Institutional responsibilities of Qinhuangdao Human Resources and Social Security Bureau
(a) the implementation of human resources and social security policies and regulations promulgated by the state, basic standards and local standards promulgated by the province and the implementation measures; To formulate the city's human resources and social security development plans and policies, and organize the implementation, supervision and inspection; Responsible for the publicity and public opinion research of human resources and social security in the city.

To formulate employment development plans and policies for coordinating urban and rural areas, and improve the public employment service system; Formulate the employment assistance system, improve the vocational qualification system, and make overall plans to establish a vocational training system for urban and rural workers; Take the lead in formulating employment policies for graduates from high and secondary colleges, and be responsible for employment guidance and services for non-normal graduates; In conjunction with relevant departments, formulate training and incentive measures for high-skilled talents and rural practical talents.

(four) to organize the implementation of occupational classification, national standards for vocational skills and related industry standards, and to implement the system of vocational qualification certificates; To formulate measures for the appraisal of vocational skills and organize their implementation; To formulate the development planning and management rules of vocational training institutions organized by technical schools, employment training centers and social forces in the city; To formulate the planning measures for the skills training of on-the-job employees in enterprises and the re-employment training of laid-off and unemployed employees in enterprises, and organize their implementation; To formulate plans and measures for the training, commendation, awards and vocational skills competitions of vocational skills talents, and identify and publish the results; Responsible for the implementation of specific measures for the labor reserve system; To guide the construction of teaching staff, teaching material construction planning, evaluation and identification of technical schools and vocational skills training institutions; Responsible for the examination and approval of social vocational training institutions.

(five) the implementation of pension, unemployment, medical care, work injury, maternity and medical expenses of retired cadres and other social insurance laws and regulations; Responsible for the implementation of social endowment insurance and supplementary endowment insurance for the city's organs, enterprises and institutions, urban residents, flexible employees, migrant workers and rural areas; Responsible for the implementation of medical insurance and supplementary medical insurance policies for organs, enterprises and institutions, urban residents and students in the city; Responsible for the implementation of work-related injury insurance policies for flexible employees and migrant workers in the city's organs, enterprises and institutions; Make overall plans for urban and rural social insurance and supplementary insurance methods and standards; Prepare the draft of the city's social insurance fund budget and final accounts, and participate in the formulation of the city's social insurance fund investment measures; Responsible for the implementation of administrative supervision over the collection, payment, management and operation of the city's social insurance fund; Responsible for the management of social insurance agencies; Examining and determining the qualifications of relevant institutions to undertake supplementary insurance business; Responsible for the identification of work-related injuries and occupational diseases.

(six) responsible for the adjustment of labor relations and the implementation of the labor contract and collective contract system; Guide and manage labor contracts and collective contracts; Responsible for policy personnel placement and workers deployment according to the division of labor; Participate in the relevant work of evaluating model workers; To be responsible for the macro-control policies of enterprise employees' wage income and their labor remuneration, and the implementation of enterprise wage guidelines and minimum wage standards.

(seven) responsible for employment, unemployment, social insurance fund forecasting and information guidance, formulate response plans, implement prevention, regulation and control, and maintain the stability of employment situation and the overall balance of social insurance funds; Responsible for the statistics of human resources and social security in the city.

(eight) in conjunction with the relevant departments to formulate the city's organs, enterprises and institutions personnel wage income distribution policy, the establishment of the city's organs, enterprises and institutions personnel wage growth and payment guarantee mechanism; To formulate the welfare and retirement policies for personnel of organs, enterprises and institutions in the city, and be responsible for organizing the implementation, supervision and inspection.

(nine) in conjunction with the relevant departments to develop the overall goal of talent work, to participate in talent management; In conjunction with relevant departments to guide the reform of the personnel system of public institutions in the city, and to formulate measures for the management of the personnel of public institutions and government workers in the city; Responsible for the city's personnel training and education, examination and assessment; To formulate measures for the management and continuing education of professional and technical personnel in the city, and comprehensively manage the work of professional titles in the city; Organize and guide the technical level training, assessment, grading and technical post evaluation and employment of workers in organs and institutions in the city; Responsible for organizing and guiding the city's vocational skills training, assessment and appraisal work and the construction of skilled personnel; Improve the postdoctoral management system; Responsible for the selection and training of high-level talents.

(ten) responsible for the comprehensive management of civil servants in administrative organs, and formulate personnel deployment policies and special personnel placement measures.

(eleven) in conjunction with the relevant departments to formulate the city's resettlement measures and resettlement plans for demobilized military cadres; Responsible for the training of demobilized military cadres and the management and service of demobilized military cadres who choose their own jobs; Responsible for the implementation, coordination and stability of the policy of solving difficulties for demobilized military cadres in enterprises in the city.

(twelve) in conjunction with the relevant departments to formulate comprehensive policies and plans for the work of migrant workers, promote the implementation of relevant policies for migrant workers, coordinate and solve key and difficult problems, and safeguard the legitimate rights and interests of migrant workers.

(thirteen) to supervise and inspect the implementation of laws and regulations on human resources and social security, and exercise the functions and powers of supervision and inspection according to law; Responsible for the mediation and arbitration of labor and personnel disputes, improve the coordination mechanism of personnel and labor relations, organize the implementation of labor supervision, coordinate the work of safeguarding workers' rights, and investigate and deal with major cases according to law.

(fourteen) comprehensive management of the introduction of foreign intelligence and foreign experts; Responsible for the comprehensive management of foreign experts who come to work in Qin (including economic and technical management fields, education, culture, health systems, foreign-invested enterprises, foreign experts who come to Qin with imported project contracts and key construction projects, and experts from Hong Kong, Macao Special Administrative Region and Taiwan Province) and the personnel of state organs, enterprises and institutions in this Municipality to go abroad and go to Hong Kong, Macao Special Administrative Region and Taiwan Province for training.
