Article 3 stipulates:
The Shenzhen Municipal People's Government established the Qianhai Administration Bureau to perform the following duties in the Qianhai Cooperation Zone: (1) Responsible for the organization and implementation of economic development, urban construction, social management and public services in the Qianhai Cooperation Zone; (2) Organizing the formulation and implementation of the industrial development catalogue and access standards of Qianhai Cooperation Zone, and coordinating industrial development and industrial layout; (3) Organizing the formulation of relevant system reform, mechanism innovation and system supply schemes in Qianhai Cooperation Zone, and organizing their implementation; (four) to coordinate and promote the cooperation and exchanges between Qianhai Cooperation Zone and Hong Kong and other domestic and foreign issues; (five) other duties stipulated by the Municipal People's government.
