Individual operators shall apply to the industrial and commercial bureau with the legal person certificate and relevant business license of the construction unit and their ID cards. The complete steps are as follows:

1 Write a farm feasibility report and apply for a land planning permit from the Bureau of Land and Resources;

Individual operators hold the legal person certificate of the construction unit and the business license of relevant industries, and apply for the business license at the Industrial and Commercial Bureau with their ID cards, and the inspection and quarantine bureau issues certificates on animal epidemic prevention conditions and environmental protection;

Establish a perfect financial system according to the Measures for the Financial Management of Capital Construction and the Measures for the Management of Agricultural Capital Construction of the Ministry of Agriculture, and then go to the tax bureau for tax registration certificate with the business license and financial system;

Finally, with the land planning permit, business license, animal epidemic prevention conditions, environmental protection certificate and tax registration certificate, apply to the Construction Bureau for a construction permit.
