Legal basis:

Accept Article 1 of the Regulations of the People's Republic of China on the Examination, Approval and Issuance of Passes and Endorsements to and from Hong Kong and Macao.

(1) Acceptance Department Mainland residents' applications for travel permits and endorsements to and from Hong Kong and Macao shall be accepted by the exit-entry administration department of the public security organ where their permanent residence is located, except for the following circumstances:

1. Mainland residents applying for business in Hong Kong and Macao must be accepted by the exit-entry administration department of the public security organ where their work unit is located.

2. Mainland residents applying for employment in Hong Kong or Macao through labor service companies shall be accepted by the exit-entry administration department of the public security organ at or above the prefecture level where the labor service company is located.

3. Military personnel applying for going to Hong Kong and Macao shall be accepted by the exit-entry administration department of the resident public security organ of the army or work unit.

4. Mainland residents who hold travel permits to and from Hong Kong and Macao and stay endorsements can apply for travel permits to and from Hong Kong and Macao and stay endorsements again during their stay in Hong Kong or during their return to the Mainland, which can be accepted by the original acceptance and approval department of stay endorsements or the Shenzhen Entry-Exit Visa Office of the Guangdong Provincial Public Security Bureau (hereinafter referred to as Shenzhen Visa Office).

5. Mainland residents who hold travel permits to and from Hong Kong and Macao and stay endorsements may apply for travel permits to and from Hong Kong and Macao and stay endorsements again during their stay in Macao or during their return to the Mainland, or apply for other stay endorsements in Hong Kong, which may be accepted by the original stay endorsement acceptance examination and approval department or Zhuhai Entry-Exit Visa Office of Guangdong Provincial Public Security Department (hereinafter referred to as Zhuhai Visa Office).

(2) Application conditions: Mainland residents applying for entry and exit permits and endorsements to Hong Kong and Macao must meet one of the following conditions:

1, visiting relatives. Visit relatives who have settled, studied or worked in Hong Kong or Macao. "Relatives" refer to spouses, parents or parents, children, brothers and sisters of spouses. The applicant's spouse and children can apply together.

"Units" refer to enterprises and their branches registered with the State Administration for Industry and Commerce with independent legal personality, or units registered with the State tax authorities with the nature of production and operation, as well as the resident representative offices of overseas enterprises in the Mainland. To apply for multiple business endorsements for 3 months or 1 year, the unit to which you belong must register with the exit-entry administration department of the local public security organ in advance. All localities should formulate specific measures and examination and approval conditions for registration and filing according to the actual situation in the region, and announce them to the public. (2) Individual industrial and commercial households go to Hong Kong or Macao to operate. (3) Persons driving special vehicles between the Mainland and Hong Kong or Macao.

3. Team travel. Participate in a tour group organized by a travel agency designated by the National Tourism Administration to travel to Hong Kong or Macao.

4. Personal travel. Approve the establishment of individual permanent residents to travel to Hong Kong or Macao.

5. others. (1) Apply for going to Hong Kong or Macao for special reasons such as medical treatment, funeral service, litigation, examination, handling industry, academic exchange, etc. (2) Mainland residents studying and working in Macao apply for going to Hong Kong.

6. Stay. Persons who study, work or train in Hong Kong or Macao with the approval of the relevant departments of Hong Kong or Macao and their relatives.

(3) Application materials

5. Holders of valid passes to and from Hong Kong and Macao must submit their passes to and from Hong Kong and Macao.

(4) Certification materials corresponding to the reasons for application.

Visit relatives who have settled in Hong Kong or Macao, and apply for visiting the same relatives in Hong Kong or Macao again within 1 year, without paying proof of kinship.

(2) When applying for doing business in Hong Kong or Macao, individual industrial and commercial households shall submit a copy of the annual business license and the original tax registration certificate, and submit a copy. (3) The certification materials to be submitted by persons driving special vehicles to and from the Mainland, Hong Kong and Macao shall be separately stipulated by the Exit-Entry Administration of the Guangdong Provincial Public Security Department and reported to the Exit-Entry Administration of the Ministry of Public Security for the record.

3. Team travel. The original travel invoice issued by the travel agency designated by the National Tourism Administration shall be submitted, and a copy shall be submitted.

4. Personal travel. Exempt from submitting supporting materials corresponding to the application.

5. others. (1) If you apply for going to Hong Kong or Macao for special reasons such as medical treatment, bereavement, litigation, examination, handling industry, academic exchange, etc. , you must submit the original certification materials corresponding to the reasons for the application, and submit a copy. (2) Mainland residents studying and working in Macao who apply for going to Hong Kong must submit the original entry permit to and from Hong Kong and Macao and the stay endorsement, and submit a copy. Persons employed in Macao must also submit the certificate of going to Hong Kong issued by the Macao employment unit.

6. Stay. (1) Those who go to Hong Kong for study, employment and training and their relatives must submit the original entry permit issued by the Hong Kong Immigration Department and submit a copy. (2) To study in Macao, you must submit the original Confirmation of Admission Notice and the Admission Notice of Macao Universities issued by the Macao Higher Education Auxiliary Office, and submit a copy. To go to Macao for employment, you must submit the original list of non-local workers who have been employed issued by the Exit-Entry Affairs Office of the Macao Public Security Police or the approval document with the applicant's name issued by the Macao Social and Cultural Office or the Economic and Financial Office, and submit a copy. When employees' relatives go to Macao for employment, they must submit the original approval notice issued by the exit-entry affairs department of Macao Public Security Police, and submit a copy. (three) to apply for employment in Hong Kong or Macao through a labor management company, a copy of the "Approval Form for Labor Cooperation Projects in Hong Kong and Macao Special Administrative Regions" must be submitted by the Ministry of Commerce. (4) Continue to apply for staying in Hong Kong or Macao after the expiration of the stay endorsement on the travel permit to and from Hong Kong and Macao. Among them, people studying, working and training in Hong Kong and their relatives must submit the original extension permit issued by the Hong Kong Immigration Department and submit a copy; To study in Macao, you must submit the study certificate issued by Macao institutions of higher learning; If you are employed in Macao, you must submit the renewal list containing the applicant's name approved by the entry-exit affairs department of Macao Public Security Police or the original approval document containing the applicant's name issued by Macao social and cultural department or economic and financial department, and submit a copy; Relatives of employees employed in Macao shall submit the original approval notice issued by the exit and entry affairs department of Macao public security, and submit a copy.

This opinion is signed by the local police station where the work unit or permanent residence is located. This opinion can be directly filled in the corresponding column of the application form and stamped with the official seal, or issued separately. The opinions should include the following contents: whether the contents filled in the application form are true, whether the applicant is prohibited from leaving the country according to law, and whether the applicant is allowed to travel to Hong Kong or Macao (if not, the reasons should be explained). The specific requirements are as follows:

1, national staff, the organization and personnel department shall issue opinions according to the cadre management authority.

2. Personnel of state-owned enterprises and institutions shall be certified by the personnel or security department of the unit.

3. College and middle school students who have reached the age of 16 shall be given opinions by their schools.

4, soldiers, by their units or work units issued opinions.

5. Other personnel shall be given opinions by the local police station where their permanent residence is located. If an application is made to the exit-entry administration department of the public security organ where the non-permanent residence is located to travel between Hong Kong and Macao according to this specification, it shall be examined by the exit-entry administration department of the public security organ in conjunction with the exit-entry administration department of the public security organ where the applicant's permanent residence is located, and I am exempt from the opinions of the public security police station where the permanent residence is located.

7. Mainland residents with permanent residence in areas where "passport application on demand" has been implemented, who are not registered personnel or soldiers, are exempt from the opinions of the work unit or the police station.

(6) Acceptance contents

1. The exit-entry administration department of the public security organ only accepts my application for entry-exit permit and endorsement to and from Hong Kong and Macao, except in the following circumstances:

(1) If the applicant is under the age of 16 or has reached the age of 60, the client may apply on his behalf. (2) If a person in the same accepting department holds the same travel permit to and from Hong Kong and Macao and applies for endorsement again for the same reason, the client may apply for it on his behalf, but the application for endorsement of business in different places is not included. (3) If an applicant who goes to Hong Kong and Macao for employment through a labor management company applies for a pass and endorsement to and from Hong Kong and Macao again during his employment in Hong Kong and Macao, the labor management company designated by the Ministry of Commerce shall apply. (4) Mainland residents who hold stay endorsements in Hong Kong or Macau can apply through China travel agencies in Hong Kong or Macau.

In the above case, the client must submit the power of attorney, the original identity certificate of himself and the client, and a copy. The labor management company shall record the company seal and the signature of the person in charge to the exit-entry administration department of the public security organ at the prefecture level where the labor management company is located.

2. Verification of application materials. Acceptance personnel should carefully check the applicant's identity certificate, check whether the application form is complete, whether the opinions issued by the work unit or the police station are standardized, and whether all kinds of application materials are complete. At the same time, check whether the applicant holds a valid pass to and from Hong Kong and Macao, whether he belongs to the applicant, whether he is prohibited from leaving the country by law, and whether he is restricted from going to Hong Kong and Macao. If you think there is doubt, you should make necessary inquiries. After examination, those who do not meet the application conditions will not be accepted, and the reasons will be explained to inform the applicant; To meet the application conditions, but the application materials are incomplete and irregular, the applicant shall be required to supplement the missing materials. After the copy submitted by the applicant is consistent with the original (except the original), the copy shall be stamped with the seal of "Verified with the original" and signed.

3. Submit application materials. After the acceptance department has passed the examination and issued an opinion, it will submit the accepted application materials to the examination and approval department.
