Other organizations and individuals that meet the prescribed conditions may also apply for housing provident fund deposit. Article 4 The housing accumulation fund paid by individual employees and the housing accumulation fund paid for employees by the unit where the employees work belong to individual employees, and no unit or individual may intercept or misappropriate it. Fifth housing provident fund management center is an independent non-profit institution directly under the people's government of Autonomous Prefecture.
The management of housing provident fund shall be based on the principles of decision-making by the housing provident fund management committee, operation of the housing provident fund management center, special bank account storage and financial supervision. Article 6 The housing provident fund management committee consists of 2 1 to 30 people. Among the members, heads of state and county (city) people's governments, heads of state construction, finance, auditing, people's bank, management center and other relevant departments and relevant experts account for 1/3, deputies to the National People's Congress, CPPCC members, trade union representatives and workers' representatives account for 1/3, and representatives of deposit units account for 1/3.
The Housing Provident Fund Management Committee implements a democratic decision-making system and holds regular meetings. More than 3/4 members shall attend the meeting, and the resolutions made at the meeting shall be adopted by more than 2/3 majority of the total number of members. Seventh housing provident fund management committee shall perform the following duties:
(a) according to the relevant laws, regulations and policies, formulate and adjust the specific management measures of housing provident fund, and supervise the implementation;
(two) to formulate the specific deposit ratio of housing provident fund;
(three) to determine the maximum loan amount of housing provident fund;
(four) approval of housing provident fund collection and use plan;
(five) to consider the housing provident fund value-added income distribution plan;
(six) to examine and approve the report on the implementation of the plan for the collection and use of housing provident fund;
(seven) decision-making and other matters related to housing provident fund. Eighth housing provident fund management center shall perform the following duties:
(a) according to the relevant laws, regulations and policies, combined with the actual situation of Autonomous Prefecture, formulate measures for the management of housing provident fund, which will be implemented after being examined and approved by the Housing Provident Fund Management Committee;
(two) the preparation and implementation of housing provident fund collection and use plan, responsible for the accounting of housing provident fund;
(three) responsible for housing provident fund deposit registration, change of registration, cancellation of registration and unsealing procedures;
(four) responsible for recording the deposit, withdrawal and use of employee housing provident fund;
(five) to examine and approve the withdrawal of employee individual housing provident fund and the application for housing loan;
(six) the supervision and inspection of the establishment and payment of housing provident fund units;
(seven) responsible for the preservation and return of housing provident fund;
(eight) to accept and review the application of the unit to improve and reduce the proportion of housing provident fund deposit and deferred payment;
(nine) to undertake other matters decided by the housing provident fund management committee and the superior supervision and management institutions. Ninth housing provident fund management center can set up branches in qualified counties (cities) to implement unified management and unified accounting. Tenth units shall go through the deposit registration at the housing provident fund management center, and go through the formalities for the establishment of housing provident fund accounts for their employees in time. Each employee can only have one housing provident fund account.
The housing provident fund management center shall set up a detailed account of individual housing provident fund for employees, and issue valid certificates for housing provident fund deposit.
The deposit unit establishes accounting auxiliary accounts for employees. Article 11 Units that have not established housing provident fund and newly established units shall go to the housing provident fund management center for deposit registration within 30 days from the date of implementation of these Regulations or the date of establishment of the unit, and go to the entrusted bank for the establishment of housing provident fund accounts for their employees within 20 days from the date of registration. Article 12 Where a unit employs employees, it shall go to the housing provident fund management center for deposit registration within 30 days from the date of employment, and go to the entrusted bank for the establishment or transfer of housing provident fund accounts for employees with the audit documents of the housing provident fund management center within 20 days from the date of registration. Article 13 Where a unit is merged, divided, revoked, dissolved or bankrupt, the original unit or liquidation organization shall go to the housing provident fund management center to handle the change or cancellation of registration within 30 days from the date of the above-mentioned situation, and hold the audit documents of the housing provident fund management center within 20 days from the date of completing the change or cancellation of registration, and go to the entrusted bank to handle the transfer or sealing procedures of the housing provident fund account for its employees.
Where the name, address, employee name and other basic information of the unit change, the unit shall, within 30 days from the date of change, go through the registration of change at the housing provident fund management center.
