To promote the construction of digital government, in addition to making good use of information technology, we must strictly follow scientific laws, take the new development concept as the guide, adhere to innovation-driven, systematic coordination, green and low-carbon, open enjoyment, and constantly improve the quality of digital government construction. Digital government refers to a form of state administration supported by modern computers, network communication and other technologies, and the daily work, information collection and release, and public affairs management of government agencies are carried out in a digital and networked environment. The construction of digital China mainly involves three aspects: digitalization of urban facilities, urban networking and urban intelligence. It is necessary to speed up the development of digitalization, create new advantages of digital economy, promote digital industrialization and industrial digital transformation, accelerate the pace of digital society construction, improve the level of digital government construction, create a good digital ecology and build a digital China.
The construction of digital China should include three contents: first, digital economy, second, digital government and third, digital society. The trinity of digital economy, digital government and digital society constitutes the basic framework of digital China. China's "14th Five-Year Plan" and the long-term goal outline for 2035 clearly put forward that it is necessary to "improve the level of digital government construction", widely apply digital technology to government management services, promote government governance process reengineering and model optimization, and continuously improve scientific decision-making and service efficiency.
What are the requirements for speeding up the construction of digital China?
The first is to promote the digital industry to become bigger and stronger. Focusing on the seven key industries of the digital economy and the ten digital application scenarios listed in the "14th Five-Year Plan", we will promote the development of strategic emerging industries such as big data, artificial intelligence and blockchain with application as the core, and strive to cultivate an open source ecology and build an internationally competitive digital industry cluster.
The second is to promote digital transformation. Deepen the deep integration of the new generation of information technology and manufacturing industry, and drive the transformation of production mode with digitalization. Expand and upgrade information consumption, speed up the construction of information barrier-free, drive the change of lifestyle with digitalization, and let the digital dividend really benefit the people's production and life.
The third is to gradually improve the digital ecology. Continuously improve the data management capabilities of enterprises and institutions and consolidate the data foundation; Cultivate a big data trading platform, explore various forms of data trading modes, promote data circulation, effectively collect, manage and use data, and activate the value of data elements.
