Because party member's timely payment of membership dues not only helps the Party economically, but more importantly, it shows party member's concern for the Party's cause and is also a sign to test whether party member has an organizational concept. During the hard war years, many party member scrimped and saved, and when they got a little allowance, their first thought was to pay party dues. Some party member took the only relics around him as the last dues paid to the party before his sacrifice, which showed party member's high organizational concept and infinite loyalty to the party.
