Subsidy object
(1) The following persons who are registered in this Municipality and within the legal working age can enjoy subsidies for upgrading their vocational skills:
1.Unemployed persons, social security workers and former rural surplus labor force;
2. On-the-job employees who participate in social insurance in this Municipality and are in the payment state (hereinafter referred to as "on-the-job employees");
3. Graduates from secondary vocational schools and institutions of higher learning in this Municipality;
4. Disabled people, retired soldiers who have been retired for five years and other recognized personnel.
(two) in-service employees registered in other provinces and cities and employed in this city, with reference to the in-service employees registered in this city to enjoy vocational skills upgrading subsidies; Students from other provinces and cities, students studying in secondary vocational schools and institutions of higher learning in this city, enjoy vocational skills upgrading subsidies with reference to students from this city.
Subsidized project
The enterprise vocational skill level evaluation institution or social training evaluation organization that has been filed by the human resources and social security department of this Municipality shall organize and implement the filed vocational skill level identification projects into the scope of subsidy projects according to the regulations.
Vocational skill levels are generally divided into junior workers (level 5), intermediate workers (level 4), senior workers (level 3), technicians (level 2) and senior technicians (level 1).
Subsidy conditions
Workers within the scope of subsidies will improve their skills in various ways according to their own needs, participate in the vocational skill level identification of the above-mentioned subsidized projects, and obtain the corresponding vocational skill level certificate, and the certificate information can be queried on the official website of Shanghai Human Resources and Social Security Bureau, and they will be subsidized for upgrading their vocational skills.
Subsidy standard
According to the different levels of vocational skill level certificates obtained by workers, the subsidy standards are junior workers (level 5) 1500 yuan/person, intermediate workers (level 4) 2,000 yuan/person, senior workers (level 3) 2,500 yuan/person, technicians (level 2) 3,000 yuan/person and senior technicians (level 1) 3,500 yuan/person.
Within the scope of the subsidy object, the unemployed registered in this city, the cooperative insurance personnel and the former rural surplus labor force, as well as the disabled and the retired soldiers who have retired within five years, enjoy the 100% vocational skill upgrading subsidy according to the subsidy standard; On-the-job employees enjoy the subsidy for upgrading vocational skills according to 80% of the subsidy standard; Students in the graduation year of colleges and universities obtain intermediate and above vocational skill level certificates in the graduation year, and enjoy vocational skill upgrading subsidies according to 80% of the subsidy standard; Students in the graduation year of secondary vocational schools get the vocational skill grade certificate in the graduation year, and enjoy 1 vocational skill upgrading subsidy according to 80% of the subsidy standard.
Subsidy application
Laborers who have participated in the identification of vocational skill levels implemented by enterprise vocational skill level evaluation institutions or social training evaluation organizations according to regulations and obtained vocational skill level certificates can apply for vocational skill upgrading subsidies through "Shanghai People's Society" APP or go to employment promotion centers in various districts within 12 months from the date of issuance of certificates.
Audit appropriation
Where a worker participates in the identification of the enterprise's vocational skill level and applies for subsidies, the human resources and social security handling department of the district where the employer's social insurance relationship is located shall review the subsidy application information.
Workers who participate in the identification of socialized vocational skill levels and apply for subsidies shall be examined by the district human resources and social security handling department of their household registration (or residence).
After the examination and approval, the district human resources and social security handling department shall publicize the information on subsidy distribution to the society. If there is no objection to the publicity, the subsidy funds will be distributed to the bank account associated with the employee's social security card or the personal bank account provided by him.
