The term "civil buildings" as mentioned in these Regulations refers to residential buildings, office buildings of state organs and public buildings such as commerce, finance, culture, education, sports, health, transportation and communication. Fourth provincial housing and urban construction departments are responsible for the supervision and management of building energy conservation in the province; Districts of the city and county (city) housing and urban construction departments responsible for the supervision and management of building energy efficiency within their respective administrative areas.
Development and reform, economy and information technology, finance, land and resources, auditing, quality supervision, industry and commerce, taxation, government affairs, price and other departments should do a good job in building energy conservation in accordance with the division of responsibilities. Fifth people's governments at or above the county level shall incorporate building energy conservation into the national economic and social development plan, and incorporate the supervision and management funds for building energy conservation into the fiscal budget at the corresponding level.
The people's governments at or above the county level shall organize the departments of housing and urban construction, development and reform, economy and informatization, finance and other departments to prepare building energy-saving plans, and arrange building energy-saving funds according to the plans, and support the development and application of building energy-saving technologies and products, energy-saving renovation of existing buildings, application of renewable energy buildings, green building construction and other building energy-saving activities. Article 6 The competent department of housing and urban-rural construction of the province may, according to the actual situation of the province, organize the compilation of local building energy-saving standards that are stricter than national standards or industry standards, and issue and supervise the implementation in accordance with legal procedures. Article 7 Provincial housing and urban and rural construction departments shall formulate green building standards, implement a green building evaluation and labeling system, and encourage construction units to build green buildings that are superior to the current building energy-saving standards in accordance with the requirements of energy-saving, water-saving, material-saving, land-saving, environmental protection and energy-saving operation management.
New urban areas should be planned and designed according to the concept of green, ecology and low carbon, and green buildings should be developed in contiguous destitute areas. Government-invested public welfare buildings such as office buildings of state organs, schools and hospitals shall implement green building standards. Eighth radio, television, newspapers, Internet and other media should strengthen the publicity of building energy-saving laws, regulations and related knowledge, enhance the public's awareness of building energy efficiency, and give play to the role of public opinion supervision. Ninth units and individuals that have made remarkable achievements in building energy conservation work shall be commended by the people's governments at or above the county level or the competent departments of housing and urban construction. Chapter II Application of Building Energy-saving Technologies and Products Article 10 The people's governments at or above the county level shall support the development and popularization of new technologies, new processes, new materials and new equipment for building energy efficiency, and restrict or prohibit the use of backward technologies, processes, materials and equipment with high energy consumption.
Provincial housing and urban and rural construction departments shall promptly formulate, publish and update the catalogue of technologies and products that are promoted, restricted and prohibited.
Construction units, design enterprises and construction enterprises shall not use technologies and products listed in the prohibited catalogue in construction activities.
Those who produce and use technologies and products listed in the catalogue for promotion and use shall enjoy tax incentives and other support policies in accordance with relevant state regulations. Eleventh to encourage the construction waste, coal gangue, fly ash, slag, tailings and other solid waste as raw materials to produce new wall materials and other building materials.
The utilization of solid waste mentioned in the preceding paragraph shall conform to the provisions of laws and regulations on the prevention and control of environmental pollution by solid waste.
The production, sale and use of clay bricks (tiles) are prohibited within the time limit and area specified by the provincial people's government. Twelfth new construction, renovation and expansion projects, the construction unit shall, before handling the construction permit procedures, pay the special fund for new wall materials in accordance with the relevant provisions of the state and province.
No unit or individual may arbitrarily change the collection object, scope and standard of the special fund for new wall materials or reduce, exempt or postpone the special fund for new wall materials.
The special fund for new wall materials shall be returned to the construction unit according to the implementation of new wall materials and building energy-saving standards in construction projects. The balance of the special fund for new wall materials is used to support the research and development, promotion and use of new wall materials and other building energy-saving work according to regulations. Thirteenth to encourage the development and application of building wall insulation and structural integration technology, and gradually increase the proportion of its application in the building.
Within the time limit and area stipulated by the provincial people's government, the technology of building wall insulation and structural integration will be fully popularized and applied. Fourteenth building energy-saving products production enterprises shall organize production in accordance with national standards, industry standards or local standards; Where there are no national standards, industrial standards or local standards, enterprise standards shall be formulated.
The enterprise standards formulated by enterprises producing building energy-saving products shall solicit the opinions of the competent departments of housing and urban and rural construction in the province, and shall be reported to the quality supervision department for the record in accordance with the regulations.
