In order to thoroughly implement the strategy of strengthening the region with talents, vigorously promote the reform of human resources development and utilization mechanism and policy innovation, implement the policy of giving priority to talent innovation, accelerate the gathering of key talent groups such as high-level and high-skilled talents and college graduates in the new economic field, accelerate the construction of Lingshan Bay "talent special zone", and lead the development and construction of the new economy in the new district, this implementation opinion is formulated in combination with the actual work.
First, the scope of application of talent introduction policy
This opinion is used to support enterprises and related organizations within the planning scope of Qingdao Lingshan Bay Film and Television Culture Industrial Zone and Lingshan Bay West Zone, and to introduce talents in line with the regional economic and industrial development direction of Lingshan Bay. The high-level talents involved in this opinion are all kinds of talents covered in the Catalogue of Qingdao High-level Talents Introduced from Home and Abroad in West Coast New District, as well as other "top talents", "leading talents" and "talents in short supply" recognized by West Coast New District. In order to ensure the timely implementation of the talent policy, effectively improve the effectiveness of the policy, and simplify the identification of talents, the "salary-oriented" policy is implemented for talents who have signed legally binding employment (labor) contracts with enterprises and related organizations in the region for three years or more, meet the needs of new economic and regional development, pay social insurance in Qinghai, and have been verified to have no illegal and untrustworthy behavior. The total annual income tax paid by employers is 6.5438+0.2 million yuan and 80.2 million yuan respectively.
Second, preferential policies for talent introduction.
(1) Salary subsidy for talents. For the talents who work in the district with an annual taxable income of more than 300,000 yuan and meet the development direction of the new economy and industry, they will be given a subsidy of 100% at the district level, and another subsidy will be given at the ratio of 1: 1 (the total subsidy per person per year will not exceed 600,000 yuan).
(2) Establish a talent empowerment fund. Set up the first-phase talent empowerment fund with the scale of 1 100 million yuan, which is jointly funded by West Coast New District and Haifa Group, actively introduce social capital, promote the combination of policy and marketization, operate through market-oriented professional means, make equity investment or key investment in talent entrepreneurship projects in seed stage and initial stage that conform to the development direction of new economy and industry, and make full use of market logic and capital power to discover and achieve talents.
(3) Establish a talent entrepreneurship center. For entrepreneurial projects settled in the Talent Entrepreneurship Center, hardcover office space of no more than 200 square meters (per capita no more than 10 square meter) shall be provided free of charge for a maximum of three years. Combined with the talent empowerment fund, we will create an incubator accelerator for the development of new economy in the new district. Talent entrepreneurship projects (enterprises) stationed in the center should generally meet the following conditions at the same time:
1. Entrepreneurial project (enterprise) applicants should have a bachelor's degree or above certified by the national education administrative department; 2. Have independent intellectual property rights or invention patents; 3. Operator
It conforms to the development direction of new economic industries, has good development potential, and can carry out industrial production; 4 entrepreneurial project (enterprise) applicant as the legal representative of the entrepreneurial enterprise.
Table, or more than 30% in start-ups; 5. The paid-in registered capital of a startup enterprise is generally not less than 500,000 yuan.
(4) Employment subsidies for college students. Engaged in industries that conform to the new economy of the region.
During the dispatch period of the exhibition direction, full-time undergraduate and above graduates will be given a living allowance of 1000 yuan/year, master students will be given 20,000 yuan/year and doctoral students will be given 30,000 yuan/year, and the subsidy period will not exceed three years.
(5) Rent-and-purchase guarantee of talent housing. 1. Purchase: the purchase price of property-based talent housing built in the region is not higher than 80% of the sales price of commodity housing in the same region at the point of sale, and it is not higher than 70% for high-level talents and doctoral degree holders. 2. Lease: No less than 500 talent rental apartments will be launched every year, which can provide preferential policies for talents working in the area. Those with a bachelor's degree are free in the first year, and 50% of the house rent is free in the second and third years; Master degree holders are free for the first two years, and 50% rent is free for the third year; High-end talents and talents in short supply, as well as those with doctoral degrees, are exempt from paying rent for the first three years. Those who intend to purchase the rented apartment after the lease and meet the conditions of sale can give priority to 70% of the market evaluation price (but not lower than the zero-profit tax-included cost price of talent housing).
(6) Other service guarantees. Those who buy or lease talent housing in the region can enjoy preferential treatment such as newly-built community collective households and children attending school nearby in compulsory education stage. At the same time, integrate various talent service policies and service resources in cities and districts to provide preferential policies and convenient services for spouse employment, medical care, professional titles, industry and commerce, taxation, scientific research and other aspects for talent innovation and entrepreneurship.
Third, organize the implementation.
This opinion shall be implemented as of the date of promulgation and shall be valid for three years.
