Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the basic principles of relevant laws and administrative regulations and the actual situation of this Municipality in order to strengthen the management of fishing ports and promote the development of fishery production and marine economy. Article 2 These Regulations shall apply to the identification, planning, construction, maintenance, operation and management of fishing ports within the administrative area of this Municipality. Article 3 Fishing ports are an important infrastructure for the development of fishery production and marine economy, and people's governments at all levels shall incorporate the construction and development of fishing ports into their plans for national economic and social development.

Actively build a modern fishing port that is conducive to promoting the comprehensive development of fishery production, circulation and tourism.

The management institutions of Hengqin New District and Economic Functional Zone shall perform the duties of the District People's Government. Article 4 The fishery departments of the municipal and district people's governments shall be responsible for the management of fishing ports within their respective administrative areas, and organize the implementation of these Regulations. The fishery superintendency agencies of this Municipality shall be specifically responsible for the supervision and administration of fishing ports.

Public security, ecological environment, transportation, culture, radio, film and television, tourism and sports, market supervision, emergency management, comprehensive law enforcement of urban management, maritime affairs and other departments, as well as the people's government of the town where the fishing port is located, shall do a good job in the supervision and management of the fishing port according to their respective functions and duties. Article 5 Relevant departments and units shall provide services to fishermen and fishing vessels in fishing ports and protect their legitimate rights and interests according to law. Article 6 Any unit or individual shall prevent environmental pollution in fishing ports and protect the fishing port environment. Article 7 Fishing ports shall be recognized by the Municipal People's Government and submitted for approval and publication according to relevant state regulations. Chapter II Planning and Construction of Fishing Ports Article 8 The fishery administrative department of the municipal and district people's governments shall, in accordance with the layout planning of fishing ports in the whole province, work out the planning of fishing port construction in this region in conjunction with relevant departments and territorial governments, and submit it for approval according to procedures. Article 9 People's governments at all levels shall incorporate the investment in fishing port construction into the budget, make overall arrangements for special funds for fishing port construction, and may raise funds by means of state permission.

The property rights of the assets formed by the people's governments at all levels investing in the construction of fishing ports shall be owned by the people's governments that invested in them, and their right to operate shall be determined according to law. Tenth to encourage social forces to invest in the construction and maintenance of fishing ports and fishing port facilities according to law; Investors shall enjoy rights and assume obligations in accordance with relevant state regulations and investment agreements. Article 13 The construction of fishing ports shall conform to the planning and functional requirements of fishing ports, and reserve land for supporting development of fishing ports. Fourteenth new construction, renovation and expansion of fishing ports, environmental impact assessment should be carried out. Article 15 Safety facilities and environmental protection facilities such as navigation channels and navigation AIDS, navigation, communication early warning, fire fighting, water supply and drainage, pollution prevention, etc. of fishing ports shall be planned, designed and constructed simultaneously with the main project of fishing ports. Sixteenth fishing port facilities construction design review and completion acceptance must be attended by fishery supervision and management institutions. Article 17 The owner of a fishing port shall be responsible for dredging and renovating the navigation channel, basin and waters of the fishing port, and the fishery administrative department shall organize and supervise the implementation. Eighteenth municipal and district people's governments are responsible for the comprehensive management of fishing ports and fishing port facilities. Fishing port operators are responsible for the daily management and maintenance of fishing ports in accordance with the agreement. The fishery superintendency agencies shall supervise the maintenance of fishing port facilities. Chapter III Port Management of Fishing Ports Article 19 People's governments at all levels are responsible for managing the business activities in their fishing ports according to law, and organizing and coordinating public security, health, market supervision, taxation and other departments to do a good job in relevant management. Article 20 It is forbidden to engage in fishing operations and aquaculture production in fishing ports, harbors, anchorages, waterways and typhoon shelters. Twenty-first in the fishing port construction work, shall be approved by the fishery supervision and management institutions and issued a notice of navigation, can be carried out. Twenty-second any unit or individual shall abide by the relevant provisions of the fishing port fire control, and shall not engage in open fire operations in the fishing port without the fishery superintendency agencies. Article 23 Anyone who loads or unloads inflammable, explosive, toxic and other dangerous goods in a fishing port must abide by the relevant state regulations on the management of dangerous goods and apply to the fishery supervision and administration institution; If it is approved, it shall be loaded and unloaded at the designated time and place. Article 24 No unit or individual may set up stalls, pile up sundries or engage in other activities that hinder the order of fishing ports and docks without permission.

Vehicles entering the fishing port terminal shall obey the command of the fishing port operator and park and load and unload goods at the designated location.

Fishing port operators who have obtained the right to operate fishing ports shall, in accordance with the operating agreement, implement the order management of fishing ports and docks. Twenty-fifth any unit or individual shall not affect the traffic safety of the fishing port, and carry out water sports activities in the fishing port waters without authorization.

Approved water sports activities can only be carried out after the fishery superintendency agencies issue navigational notices. The organizational unit shall formulate strict safety precautions and be equipped with sufficient life-saving equipment and life-saving personnel. Article 26 It is forbidden to dump residual mud, garbage, waste and discharge oil, oily mixture and toxic and harmful substances in fishing ports. Fishing ports should be equipped with garbage, oil and other collection and treatment facilities.
