5) Three recent bareheaded 1 inch color photos with white background and their electronic versions (see Annex 2 for details, and the electronic photos are copied by USB flash drive).
(six) to apply for the qualification of internship guidance teacher in secondary vocational schools, in addition to providing the above information, it should also provide the title certificate equivalent to the professional and technical position of assistant engineer or above or the original qualification certificate of intermediate and above workers for inspection.
The applicant shall submit the above materials in a file bag, and the cover shall indicate the following contents: registration number, my name, teacher qualification category, teaching subjects, contact telephone number, etc. "Teacher Qualification Application Form" shall be uniformly printed by wuzhong Education Bureau after the final conclusion is made.
(3) Physical examination
After the applicant has passed the on-site confirmation, he will go to the hospital designated by Wuzhong Education Bureau for medical examination within the specified time according to the specified procedures and medical examination standards. Physical examination requirements are as follows:
1. Physical examination items shall be implemented according to the standards of teacher qualification examination (the conclusion of physical examination for teacher qualification is only valid for this qualification);
2. After the on-site confirmation is qualified, the Education Bureau will uniformly issue the Physical Examination Form for Teacher Qualification Applicants in Ningxia Hui Autonomous Region. The applicant must truthfully fill in the past medical history items in the medical examination form, and if there is any concealment, the applicant shall bear the corresponding responsibilities;
3. Stick a photo on the physical examination form of the teacher's qualification certificate, stamp the official seal, fill in the personal basic information, and take the physical examination on an empty stomach every morning.

Important note: if the applicant has a physical examination in a non-designated hospital or inter-provincial hospital of the Municipal Education Bureau, the conclusion of the physical examination will not be recognized.
(4) No criminal record for verification.
Wuzhong Education Bureau asked Wuzhong Public Security Bureau to verify that the applicant had no criminal record. If the conditions are unqualified and cannot be verified by Wuzhong Public Security Bureau, Wuzhong Education Bureau will issue a certificate of no criminal record for the applicant, and the applicant will issue a certificate of no criminal record to the public security department where the household registration is located. The applicant shall submit the certificate of no criminal record to wuzhong Education Bureau in time.
(5) Certificate collection
Senior middle school teachers' qualification certificates, secondary vocational school teachers' qualification certificates and secondary vocational school practice instructors' qualification certificates are to be issued on 202111-5. If someone else receives the certificate and the application form for teacher qualification identification, it is necessary to submit the Power of Attorney for Teacher Qualification Certificate and related materials for identification to the identification institution (see Annex 3).
V. That notice
(1) According to Article 14 of the Regulations on Teacher Qualification, I apply for teacher qualification. Applicants should carefully read this announcement and the notification requirements of the selected accreditation bodies, and make a statement on the China Teachers' Qualification Online in the principle of truthfulness, objectivity and good faith. (2) Each applicant can only apply for 1 teacher qualification certificate in each natural year.
(3) Require the applicant to make online declaration and on-site confirmation according to the specified time, place and requirements. If the applicant fails to complete the application within the specified time due to reasons such as missing the application time, choosing the wrong accreditation institution or on-site confirmation point, incorrect application information or incomplete submission materials, the accreditation institution will no longer accept the application, and the responsibility will be borne by the applicant himself.
(4) Persons who apply for teacher qualification in Wuzhong with valid residence permits must obtain valid residence permits before the on-site confirmation time.
