Article 9 The conditions that civil servants should meet when they are promoted to leadership positions shall be implemented in accordance with the Regulations on the Selection and Appointment of Leading Cadres of the Party and Government, relevant laws and regulations and the Articles of Association. Among them, the minimum length of service conditions for promotion to township-level leadership positions are:

(1) Those who are promoted to the post of chief leader at the township level shall hold the post of deputy leader at the township level for more than 2 years, or hold the post of deputy leader at the township level, the post of chief leader at the third, fourth and equivalent ranks for more than 2 years, or hold the post of chief leader at the third, fourth and equivalent ranks for more than 2 years.

Article 12 The rank of a civil servant who has been transferred to an organ through social selection shall be determined according to his new leadership position and rank, combined with his previous position, work experience, education level and other conditions, and with reference to similar personnel in the organ.

Thirteenth civil servants promoted to leadership positions and ranks, the original level is lower than the lowest level corresponding to the new leadership positions and ranks, promoted to the lowest level corresponding to the new leadership positions and ranks; If the original level has been within the corresponding range of the new leadership position and rank, in addition to being promoted to the first and third level researcher, the first and third level chief clerk and the corresponding rank, it will be promoted to the first level on the basis of the original level.

Fourteenth civil servants who have accumulated five years of annual assessment results are competent or above may be promoted to leadership positions and ranks at the corresponding level within a level.

Article 15 The determination of the rank of civil servants who hold leadership positions after resigning from leadership positions, and the demotion of leadership positions, ranks and grades of civil servants who are determined to be incompetent, subject to organizational adjustment or punishment in the annual assessment, shall be implemented in accordance with relevant regulations.
