The real estate management offices of the Municipal Real Estate Administration located in various districts are specifically responsible for the management of urban private housing leasing. Article 4 The standards for living and rent control of rented urban private housing shall be determined according to three expenses: depreciation expense, maintenance expense and appropriate profit. Article 5 The rent standard for renting private houses in non-residential towns shall be implemented in accordance with Schedules 1 and 2 of the Interim Measures for the Administration of Paved Houses in Qingdao (see Annexes 2 and 3) and the Provisions of this Municipality on the Use of Housing Rent by Relevant Organs, Institutions and Industrial and Commercial Enterprises (see Annexes 4, 5, 6 and 7). Article 6 The rented urban private houses are old houses (delivered before 199 1 year 1 month 1 day). If the lease term stipulated in the lease contract is not full, the lessor shall still collect the rent according to the rent amount stipulated in the original lease contract; If the new lease or lease term expires and the lease is renewed, or if the lease has been rented but there is no lease contract or the lease term is not concluded in the lease contract, both parties to the lease shall conclude a lease contract in accordance with the provisions of the Measures for the Administration of Private Houses in Qingdao and the rent control standards stipulated in these Provisions. Article 7 If the rented urban private house is a newly-built house, both parties to the lease shall refer to the rent control standards stipulated in these Provisions, negotiate and agree on the rent amount, and conclude a lease contract.
If the rent charged by the lessor exceeds the prescribed standard, it shall pay the "excessive fee" to the real estate management department. "Exceeding the standard fee" is calculated progressively according to the amount of rent exceeding the standard according to the following proportions:
(a) more than double the standard rent (including double), pay 40% of the excess;
(two) more than two times the standard rent (including two times), pay 80% of the excess.
The rent charged by the lessor shall not exceed twice the standard rent. The excess, the excess, shall be confiscated by the real estate management department. (a) rental of old houses, the amount of subsidies does not exceed 50% of the standard rent;

Workers who rent private houses are not enough to enjoy the area, and they are subsidized according to the actual rental area; Beyond the prescribed area, the excess will not be subsidized.
Employees must receive rent subsidies on the basis of the lease contract supervised by the real estate management department and the rent payment voucher uniformly printed by the tax department. Ninth urban private housing rent control standards, the future by the Municipal Real Estate Management Bureau, the Municipal Price Bureau every three to five years to adjust and publish once. Article 10 The lessor shall pay taxes in accordance with the relevant provisions of the state.
