Article 1 In order to strengthen the management of pig slaughtering, ensure the quality of pig products and protect people's health, these Measures are formulated in accordance with the Regulations of the State Council on the Management of Pig Slaughtering (hereinafter referred to as the Regulations) and relevant laws and regulations, combined with the actual situation of this province. Second units and individuals engaged in pig slaughtering and pig product sales within the administrative region of this province must abide by these measures. Article 3 The system of slaughtering pigs at designated points, centralized quarantine, unified tax payment and decentralized management shall be implemented.

Encourage and promote the slaughtering plant (field) to implement pig standardization, industrialization and mechanized slaughtering. Article 4 The administrative department of commodity circulation of the provincial people's government shall be responsible for the industry management of pig slaughtering in the whole province.

The administrative department of commodity circulation of the people's governments at or above the county level shall be responsible for the supervision and management of pig slaughtering within their respective administrative areas.

The township (town) people's government is responsible for the specific management of pig slaughter in the township (town).

The relevant administrative departments of animal husbandry, industry and commerce, taxation, environmental protection, health, price, public security, etc. shall, in accordance with the provisions of laws and regulations and their respective division of responsibilities, do a good job in the management of pig slaughter. Article 5 The establishment of designated slaughterhouses (fields) shall be determined by the municipal and county people's governments in accordance with the principles of "unified planning, rational layout, favorable circulation, convenience for the masses, and convenience for quarantine and management".

The number of designated slaughterhouses (fields) is: Guiyang (excluding Kaiyang, Xiuwen, Xifeng and qingzhen city)1-3; The city where the state and municipal people's governments (administrative offices) are located is1-2; Location of county (city) people's government 1 city; The location of the township (town) people's government is 1. Sixth pigs slaughtered and sold in the market must be slaughtered in the designated slaughterhouse (field); Except those in the countryside who kill themselves and eat themselves.

Where the township (town) people's government is remote, the transportation is inconvenient and the meat supply is small, the people's government of the city or county shall decide whether to slaughter outside the location of the township (town) people's government. Article 7 Units and individuals that set up slaughterhouses (fields) must submit a written application and relevant technical materials to the administrative department of commodity circulation of the people's government of the city or county or the people's government of the township (town), which shall, jointly with relevant departments, report to the people's government of the city or county for approval and report to the administrative department of commodity circulation of the people's government of the province for the record.

The slaughterhouse (field) approved for establishment must go through the relevant formalities with the administrative departments of environmental protection, health and animal husbandry, and apply for a business license with the designated slaughter certificate issued by the administrative department of commodity circulation before it can operate. Eighth slaughterhouses (fields) must be located far away from drinking water surface source protection areas, residential areas and other areas, and shall not hinder or affect the lives of local residents and activities in public places. Ninth slaughtering plant (field) must meet the following conditions:

(a) there are sufficient water sources suitable for the scale of slaughter, and the water quality meets the hygienic standards stipulated by the state;

(two) there are waiting rooms, slaughter rooms, emergency slaughter rooms, slaughter equipment and special vehicles for pigs and pig products that meet the national design, safety and hygiene standards;

(3) Having slaughter technicians who have obtained health certificates issued by the health administrative department of the people's government at or above the county level;

(4) a meat quality inspector who has passed the examination by the administrative department of commodity circulation of the provincial people's government and obtained the qualification certificate of meat quality inspector issued by it;

(5) Having testing instruments for routine physical, chemical and microbiological tests, equipped with applicable disinfection drugs and disinfection facilities, and having a sound healthy consumption system;

(6) Harmless treatment facilities and sewage treatment facilities for dead pigs and their products;

(seven) meet the requirements of the "People's Republic of China (PRC) animal epidemic prevention law" epidemic prevention conditions. Article 10 The commodity circulation administrative department of the people's government at or above the county level shall be equipped with necessary slaughter administrative law enforcement supervision personnel. Slaughtering administrative law enforcement and supervision personnel shall pass the training and examination, and obtain the "Guizhou Province Administrative Law Enforcement Certificate" and "Administrative Law Enforcement Supervision Certificate", and take up their posts with certificates. Article 11 The administrative department in charge of commodity circulation of the provincial people's government is responsible for the administrative law enforcement management, supervision and training, assessment and certification of quality inspectors of pig slaughtering meat. Twelfth city and county people's government administrative departments in charge of commodity circulation in conjunction with the relevant departments responsible for slaughtering plant (field) sign management; The commodity circulation administrative department of the people's government of the city or county shall be responsible for the management of the annual inspection of the meat quality inspection seal and the designated slaughter certificate. Thirteenth pigs slaughtered in designated slaughterhouses (fields) shall be quarantined before and after slaughter by the supervising agencies for animal epidemic prevention according to law, and the quarantine certificate uniformly used by the supervising agencies for animal epidemic prevention throughout the country shall be issued, and the inspection seal uniformly used throughout the country shall be affixed. The pigs slaughtered by the designated slaughtering plant (field) must have the quarantine certificate of the supervising agency for animal epidemic prevention in the pig producing area; Without quarantine inspection, the supervising agency for animal epidemic prevention shall make up the inspection according to law.

The meat quality inspection of slaughtered pig products shall be carried out by the designated slaughtering plant (field) in accordance with the provisions of Article 11 of the Regulations, and shall be subject to the supervision of the administrative department of health. Fourteenth designated slaughtering plant (field) meat quality inspection, must be synchronized with the slaughter. Inspection of qualified meat, by the factory (field) stamped with the seal of meat quality inspection; Without inspection or inspection unqualified, shall not leave the factory (field). Unqualified pig products shall be handled in accordance with the "Regulations" and relevant state regulations.
