According to the provisions of the Prevention and Control Plan of novel coronavirus, combined with the results of regional nucleic acid screening in our region and the opinions of the expert group, it was decided by the emergency headquarters research on epidemic prevention and control in COVID-19 in the new district, starting from 0: 00 on September 30, 2022,

Xinjiang New District will open up Jiangbei Street Area, including Xinjiang Village Committee, Zhoutang Village Committee, Zhiyuan Village Committee, Port Village Committee, Zhongyuan Community and Houyuan Gangchang Area, and adjust the corresponding control measures.

Other regional management measures remain unchanged, and relevant matters are hereby notified as follows:

1. Open basic livelihood places in an orderly manner. Strictly implement the main responsibility of production and business units, and under the premise of doing a good job of disinfection and improving epidemic prevention measures, orderly resume the operation of basic livelihood service places such as supermarkets, pharmacies, medical institutions and convenience stores, and extend the business hours appropriately. Pharmacies will not sell four kinds of drugs, such as antipyretic, cough-relieving, antiviral and antibiotic. Other business places are temporarily closed, including restaurants, theaters, KTV, Internet cafes, game halls, gymnasiums, cinemas, bars, chess and card rooms, billiard rooms, bathrooms, foot baths, beauty salons, tea rooms, cafes, board games halls, spas, moxibustion halls, secret room escapes, moon center and off-campus teaching and training institutions.

2. Steadily promote the resumption of work and production. Enterprises, construction sites, etc. should make plans for resumption of work and production in strict accordance with the requirements of the competent authorities of the industry, do a good job of disinfection three days in advance, and the post personnel have negative nucleic acid tests for three consecutive days, and can resume work and production only after joint examination and approval by the competent authorities of the industry. Enterprises that return to work and resume production must strictly implement the main responsibility of epidemic prevention and control, implement closed-loop management, and conditionally implement closed management.

3. Continue to carry out nucleic acid detection. 1 day 1 inspection shall be conducted in key areas and key populations, and 2 days 1 inspection shall be conducted in other areas and non-key populations. Assign codes to those who fail to participate in the testing as required.

4. Strengthen the management of village and community bayonet. Strictly implement "one door and one post", only 1 entrance is reserved in each community, and the 24-hour duty system is implemented. Strengthen personnel access management, and implement "one card per household, off-peak travel". On the premise that the whole family participates in nucleic acid testing according to regulations, each household can arrange one person to go out once a day to buy daily necessities, and then go home without visiting, staying or gathering after going out.

5. Strengthen the management of public places. The entrance and exit of indoor public places should be reasonably set up, and they should queue up in order to enter. At the same time, place codes should be set at the entrance and exit, and the "three inspections, one wearing and one sweeping" should be strictly implemented. Only those who have negative nucleic acid test certificate within 48 hours, green health code and normal body temperature and itinerary can enter.

6. Strengthen the management of gathering activities. Adhere to the principle of "non-necessity, no holding", suspend all kinds of large-scale gathering activities, and temporarily stop holding other training, forums, exhibitions, banquets and other activities except internal working meetings of organs and enterprises. Insist on postponing weddings, keeping funerals simple, and not holding banquets. Aggregation activities that have not been reported or submitted for approval by the Xinjiang New Area Epidemic Prevention and Control Headquarters shall not be held.

7. Strengthen the management of incoming personnel. The epidemic prevention service point at the junction of Xinjiang New District and related areas will not be lifted temporarily. Strengthen the investigation and management of foreign personnel, especially in risk areas. Foreign personnel need to report to the community or unit three days in advance, check the negative certificate of 48-hour nucleic acid test, and implement corresponding control measures by classification. Leave the personnel must hold a negative nucleic acid test certificate within 24 hours. People who have lived outside the province or in the districts and cities where the local epidemic in the province is located within 7 days need to carry out a "landing inspection", and try to reduce contact with others before the nucleic acid test results come out.

8. Strengthen personal health management. Residents should strictly abide by the epidemic prevention and control regulations and cooperate with nucleic acid testing; Adhere to sanitary habits such as frequent hand washing, frequent ventilation and using public chopsticks; Do a good job in self-health monitoring, and report to the village as soon as possible if there are unwell symptoms such as fever, dry cough, fatigue, sore throat and decreased sense of smell.
