Henan province put forward "ten thousand people help ten thousand enterprises", requiring all localities to enhance their awareness of active service, take multiple measures and make precise efforts, and do everything possible to solve problems for enterprises and support them to become bigger and stronger.

The provincial government set up a leading organization and work promotion mechanism of "ten thousand people help ten thousand enterprises" to co-ordinate and urge and promote the service actions of helping enterprises in various places. City (state) and county (city, district) governments should set up leading institutions and special classes to help enterprises with thousands of people, and establish working systems and problem-solving mechanisms to help enterprises solve practical problems. The provincial government will strengthen the tracking and supervision of the actions of helping enterprises around the country, and coordinate and solve the key and difficult problems encountered in the actions of helping enterprises around the country.
