According to the Emergency Notice of Yushu Earthquake Relief Headquarters in Qinghai Province on Formulating Relevant Policies and Measures for Post-disaster Recovery and Reconstruction at the Provincial Level (Qing Zhen Zhi (2010) No.59), the Supervision Office of the Headquarters conducted emergency supervision on the investigation and formulation of policies and measures by relevant departments, and the report is as follows:

First, study and formulate policies and measures of Qinghai Provincial People's Government to support Yushu earthquake recovery and reconstruction.

The Provincial Development and Reform Commission carefully studied the relevant policies and measures of the country and Sichuan for post-earthquake recovery and reconstruction, and combined with the actual situation of Yushu, completed the Opinions of Qinghai Provincial People's Government on Supporting Post-earthquake Recovery and Reconstruction of Yushu (the first draft). At present, the Provincial Development and Reform Commission is seeking opinions and suggestions from relevant departments of the National Development and Reform Commission.

After visiting Wenchuan, the research team of the Provincial Department of Finance is working hard to calculate and formulate relevant policies and measures, such as suggestions on funds needed for transitional resettlement in Yushu disaster area, financial policies for post-disaster reconstruction, and opinions on funds needed for problems left over from emergency rescue.

Two, research and formulation of medical and health security work plan in disaster areas.

At present, the provincial health department is studying and formulating the overall plan for medical and health security reconstruction in Yushu earthquake-stricken area in Qinghai. At the same time, in view of the current medical and health needs of the people in the disaster areas and the needs of the rescue team to prevent and control altitude sickness, we first formulated sub-plans, such as the work plan for preventing and controlling altitude sickness of various rescue workers in Yushu disaster area in Qinghai Province, the work plan for earthquake relief and health and epidemic prevention of the Health Department of Qinghai Province, the work plan for preventing and controlling plague in Yushu disaster area in Qinghai Province, and the work plan for psychological intervention after Yushu earthquake.

Iii. Work plan for post-disaster housing reconstruction of farmers and herdsmen.

The Provincial Department of Housing and Urban-Rural Development timely organized relevant personnel to go deep into the disaster areas, conducted surveys on the damaged houses of farmers and herdsmen and the resettlement of transitional houses, understood the opinions of the local government and the masses on housing reconstruction, and studied various aspects of post-disaster reconstruction policies and programs. At the same time, staff were sent to Gansu Province to study the resettlement of farmers and herdsmen's post-disaster transitional houses, housing reconstruction and other issues. According to the work arrangement of Yushu Earthquake Relief Headquarters, Gu Chan Village and Ganda Village in Jiegu Town of Yushu County were selected as demonstration villages for post-disaster housing reconstruction of farmers and herdsmen. Relevant reconstruction planning, design and site preparation have been basically completed, and construction will start in the near future.

At present, the Provincial Department of Housing and Urban-Rural Development is working hard to formulate the housing reconstruction plan for farmers and herdsmen after the disaster.

Four, on the "three orphans" personnel and scattered five objects without housing relief work plan research and formulation.

According to the Measures for the Administration of Subsidies for Poor People in Yushu Earthquake-stricken Areas in Qinghai Province and the Measures for the Administration of Living Allowances for Three Orphans in Yushu Earthquake-stricken Areas in Qinghai Province, the Provincial Civil Affairs Department has implemented life assistance work for the three orphans, the five-guarantee objects without housing and the poor people in the disaster-stricken areas.

V. Research and formulation of the work plan for seismic appraisal, repair and reinforcement of damaged buildings in cities.

In order to comprehensively and accurately grasp the basic situation of all kinds of houses in Yushu disaster area and the damage of houses in earthquake disaster, and provide basic basis for formulating post-disaster housing reconstruction planning and subsidy standards, the Provincial Department of Housing and Urban-Rural Development issued the Letter on Asking to Investigate the Basic Situation of Urban and Rural Houses in the "4. 14" Earthquake to Yushu Prefecture People's Government. On the basis of investigation and study, the Implementation Measures for Building Safety Appraisal, Maintenance, Reinforcement and Demolition of Damaged Buildings in Yushu Earthquake-stricken Area was drafted, and the opinions of Yushu Prefecture People's Government, the Legislative Affairs Office of the provincial government, the Provincial Development and Reform Commission and other departments were solicited in time, and the Implementation Measures were revised and improved. At the same time, four experts from the Ministry of Housing and Urban-Rural Development and the Ministry of Housing and Urban-Rural Development of Sichuan Province were invited to help guide the work. At present, the Measures are under examination and approval.

Research on intransitive verbs, formulation of employment and social insurance policies, implementation opinions

According to the requirements of the document (Qingrenzhi (2010) No.59), the Provincial Department of Human Resources and Social Security, on the basis of referring to the policies related to post-disaster reconstruction and social insurance in Sichuan Province, combined with the reality of our province, and after communicating with relevant departments in Ministry of Human Resources and Social Security, drafted the Implementation Opinions on Supporting Employment and Social Insurance in Yushu Earthquake-stricken Area (Draft for Review), and solicited the opinions of relevant leaders of the provincial government and the provincial finance department and other departments.

Seven, on the study and formulation of the decision of the families of casualties.

The Proposal of Qinghai Provincial Population and Family Planning Commission on the Re-birth of Casualty Families in Yushu Tibetan Autonomous Prefecture (draft for review) drafted by the Provincial Population and Family Planning Commission was reported to Yushu Earthquake Relief Headquarters on April 29th.

Eighth, research and development on issues related to life assistance for people in need in disaster areas.

The Provincial Department of Civil Affairs has drafted the Opinions on Relevant Issues Concerning the Implementation of Follow-up Life Assistance for the Difficult People in Yushu Earthquake-stricken Area, and is currently soliciting opinions.

Nine, study and formulate measures to support individual and private enterprises to resume production and operation, accelerate development and market order management.

The Provincial Economic Commission is currently drafting the "Industrial Layout and Industrial Adjustment Plan for Post-disaster Reconstruction in Yushu Disaster Area". The Provincial Administration for Industry and Commerce has formulated 34 specific measures to comprehensively restore market transactions in the disaster areas and promote the development of individual and private enterprises in the disaster areas, and has solicited opinions, which will be reported to the Yushu Earthquake Relief Headquarters after being approved. The Request for Instructions on Preferential Tax Policies for the Restoration and Reconstruction of Yushu Earthquake-stricken Area formulated by the Provincial Local Taxation Bureau was submitted to the Ministry of Finance and State Taxation Administration of The People's Republic of China in the form of Tax (2010) No.480 on April 26th, and the Notice on Supporting the Restoration and Reconstruction of Yushu Earthquake-stricken Area in Qinghai Province issued by State Taxation Administration of The People's Republic of China was forwarded to the grassroots for implementation.

Ten, research and formulation of road transport charges support policy.

The Request for Instructions on Giving expressway Toll Concessions to Transport Vehicles for Earthquake Relief and Post-disaster Reconstruction drafted by the Provincial Communications Department was reported to Yushu Earthquake Relief Headquarters on April 28th.

Xi。 To study and formulate rescue measures for the restoration of cultural relics and historical sites and the restoration of Tibetan Buddhist culture.

The Provincial Department of Culture and Press and Publication has compiled a reconstruction plan for the disaster area from six aspects: cultural infrastructure construction, cultural relics rescue, protection and maintenance, intangible cultural protection, earthquake site protection, cultural equipment purchase and transitional facilities construction, which will be reported to the provincial government in the near future. Policies and measures for the restoration of cultural relics and historical sites and the restoration and rescue of Tibetan Buddhist culture are being formulated.

Twelve, study and formulate measures to restore commercial outlets.

After contacting the Provincial Department of Commerce, the Ministry of Commerce put forward the following policy support measures for Yushu post-disaster reconstruction: 1. The Provincial Department of Agriculture and Animal Husbandry has formulated the Reconstruction Plan for Damaged Greenhouse in Yushu Prefecture, the Implementation Plan for Ecological Animal Husbandry Construction in Yushu Prefecture, the Animal Husbandry Restoration and Reconstruction Plan for Ganda Village and Zen Village in Jiegu Town of Yushu Prefecture, and the Reconstruction Plan for Herdsmen's Housing after Disaster in Yushu Prefecture. On May 1 day, the Provincial Bureau of Poverty Alleviation and Development reported to Yushu Earthquake Relief Headquarters the Request for Instructions on Policies and Measures for Poverty Alleviation and Development of Poor Farmers and Herders after Yushu Disaster.

Fourteen, research and formulation of policies and measures for the assistance and rehabilitation of the disabled.

The "Yushu Earthquake Relief and Rehabilitation Policies and Measures for Disabled Persons (Draft for Review)" drafted by the Provincial Disabled Persons' Federation was reported to Yushu Earthquake Relief Headquarters on April 29th.

Fifteen, policies and measures to support school teaching facilities, teacher allocation and training.

At present, the Provincial Department of Education is formulating relevant documents to support school teaching facilities, teacher allocation and training policies and measures.

Sixteen, research and formulation of policies and measures to restore tourism.

The Opinions of Qinghai Provincial Tourism Bureau on Supporting Tourism Recovery and Reconstruction after Yushu Earthquake drafted by Provincial Tourism Bureau was reported to Yushu Earthquake Relief Headquarters on April 29th.

Seventeen, research and formulation of special support policies for land reconstruction after the disaster.

According to the principle of the Ministry of Land and Resources, the Provincial Department of Land and Resources drafted the Request for Instructions on Supporting Special Support Policies for Yushu Post-disaster Recovery and Reconstruction, and the Provincial Department of Land and Resources submitted the Report on the Implementation Opinions on Protecting Yushu Post-disaster Recovery and Reconstruction Special Support Policies to Yushu Earthquake Relief Headquarters on April 29th. On April 30th, the Provincial Department of Land and Resources forwarded the Notice of the Ministry of Land and Resources on Implementing the Special Support Policy for Yushu Earthquake Reconstruction to Yushu Prefecture and relevant provincial units.

Eighteen, study and formulate meteorological service measures.

The Provincial Meteorological Bureau conducted a detailed investigation on the climate disasters in Yushu area in advance, and produced materials such as Climatic Background Data of Yushu Earthquake-stricken Area in Qinghai, Analysis and Suggestions on Climate Conditions for Post-disaster Reconstruction in Yushu, Qinghai, and compiled the Tibetan-Chinese Bilingual Lightning Protection and Disaster Avoidance Manual in Earthquake-stricken Area. The Technical Specification for Lightning Protection of Resettlement Houses in Earthquake Transition was formulated and promulgated by the Provincial Quality Supervision Bureau (DB63/870-2010).

At present, the feasibility demonstration of climate reconstruction in the disaster area is being organized, and the Meteorological Disaster Prevention Plan in Yushu Disaster Area and the Lightning Protection Project Design Plan for Transitional Resettlement Houses in Centralized Resettlement Sites in Earthquake Disaster Area are being compiled.
