Article 1 In order to promote the healthy development of Dehong coffee industry and ensure the quality and brand characteristics of Dehong coffee products, these Regulations are formulated in accordance with the Law on Regional Ethnic Autonomy in People's Republic of China (PRC), the Law on Quality and Safety of Agricultural Products in People's Republic of China (PRC) and the actual situation of Dehong Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Article 2 The term "Dehong Coffee" as mentioned in these Regulations refers to the coffee varieties and products that are mainly small coffee within the protection scope of Dehong coffee geographical indication products approved by the state. Third units and individuals engaged in Dehong coffee planting, processing, sales, scientific research, technology promotion, intermediary services and management activities within the administrative area of Autonomous Prefecture shall abide by these regulations. Article 4 The development of Dehong coffee industry should adhere to the principles of market orientation, government guidance, innovative development, quality improvement and efficiency improvement, and promote the scale and branding of industrial development. Article 5 The people's governments of autonomous prefectures and counties (cities) shall strengthen the development of Dehong coffee industry, incorporate it into the national economic and social development plan at the corresponding level, set up special funds for the development of Dehong coffee industry, and incorporate them into the annual fiscal budget at the corresponding level to support the development of Dehong coffee industry. Article 6 The competent agricultural departments of the people's governments of autonomous prefectures and counties (cities) are responsible for the development of Dehong coffee industry, and their main responsibilities are:

(a) to publicize and implement the relevant laws, regulations and these regulations;

(two) in conjunction with the relevant departments to prepare the coffee industry development plan in Dehong Prefecture, and report it to the people's government at the same level for approval before implementation;

(3) Do a good job in the production, scientific research, technical training and promotion of Dehong Coffee;

(4) To analyze the development trend and market trend of Dehong coffee industry, release relevant information and provide consulting services;

(five) to be responsible for the identification, protection, supervision and management of coffee germplasm resources in Dehong, publish the list of key protected and available germplasm resources, and organize the investigation, filing and monitoring of germplasm resources;

(six) to handle the relevant procedures for the geographical indication and use of Dehong coffee;

(seven) to organize the declaration of Dehong coffee industry development support projects. Article 7 The development and reform, industry and information technology, science and technology, finance, forestry, commerce, food and drug supervision and management, land reclamation, industry and commerce administration, taxation, quality and technical supervision, entry-exit inspection and quarantine and other relevant departments of the people's governments of autonomous prefectures and counties shall, according to their respective functions and duties, do a good job in the development of Dehong coffee industry. Article 8 Autonomous Prefecture People's governments at all levels shall strengthen the publicity and promotion of Dehong coffee industry, encourage units and individuals to carry out activities such as excavation and collation of Dehong coffee history and culture, literary and artistic creation and tourism, and enhance the brand awareness of Dehong coffee. Article 9 People's governments of autonomous prefectures and counties (cities) encourage units and individuals to develop Dehong coffee industry by means of investment (financing), land transfer and enterprise alliance, encourage coffee enterprises to establish production bases and trading markets, and support rural collective economic organizations and farmers to transfer land use rights to coffee enterprises by means of leasing, subcontracting and shareholding. Encourage coffee enterprises to sign base planting contracts with farmers and purchase fresh fruits and dried beans in the form of orders. Article 11 When purchasing fresh coffee and dried beans in Dehong, coffee enterprises shall not buy them at a price lower than the market price in the same period of this province, and shall not buy them by monopolizing or underpricing.

When coffee enterprises perform the purchase contract of Dehong coffee fresh fruit and dried beans signed with farmers according to the market price in the same period of this province, the contracted farmers shall perform the contract. Article 12 The people's governments of autonomous prefectures and counties (cities) shall establish Dehong coffee seed breeding bases, strengthen variety breeding, and popularize and apply Dehong coffee seed breeding and cultivation techniques. Thirteenth autonomous prefectures and counties (cities) people's governments encourage the establishment of Dehong coffee seedling base, develop and cultivate excellent varieties of Dehong coffee, and provide high-quality seedlings; Encourage scientific research institutions, universities, coffee enterprises and other units to carry out Dehong coffee technology exchange and cooperation. Article 14 Anyone who produces and operates the original seeds and approved improved varieties of Dehong coffee shall apply to the competent agricultural department of the people's government at or above the county level for a production and operation license. Fifteenth autonomous prefectures and counties (cities) agricultural technology extension institutions should strengthen the promotion of Dehong coffee comprehensive supporting technology, establish standardized demonstration parks, and carry out new variety tests and demonstrations. Sixteenth Dehong coffee planting should be reasonable in layout and moderate in scale, and pay attention to ecological protection when choosing planting areas.

Dehong coffee planting should use agricultural inputs scientifically and reasonably. Prohibit the use of prohibited agricultural chemical inputs, and prohibit the discharge or dumping of excessive waste water, waste gas, solid waste or other toxic and harmful substances in planting areas. Seventeenth coffee professional cooperative organizations and coffee enterprises in their production bases to plant Dehong coffee, should be implemented in accordance with the "Dehong coffee production technical specifications", and make production records, establish files. Production records and files should be kept for more than two years. Article 18 Dehong coffee producers and operators may establish professional coffee cooperative organizations according to law to enhance their abilities of self-discipline, self-management, self-service and self-development.

The relevant departments of the people's governments of autonomous prefectures and counties (cities) shall give support to the Dehong Coffee Professional Cooperation Organization established according to law.
