Article 1 These Regulations are formulated in accordance with the relevant laws and regulations of the State and the relevant provisions of the Central Committee in order to further carry forward the fine work style of hard work, diligence and thrift, and to urge the party and government organs to practise economy, oppose waste and build conservation-oriented organs.

Article 2 These Regulations shall apply to Party organs, people's congresses, administrative organs, organs of the Chinese People's Political Consultative Conference, judicial organs, procuratorial organs, trade unions, the Communist Youth League, women's federations and other people's organizations, and institutions governed by the Civil Service Law.

Article 3 The term "waste" as mentioned in these Regulations refers to the behavior that party and government organs and their staff engage in unnecessary official activities in violation of regulations, or improperly use public funds, assets and resources in performing official duties beyond the prescribed scope, standards and requirements, thus causing losses to the state and society.

Article 4 Party and government organs should follow the following principles when practicing economy and opposing waste: stick to strictness and simplicity, run all undertakings diligently, and reduce the cost of official activities; Adhere to the law and regulations, abide by the relevant provisions of national laws and regulations and inner-party rules and regulations, and strictly follow the procedures; Adhere to the total control, scientifically set relevant standards, strictly control the total expenditure, and strengthen the performance evaluation of strict economy; Insist on seeking truth from facts, arrange official activities from reality, cancel unnecessary official activities and ensure normal official activities; Adhere to openness and transparency, except for matters involving state secrets, the use of funds, assets and resources in official activities should be open and subject to supervision from all sides; Insist on deepening reform, break down institutional and institutional obstacles through reform and innovation, and establish and improve a long-term mechanism for practicing economy and opposing waste.

Article 5 The general offices of the General Office of the Central Committee of the CPC and the State Council are responsible for overall coordination, guidance and inspection of the national party and government organs' efforts to practise economy and oppose waste, and establish a coordination and liaison mechanism to undertake specific affairs. The general offices (offices) of local party committees at all levels and government offices (offices) are responsible for guiding and inspecting local party and government organs to practise economy and oppose waste.

Discipline inspection and supervision organs and organizations, personnel, publicity, foreign affairs, development and reform, finance, auditing, office affairs management and other departments shall, in accordance with the division of responsibilities, perform their management and supervision duties on the work related to strict economy and opposition to waste according to laws and regulations.
