Chapter I General Provisions.

Article 1 In order to do a good job in the identification and evaluation of characteristic talents in our city and establish a scientific, standardized, high-level talent evaluation and selection system with outstanding ability and performance level, these rules are formulated in accordance with the relevant provisions of the Measures for the Implementation of Special Policies for Characteristic Talents in Dongguan (Dongfuban [2021] No.53) (hereinafter referred to as the "Implementation Measures") and in combination with the actual situation of the identification and evaluation of characteristic talents.

Article 2 The term "featured talents" as mentioned in these Detailed Rules includes high-level talents who are in urgent need or make corresponding contributions in the process of industrial transformation and upgrading, focusing on scientific and technological innovation and advanced manufacturing, implementing the innovation-driven development strategy, and promoting the key development of industries, trades and fields. * * * is divided into five categories: super talents, first-class talents, second-class talents, third-class talents and fourth-class talents.

Article 3 The featured talents shall be selected by the municipal party committee and municipal government in three ways: identification, evaluation and "one thing, one discussion", adhering to the principles of openness, fairness and impartiality, having both ability and political integrity, industry recognition and social recognition.

Article 4 Identification of featured talents refers to that the relevant departments directly determine the category of featured talents of the applicant according to procedures according to the provisions of these Detailed Rules and part of the Catalogue of Featured Talents in Dongguan (Annex 1, hereinafter referred to as the Catalogue).

The evaluation of featured talents refers to that the relevant departments entrust a third-party agency to employ well-known experts in relevant professional fields inside and outside the province to form a jury according to the provisions of the detailed rules and the evaluation part of the Catalogue, and determine the category of featured talents of the applicant through expert evaluation according to procedures.

The mode of "one thing, one discussion" of the municipal party committee and municipal government refers to the talents who have made special contributions outside the catalogue of Dongguan featured talents, which are recommended by the corresponding competent departments to the Municipal Human Resources and Social Security Bureau, reviewed by the Municipal Human Resources and Social Security Bureau, and reported to the municipal party committee and municipal government in conjunction with the competent departments of talents, and the categories of featured talents are examined and approved by the municipal party committee and municipal government.

Article 5 The work of talent identification and evaluation shall be led by the leading group of talent work of the Municipal Party Committee as a whole, the daily management shall be the responsibility of the Municipal Human Resources and Social Security Bureau, and the specific business work shall be organized and implemented by the Municipal Human Resources and Social Security Bureau in conjunction with the competent departments of various industries, parks and towns (streets).

Chapter II Scope and Conditions of Appraisal and Evaluation.

Article 6 The basic requirements for applying for talents with characteristics are as follows:

(1) Good ideological and political performance and good moral character.

(3) Abiding by the law and having no criminal record.

(four) working or starting a business in our city, the main work currently engaged in is the main identification and evaluation basis closely related to my professional expertise.

Article 7 The identification and evaluation of featured talents are not limited by nationality, household registration or identity, but the key point is the identification and evaluation of outstanding talents who work, research or start businesses in Dongguan. Article 8 Applicants for special talents shall submit the following materials:

(1) Application Form: Application Form for Identification and Evaluation of Characteristic Talents in Dongguan (Annex 3, hereinafter referred to as the Application Form).

(2) Personal basic materials: ID card or passport, academic degree certificate and professional title certificate.

(3) Working relationship materials: labor contract, social insurance payment record, personal income tax payment certificate (including personal wage income tax) and other materials.

(4) Qualification materials: certification materials for recognition and evaluation. Involving overseas degrees, it should be submitted at the same time with the certificate of academic degree certification issued by the study abroad service center of the Ministry of Education.

(5) Other performance materials: honorary and award certificates, major achievements (representative works, patent certificates, product certificates, achievements appraisal, etc. ).

The above materials are in duplicate, bound into a book, stamped with the employer's riding seal, and submitted together with the electronic version of the application form and the full set of materials pdf electronic documents. Among them, the qualification materials need to be signed by the relevant person in charge of the employer and the accepting unit to confirm that the copy is consistent with the original.

Chapter III Identification and Evaluation Procedures.

Article 9 The accepting department accepts applications for identification and evaluation of featured talents all the year round. The Municipal Human Resources and Social Security Bureau organizes the identification procedure once every six months; According to different applications, the 1-2 evaluation process is organized in a centralized way every year.

Tenth evaluation of featured talents, commissioned by the Municipal Human Resources and Social Security Bureau to hire a third party to form a featured talent jury composed of well-known experts in related professional fields inside and outside the province. The jury will generally set up several professional groups according to the application, and each professional group will have 1 team leader. In principle, the jury will be composed of professional group leaders and well-known experts with 1 director.

According to the evaluation criteria, the professional group will review and discuss the applicant's main performance, achievements, contributions, professional and technical qualifications or technical grades and other related materials, determine the recommendation opinions, and then the jury will vote according to the principle that the minority is subordinate to the majority.

Article 11 The characteristics of talent identification and evaluation procedures are as follows:

(1) individual application. Individuals fill in the application form, submit application materials to their subordinate units, and apply for recognition.

(2) unit preliminary examination. The applicant's subordinate unit conducts a preliminary examination of the application materials, and after filling in the recommendation opinions in the column of "Recommendation Opinions of the Unit" of the application form and affixing the official seal, it shall be submitted to the municipal acceptance department together with the original and photocopy of the application materials. For details of the accepting department, please refer to the Catalogue of Accepting Departments for Special Talents in Dongguan (Annex 2, hereinafter referred to as the Accepting Catalogue).

(three) the acceptance department audit. The accepting department shall review the basic information, education background (mainly the basis for identification), work in Dongguan and other related materials of the applicant, conduct on-the-spot investigation on qualified personnel, further verify the education background, work and performance, and put forward audit opinions and report them to the Municipal Human Resources and Social Security Bureau.

(4) Joint review. The Municipal Bureau of Human Resources and Social Security shall summarize the application, solicit the organization department of the Municipal Party Committee (Office of the Leading Group for Talent Work of the Municipal Party Committee), the Municipal Development and Reform Bureau, the Municipal Science and Technology Bureau, the Municipal Bureau of Industry and Information Technology, the Municipal Public Security Bureau, the Municipal Finance Bureau, the Municipal Market Supervision and Administration Bureau, the Municipal Intermediate People's Court, the Municipal People's Procuratorate, the Dongguan Municipal State Taxation Bureau and other relevant departments, and check whether the applicant is suitable for inclusion in the evaluation scope.

(5) qualification examination. After the end of the joint trial (or at the same time), the Municipal Human Resources and Social Security Bureau will discuss with relevant departments collectively, and review the applicant's basic situation, qualifications (mainly based on identification) and work in Dongguan, and form meeting minutes.

(6) List recommendation. For the application for accreditation through qualification review, the Municipal Human Resources and Social Security Bureau shall prepare a list of accreditation recommendations in combination with the joint review; Is a review, according to the provisions of article tenth of these rules, recommended by the special talents jury, the Municipal Human Resources and Social Security Bureau combined with the joint review of the preparation of the recommended list.

(8) Certification and warehousing. Approved by the municipal government, it is recognized as a characteristic talent. The Municipal Human Resources and Social Security Bureau shall fill in the examination and approval opinions in the "Examination and Approval Opinions" column of the "Application Form", affix the official seal, and make a certificate of featured talents, which shall be issued by the relevant industry authorities. Candidates who have been identified and evaluated enter the city's characteristic talent pool.

Chapter iv daily management.

Twelfth outstanding talents at all levels to meet the conditions of a higher level assessment, you can apply for talent assessment according to the provisions.

Thirteenth characteristic talent service management period is generally five years. During the implementation period of the "Implementation Measures" and within 6 months before the expiration of the management period, the Municipal Human Resources and Social Security Bureau accepted the application for replacement. If the featured talents have exceeded the age limit of the corresponding category, they will not be renewed. In the evaluation, evaluation and awards, when citing the title of featured talents, the selection year should be indicated. If the management period has not been renewed, it shall not be quoted.

Those who have been identified and assessed as Dongguan characteristic talents before 2022 should apply for a new certificate. If the first management period of the new certificate expires and the featured talents have exceeded the age limit of the corresponding category, they will not be renewed.

When applying for a replacement card, the featured talents shall submit the working relationship materials in Item (3) of Article 8.

Fourteenth after the identification and evaluation of characteristic talents, in any of the following circumstances, the Municipal Human Resources and Social Security Bureau shall revoke the identification and evaluation results of characteristic talents:

(1) Having a bad record in ideological politics, moral conduct and professional conduct, or violating public order and good customs.

(two) in the declaration of financial support funds, all kinds of talent plans or scientific and technological projects, or in academic, scientific and technological research, there is fraud.

(3) Having a criminal record.

(4) Not working in Dongguan.

(five) the applicant's unit is under any of the following circumstances, and the applicant is directly or mainly responsible, or serves as the legal representative or person in charge of the unit:

1. There is fraud in reporting financial support funds, various talent plans or scientific and technological projects, or engaging in academic and scientific and technological research.

2. Have a criminal record.

3. Being restricted from conducting business activities, ordered to stop production or business, ordered to close down, revoked the license or license, single administrative penalty of 654.38 million yuan (inclusive) or three administrative penalties of 654.38 million yuan (inclusive) or other illegal records within one year.

(six) other circumstances that should be revoked.

The above-mentioned featured talents and their employers shall report to the competent department and the Municipal Human Resources and Social Security Bureau within 1 month. Units or applicants who provide or fill in false materials or information, apply for or obtain the identification and evaluation of characteristic talents shall not enjoy the talent policy treatment of our city within 5 years from the date of being handled by themselves. The application was rejected by the accepted audit department or revoked by the Municipal Human Resources and Social Security Bureau, and its legal responsibility was investigated according to law.

Article 15 The featured talents shall submit the annual work summary and relevant achievement materials every year, which shall be sealed by the employer and submitted to the acceptance department before 12+00 every year. The accepting department shall summarize the summary table of featured talents and achievement materials before 30 February each year and report them to the Municipal Human Resources and Social Security Bureau.

Chapter v others.

Article 16 Interpretation of relevant clauses in the Catalogue of Dongguan Characteristic Talents:

(a) The provisions of "within the last five years" or "within five years" shall be calculated forward from the applicable year to 1+0 in the fifth year. The qualification for holding a technical post is calculated from the year of leaving office to the year of reporting; If there is a corresponding link topic, then the topic should have passed the final acceptance.

Other clauses concerning the ownership of invention patents in the Catalogue of Characteristic Talents shall be implemented with reference to this article.

(3) Provisions on the zoning of international high-level sci-tech journals (journals are located in the first/second areas of journal citation reports) and other journal divisions and paper impact factors. , the zoning and journal impact factors must conform to the Journal Citation Report published by Ke Rui Wei 'an Group (namely, Journal Citation Report) and Journal Citation Report of China Academy of Sciences (namely, Journal Zoning Table of Document Information Center of China Academy of Sciences). Periodical Citation Report and Periodical Partition Table of China Academy of Sciences Literature Information Center has a high degree of partition table selection in different disciplines, and the suppressed periodicals in the annual database have no grades.

(4) As a recognition condition, "at least 3 papers have been published in international high-level sci-tech journals (the professional field of the journal is located in JCR area of Journal Citation Report)", and at least one paper must be published by a unit registered in Dongguan.

(five) more than two authors (including inventors, creators and winners) of scientific and technological journals, awards and patents, can only be used as the basis for one of them (including inventors, creators and winners) to declare the identification of featured talents, and can only be used once.

(six) the provisions of the top 200 university rankings shall be based on the ranking of the applicant in the year of graduation.

(7) It is stipulated that "engaging in scientific research" refers to holding scientific research positions in institutions of higher learning, new R&D institutions, high-tech enterprises and enterprises with R&D departments (institutions) in our city, and engaging in scientific research or technology research and development.

Chapter VI Supplementary Provisions.

Seventeenth civil servants are not included in the appraisal object in principle. Those who have made outstanding contributions will be included in the identification and evaluation object with the consent of the municipal government.

Article 18 The term "flexible introduction of talents" as mentioned in these Detailed Rules refers to the shortage of urgently needed talents registered in our city, such as scientific instruments, R&D key platforms, universities, research institutes and other major projects, who work full-time in Dongguan in a flexible way, meet the requirements of the Catalogue of Talents with Three Kinds of Talents (inclusive) and have signed work agreements for more than three years. Introducing full-time talents working in Dongguan in a flexible way refers to talents whose personnel (labor) relationship remains in the original unit (outside the city), who have signed a tripartite agreement with the original unit (outside the city) and the employer in our city and have worked in the employer in our city for more than 9 months (including 6 months) every year.

Article 19 The term "outstanding contributors" as mentioned in these Detailed Rules refers to those who have met two or more requirements stipulated in the accreditation standards in the past five years, of which 1 has been reached in the last three years. At the same time, those who meet a number of conditions listed as "outstanding contributors" will be recognized as the featured talents in the corresponding category.

Article 20 Qualified talents flexibly introduced by scientific instruments, R&D key platforms, universities, research institutes and other major project units in this Municipality may, with the consent of relevant departments, submit work agreements and personal income tax annexes as proof materials of working relationship as stipulated in Article 8 (hereinafter referred to as working relationship materials).

Due to special circumstances, it is impossible to provide working relationship materials, and the unit where the unit has made outstanding contributions to the city and the territory or the unit founded by the applicant (hereinafter referred to as "entrepreneurial talents") is recommended by its park, town (street) and acceptance department, and other supporting materials can be used with the unanimous consent of the relevant units in the qualification examination procedure in Article 11 of these Rules.

Entrepreneurial talents who meet the following conditions may, upon approval, submit the unified social credit code certificate, legal person registration certificate, capital verification report, last year's business report and other alternative work relationship certification materials for the establishment unit:

(1) If the establishment unit is an enterprise, the applicant will set up the enterprise as the largest shareholder as a natural person, with a direct shareholding of more than 30%, the paid-in capital of the enterprise is more than 2 million yuan, the paid-in capital of the natural person applicant is more than 600,000 yuan, and the establishment unit is operating normally 1 year or more.

(2) For other non-enterprise units, the applicant is the legal representative, and the unit it founded has been operating normally for more than 1 year.

Article 21 The approved parks, towns (streets), scientific instruments, R&D key platforms, universities, scientific research institutes and other major projects in this Municipality shall independently identify and evaluate the featured talents, and the Municipal Human Resources and Social Security Bureau shall, jointly with the Office of the Leading Group for Talent Work of the Municipal Party Committee, formulate plans to guide the independent identification and evaluation units to formulate detailed rules.

Article 22 These Rules shall come into force as of the date of issuance, and the validity period is 65438+February 3, 20241. This provision shall be interpreted by the Municipal Human Resources and Social Security Bureau in conjunction with relevant departments.
