Main responsibilities:
First, implement the guidelines, policies, laws and regulations of the state and Gansu Province on coal safety supervision and management, and formulate local regulations on coal safety supervision in the whole province.
The second is to supervise and manage the safety production of provincial coal enterprises; To guide the management of coal production safety in coal-producing cities (states); Responsible for organizing special rectification of coal mine safety; In the implementation of coal mine safety emergency rescue, the province's coal mine rescue team implements unified command and dispatch.
Third, to be responsible for the on-site handling or administrative punishment of illegal activities of coal enterprises in production safety according to law, and to participate in the investigation and handling of coal mine accidents; Responsible for supervising the rectification of hidden dangers of accidents in coal enterprises and organizing re-examination.
The fourth is to be responsible for the construction, management, information collection, analysis and release of the provincial coal safety monitoring network system; Responsible for the organization of the province's coal science and technology management and training.
Fifth, in conjunction with relevant departments, supervise and inspect the safety production expenses of coal mining enterprises in the province and the extraction and use of risk of mortgage, and be responsible for supervising the safety risk of mortgage of provincial coal mining enterprises.
Sixth, it is responsible for urging cities (states) and counties (districts and cities) to close illegal and unsafe coal mines according to law; Managing the issuance of coal production licenses; Responsible for the verification of mine production capacity, gas grade identification, ventilation capacity determination and quality standardization; Responsible for coal mine engineering quality certification and coal system pension and social insurance.
Seventh, formulate the development plan of coal safety production supervision and management in the whole province; Responsible for the reform and restructuring of enterprises directly under the former Coal Bureau, the management of institutions and the management of creditor's rights, debts and assets of the former Coal Bureau.
Eight is to undertake other tasks assigned by the provincial party Committee and the provincial government.
