Notice of Taizhou Municipal People's Government on Promoting the Stable and Healthy Development of the Real Estate Market

County People's governments, Taizhou Bay New District Administrative Committee, and relevant departments directly under the municipal government:

In order to implement the decision-making arrangements of the CPC Central Committee and the State Council and the work requirements of the provincial party committee and government, adhere to the positioning of "houses are for living, not for speculation", support reasonable housing demand, curb investment speculation, and promote the stable and healthy development of the real estate market in our city, relevant matters are hereby notified as follows:

First, keep the land market stable. According to the changes of commodity housing inventory and market supply and demand, we will optimize the scale, layout and rhythm of residential land supply and implement differentiated land supply. Taizhou urban area should improve land productivity. Establish a linkage mechanism between housing prices and land prices, strictly implement the pre-sale price filing system of commercial housing, implement the land transfer method of "limited land price and self-sustaining competition", and strictly control the premium rate and floor land price.

Second, the implementation of housing sales restrictions. From the date of implementation of this notice, newly purchased houses in Taizhou can only be transferred after obtaining the certificate of immovable property for 3 years. The purchase time is subject to the online signing time of the transaction contract. The municipal or relevant district real estate management and real estate registration departments shall indicate the information of housing transfer restrictions in the transaction contract filing and real estate ownership certificate.

Before the implementation of this notice, the purchaser has signed the purchase agreement, paid the relevant money and provided valid transfer certificate, but if the transaction contract is not signed online, it may not be restricted by the sales restriction policy.

Third, strengthen the pre-sale management of commercial housing. Strictly implement the pre-sale permit policy for commercial housing, and apply for pre-sale commercial housing projects by stages, with a pre-sale construction area of not less than 30,000 square meters per stage; Projects with a construction area of 30,000 square meters or less shall apply for pre-sale at one time. If the pre-sale permit has been obtained, all the houses for sale and the filing price of each suite source shall be disclosed at one time within 10, and the sales price shall not be higher than the filing price. The average record price of commodity housing in each phase of the newly opened project should be basically the same.

Fourth, strengthen the supervision and monitoring of the real estate market. Strengthen joint law enforcement by departments, and the relevant departments will seriously deal with acts that disrupt the market order, such as publishing false advertisements or housing information, creating false information and malicious speculation, driving up housing prices, hoarding real estate, not implementing clearly marked regulations, and illegally entering the market with credit funds. Improve the real estate market monitoring and evaluation system, establish a joint meeting mechanism for real estate market analysis led by the Municipal Construction Bureau and attended by the Municipal Natural Resources Planning Bureau, the Municipal Taxation Bureau, the Municipal Bureau of Statistics, the Taizhou Investigation Team of the National Bureau of Statistics, the Taizhou Central Branch of the People's Bank of China and the Taizhou Banking Supervision Bureau, strengthen departmental information sharing and business cooperation, and further improve the scientificity and accuracy of monitoring and evaluation.

Fifth, effectively implement the main responsibility. Counties and districts and Taizhou Bay New District should conscientiously implement the central, provincial and municipal real estate policies and measures, earnestly fulfill the main responsibility of promoting the stable and healthy development of the local real estate market, establish and improve the corresponding working mechanism, and do a good job in stabilizing the local market in strict accordance with the regulatory objectives.

This notice shall come into force as of June 4, 2020.
