According to the Regulations on Personnel Management of Public Institutions, the Implementation Measures for Public Selection of Staff of Municipal Institutions in Qingdao (Trial) and other regulations, it is decided to carry out public selection of municipal institutions in 2022, and select 9 1 name of staff of municipal institutions in a unified way (see Annex1Summary of Public Selection Posts of Municipal Institutions in Qingdao in 2022 for details), hereinafter referred to as the Post Summary. The relevant matters are hereby announced as follows:
I. Scope and conditions of selection
(1) Selection scope
On-the-job staff of affiliated institutions in Qingdao urban area (city) and below (except staff of institutions managed according to the Civil Service Law).
(2) Selection conditions
1. Have good political quality, professional quality, good conduct, outstanding performance, and be recognized by the masses;
2 with more than 5 years of work experience in the district (city) and the following institutions in our city (including probation). Those who have been separated from their jobs for more than half a year for various reasons, such as secondment, study abroad, etc., are not included in the work experience;
3. The annual assessment grades over the years are all qualified or above;
4. Have the physical condition and psychological quality to perform their duties normally;
5. Other qualifications required for open selection of posts;
6. Other conditions stipulated by laws and regulations.
The calculation time of working experience, working experience and age is as of September, 2022 13, and the current job rank is subject to the position at the time of registration.
Under any of the following circumstances, you may not apply:
1. Suspected of violating discipline and law, being examined by relevant specialized agencies, and no conclusion has been reached;
2. Being admonished, organized or disciplined by the Party and government, and the influence period (disciplinary period) is not full or expires, which affects the use;
3. Those who have not completed the probation period, have been promoted (promoted and employed) for less than 1 year, or have been transferred to work in the past 2 years;
4. Those who should be avoided according to the Regulations on the Avoidance of Personnel Management in Public Institutions (Ministry of Human Resources and Social Security [2019]1No.);
5. Other circumstances stipulated by laws and regulations.
Second, registration and qualification examination
(1) Post inquiry
The specific positions, selection numbers and qualifications of each selection unit are detailed in the Post Summary. Applicants should carefully read the selection announcement and relevant policies and regulations before registering, and then register online after confirming that they meet the requirements of the positions to be registered. Applicants should contact the selection unit directly when they need to consult the information such as major, education, degree, avoidance and other qualifications required for the selected position. The telephone number of the selection unit can be inquired through the Post Summary Table.
(2) Registration
Online registration: September, 2022 13, 9: 00-September 16: 00.
Online review and inquiry: September 2022 1314: 00-September 17 12:00.
1. Register online. Log in to Qingdao Human Resources and Social Security Bureau (), select the column of "Special Column" and "Recruitment of Public Institutions", and click "Online Registration" to enter the online registration system (hereinafter referred to as "Registration System") for registration.
(1) After the applicants enter the registration system, they must first register with the system and set the login name and password. Please fill in your personal name, ID number and other basic information accurately, and keep your login name and password properly to prevent others from stealing and affecting registration and examination.
(2) Before uploading photos, you must download the "Photo Review Processing Tool" provided in the registration system, and process and save your electronic photos according to the instructions of the tool. The uploaded electronic photos must be processed photos. The electronic photo should be a recent bareheaded color photo, and it should be the same as the photo provided during the pre-interview qualification examination.
(3) If the online registration system fails to cover the qualifications required for the selected position, it shall be truthfully filled in the remarks column. Family members and their main social relations must fill in their names, work units and positions. Study and work experience must be filled in from the university stage. The main information is not true, according to the fraud.
(4) If the applicant logs in and fills in the registration information for many times before the preliminary qualification examination, the last filling will automatically replace the previous filling information. Once the registration qualification has passed the online preliminary examination, personal information cannot be changed.
2. Unit preliminary examination. During the registration period, each selection unit (competent department) conducts preliminary qualification examination for the applicants and feeds back the preliminary results online.
3. Online inquiry. Applicants can log on to the website before the inquiry deadline to inquire about the preliminary examination results of registration qualifications. Applicants who have passed the preliminary qualification examination should log on to the website from 9: 00 on September 22, 2022 to 9:30 on September 25, 2022 to download and print the admission ticket.
4. For the selected positions whose final number of applicants can't reach the proportion of the examination, if it is planned to admit 1 person, the admission plan will be cancelled in principle; If it is planned to enroll more than 2 people, the admission plan will be reduced accordingly according to the announced proportion of the examination. Shortage of urgently needed professional positions, not up to the prescribed proportion, with the consent of the comprehensive personnel management department of municipal institutions, the proportion of examination can be appropriately reduced. The plan to cancel the reduction was announced in the column of "Special Column" and "Recruitment of Public Institutions" on the website of Qingdao Human Resources and Social Security Bureau. Candidates who have cancelled their positions can apply for other positions at one time on the afternoon of September 19, 2022.
5. Applicants must use valid identity documents for registration and examination, and their personal information such as name and ID number must be true and consistent, and the identity documents used for registration and examination must be consistent. If the application materials submitted for registration are inaccurate, incomplete and do not meet the requirements, and the online registration is affected, the applicants themselves shall bear the corresponding consequences. If the applicant's application materials and information are false or do not meet the registration conditions, once verified, the applicant's qualification will be cancelled. Whoever forges or fabricates relevant certificates, materials and information to defraud the examination qualification will be dealt with in accordance with the relevant provisions on violation of discipline and discipline in the examination and employment of public institutions. The performance of applicants during the application period will be one of the important contents of public selection and inspection.
(3) Qualification examination
Qualification examination runs through the whole process of selection. In any link, if it is found that the applicants do not meet the conditions for entering the examination, the selection procedure will be terminated.
The qualification review is organized by the selection unit (competent department), and generally takes the form of on-site review of relevant information. The specific time and place of qualification review shall be notified separately by the selection unit (competent department).
Applicants who enter the qualification re-examination are required to submit their diploma (degree) certificate, ID card within the validity period, Registration Recommendation Form for Public Selection of Staff in Qingdao Municipal Institutions in 2022 (sealed by the unit, the competent department and the Organization Department of the District (City) Committee or the People's Social Security Bureau), Letter of Integrity for Public Selection of Staff in Qingdao Municipal Institutions in 2022 and annual assessment to the selection unit (competent department) according to the requirements of the selection post. If the above materials are not submitted to the selection unit (competent department) within the specified qualification examination time, it shall be deemed as automatic waiver. After examination, those who do not have the conditions to apply for the examination will be disqualified. Vacancies caused by waiver or disqualification shall be filled in the written test scores from high to low, and announced to the public.
Third, the exam
The examination is divided into written examination and interview. The written test and interview are scored with a percentage system.
(1) Written examination
Time and place of written test: September 25th, 2022, 9: 00 am-11:30 am.
Applicants must strengthen their own health management, and take the test at the designated place with their ID card and admission ticket according to the relevant requirements of the Notice on Epidemic Prevention and Control of Public Selection of Staff in Qingdao Municipal Institutions in 2022 issued by the personnel examination institution before the exam. See the admission ticket for details.
The written test sets a qualified score line, which is determined by the comprehensive personnel management department of the municipal institution according to the number of job selection and the written test. The written test results will be published in "Qingdao Human Resources and Social Security Bureau" (), "Special Column" and "Recruitment of Public Institutions".
(2) Interview
The interview is organized and implemented by the selection unit (competent department). The candidates for the interview are determined from the candidates who have reached the written test score, according to the selected positions and the number of candidates from high to low, and are announced to the public according to the prescribed procedures. If the written test personnel have not reached the qualified score line, the selection position will be cancelled; If the number of qualified people in the written test fails to meet the requirements of the interview ratio, the interview candidates shall be determined according to the actual number of qualified people in the written test.
After the interview, the written test scores and interview scores will be calculated according to the proportion of 40% and 60% respectively. The written test scores, interview scores and total test scores are calculated to two decimal places, and the mantissa is rounded off. According to the total score of the examination, from high score to low score, the proportion of not higher than 1:2 will be determined and announced to the public. If the candidates for the same selection position have a total score tied, the candidates who enter the scope of inspection and physical examination will be determined according to the written test scores from high to low; If the written test results are the same, it can be determined by taking an extra test.
The selection unit can set the interview score line according to the needs of the post, and only those who reach the interview score line can enter the scope of inspection and physical examination. For positions that do not reach the interview ratio, the interview scores of those who enter the scope of inspection and physical examination shall not be less than 60 points.
The interview results will be announced to the candidates on the spot after the interview and on the website of the selection unit (competent department) on the same day.
Fourth, inspection and physical examination
The selection unit (competent department) is responsible for the inspection and physical examination, and independently determines the order of inspection and physical examination according to the actual situation, and organizes them in equal amounts.
(a) each selection unit (department in charge) formed an investigation team to conduct a comprehensive investigation on the moral, ability, diligence, performance and honesty of the subjects, as well as their political and professional qualities and the suitability of the selected positions, and to review whether the applicants meet the prescribed post qualifications and whether the relevant information materials provided are true and accurate. According to the "Opinions on Further Strict Management of Cadres' Archives" (Lu Zufa [2017] No.2), the files of the investigated objects should be strictly audited, with emphasis on "three-year-old, two-calendar, one-identity" and other contents. The problems existing in the archives should be seriously investigated. If the problems are not identified or not handled in place, the deployment procedures shall not be handled. The selection unit (competent department) should seek truth from facts, evaluate the inspected object comprehensively, objectively and fairly, and write a written inspection opinion. The units and departments in charge of the inspection object should actively support and cooperate with the inspection work and objectively and truly reflect the actual situation of the inspection object.
(two) the physical examination should be carried out in a general hospital at or above the county level, and the physical examination standards should be implemented with reference to the medical examination standards for civil servants. Where there are other provisions of the state, those provisions shall prevail. Those who need to be re-examined according to the regulations shall not be carried out in the original medical examination hospital, and the re-examination can only be carried out 1 time, and the result shall be subject to the re-examination conclusion.
Applicants who fail to attend the physical examination at the prescribed time and place shall be deemed to have given up. Vacancies caused by unqualified physical examination or abandonment of selection shall be filled by the selection unit (competent department) with the consent of the comprehensive personnel management department of the municipal institution, and from the high score to the low score among the personnel entering the scope of inspection and physical examination.
(three) candidates to apply for waiver of the selection qualification, shall be put forward within 3 working days after the end of the inspection. If the post is cancelled after giving up, I will inform my work unit and store the relevant materials in my personal file.
V. Publicizing employment
For those who pass the examination, inspection and physical examination, the selection units (competent departments) shall study and determine the selection personnel, and publicize the list of personnel for a period of 5 working days. If there is no problem at the expiration of the publicity period or the problem does not affect the employment, the deployment procedures shall be handled in accordance with the relevant provisions on the deployment of staff in public institutions; To reflect the problems that affect the employment, cancel the selection qualification.
Six, serious discipline and related instructions
(a) the whole process of public selection will be supervised, and the staff and applicants should strictly follow the announcement, interview plan and relevant policies and regulations. If there are any acts that violate the discipline of public selection examination, such as fraud and favoritism, once verified, they will be in accordance with the Provisions on Handling Violations of Discipline in Public Recruitment of Institutions (Order No.35 of the People's Republic of China and Ministry of Human Resources and Social Security) and the Implementation Measures for Public Selection of Staff of Municipal Institutions in Qingdao (Trial).
(two) in the process of organizing the implementation of public selection, epidemic prevention measures will be implemented in accordance with the relevant requirements of epidemic prevention and control in COVID-19, and relevant work will be appropriately adjusted when necessary.
(3) The cancellation or reduction of the plan and relevant written information shall be published on the website of Qingdao Human Resources and Social Security Bureau (). Other information will be published on the official website of each selection unit. Applicants should log in to Qingdao Human Resources and Social Security Bureau and all the selection units (competent departments) in time to understand the released information during the application period. Applicants should keep the communication smooth during the whole application period. If the communication method changes, they should contact the selection unit in time to change the contact number, so as not to miss the selection opportunity. If the examination is affected by missing important information due to my own reasons, I will be responsible.
