Article 1 In order to encourage overseas Chinese, compatriots from Hong Kong, Macao and Taiwan, foreigners and other outsiders to actively participate in the city's economic and social development and foreign exchanges and cooperation, these Provisions are formulated in accordance with the Organization Law of the People's Republic of China and local people's congresses and local people's governments at various levels and in light of the actual situation of Zhuhai Special Economic Zone. Article 2 Overseas Chinese, compatriots from Hong Kong, Macao and Taiwan, foreigners and other outsiders who abide by the laws of the People's Republic of China and meet one of the following conditions may be awarded the title of "Honorary Citizen of Zhuhai":

(a) a large amount of investment in the key industrial areas of this Municipality, with remarkable economic and social benefits;

(2) Having made outstanding contributions to the promotion of scientific and technological innovation in this Municipality;

(3) Having made outstanding contributions in promoting urban and rural planning and construction, ecological environment protection and energy conservation and emission reduction in this Municipality;

(4) Having made outstanding contributions to social welfare and charity in this Municipality;

(5) Having made outstanding contributions to the development of social undertakings such as education, culture, health, sports and tourism in this Municipality;

(6) Having made outstanding contributions in promoting the cooperation and development between this Municipality and Hongkong and Macao Special Administrative Regions, and in exchanges and cooperation with Taiwan Province;

(7) Having made outstanding contributions in promoting the city's foreign exchanges, establishing friendly relations with foreign countries, and carrying out exchanges and cooperation in various fields;

(8) Having made outstanding contributions to this Municipality in other aspects. Article 3 In any of the following circumstances, the title of "Honorary Citizen of Zhuhai" shall not be awarded:

(a) fraud in the process of declaration;

(two) damage the interests of the public, violate social morality, and cause serious social impact;

(three) as the main responsible person or the person directly responsible, in violation of the relevant provisions of laws, regulations and rules, resulting in production safety accidents, environmental pollution accidents, labor disputes, etc., causing serious social impact;

(four) refusing to implement the legal documents of the people's courts and arbitration institutions;

(5) Being subject to criminal punishment;

(six) other circumstances that may not be granted. Article 4 The activity of conferring the title of honorary citizen of this Municipality shall be held once every three years. Article 5 The Municipal People's Government shall set up a joint meeting on the work of honorary citizens, which shall be responsible for the preliminary examination of the recommended list of honorary citizens and the list to be revoked, and coordinate major issues concerning the work of honorary citizens.

The joint meeting of honorary citizen work is composed of municipal administrative departments of foreign affairs, overseas Chinese affairs, Taiwan affairs, science and technology, industry, commerce, safety supervision, taxation, public security, environmental protection, human resources and social security, and relevant units. The office of the joint meeting is located in the office of the municipal government, and is responsible for the daily affairs of the joint meeting, information management, liaison and service of honorary citizens. Article 6 A person who meets the requirements stipulated in Article 2 of these Provisions may be recommended as an honorary citizen by the state organs, enterprises and institutions, democratic parties, people's organizations and social organizations of this Municipality after his own consent; I can also recommend myself as an honorary citizen. Seventh awarded the title of honorary citizen in accordance with the following procedures:

(a) the office of the joint meeting issued an announcement on the recommendation of honorary citizens to the society, and the announcement shall specify the specific selection criteria according to these Provisions.

(two) the recommendation unit or the recommendation person shall fill in the "Letter of Recommendation of Honorary Citizens of Zhuhai" and report to the relevant departments determined by the Municipal People's Government.

(three) the joint meeting shall conduct a preliminary examination of the declaration list and publicize the preliminary examination list to the public for a period of not less than ten days; If there is any objection during the publicity period, the investigation shall be organized within thirty days after the expiration of the publicity period.

(four) the Municipal People's government to review the preliminary list, determine the list of candidates for honorary citizens.

(five) the Municipal People's government submitted to the Standing Committee of the Municipal People's Congress for deliberation and decision.

The decision to award the title of honorary citizen shall be announced to the public. Eighth people who have been awarded the title of honorary citizen shall be awarded honorary certificates and badges by the Municipal People's Government.

The honorary certificate and badge shall be uniformly produced by the Municipal People's Government. Ninth honorary citizens enjoy the following treatment in this city:

(a) invited to attend the plenary session of the Zhuhai Municipal People's Congress and the plenary session of the Zhuhai Municipal Committee of the China Municipal People's Political Consultative Conference;

(two) invited to participate in major events held in this city;

(three) invited to participate in social welfare and other related activities organized by state organs;

(four) honorary citizens living in this city can give priority to their children to attend public schools in the compulsory education stage of this city;

(five) other courtesy provisions of the Municipal People's government. Tenth Municipal People's government and relevant departments shall regularly listen to the opinions of honorary citizens on the construction and development of our city, and may organize honorary citizens to carry out decision-making consultation, investigation and research activities. Eleventh honorary citizens have the provisions of article third shall not be awarded the title of honorary citizen, the Municipal People's Government shall promptly submit to the Standing Committee of the Municipal People's Congress for deliberation and decision to revoke the title of honorary citizen.

The decision to revoke the title of "honorary citizen of Zhuhai" shall be announced to the public, and the office of the joint meeting shall notify me. Article 12 The Municipal People's Government shall formulate detailed rules for implementation in accordance with these Provisions. Thirteenth these Provisions shall come into force as of the date of promulgation.
