A document is generally composed of the document number, classification and duration of confidentiality, urgency, symbol of the issuing authority, document number, issuer, title, main sending authority, text, annex description, signature of the issuing authority, date of writing, seal, notes, attachments, cc authority, issuing authority, date of issuance and page number.

(7) Title. It consists of the name, cause and language of the issuing organ.
(8) the main delivery organ. The main accepting organs of official documents shall use the full name, standardized abbreviation or the same type of organs.
(9) the text. The main body of the official document is used to express the content of the official document.
(10) Annex description. The serial number and name of the document attachment.
(eleven) the signature of the issuing authority. The full name or standardized abbreviation of the issuing authority.
(12) Written date. The date adopted by the Department meeting or issued by the person in charge of the issuing organ. When writing jointly, the date issued by the person in charge of the last issuing organ of the Department.
(13) Seal. If there is a signature of the issuing authority in the official document, it shall be stamped with the seal of the issuing authority and be consistent with the signature authority. General official documents and telegrams with the marks of specific issuing organs may not be stamped.
(14) Notes. Matters that need to be explained, such as the scope of document issuance and communication.
(15) Annex. Explanations, supplements or references to the text of official documents.
