First, about entrepreneurship training and the target of entrepreneurship training. Its main contents are entrepreneurship awareness training, entrepreneurship training and entrepreneurship simulation training, and improve entrepreneurship training and follow-up services according to different stages of entrepreneurship. Entrepreneurship training targets are all kinds of urban and rural workers who have entrepreneurial aspirations and training needs within the legal working age.
Second, about entrepreneurship training institutions and training teachers. Entrepreneurship training institutions must be designated training institutions recognized by the Provincial Department of Human Resources and Social Security. Teachers who undertake the teaching task of entrepreneurship training must participate in the teacher training class organized by the Provincial Department of Human Resources and Social Security, and have passed the selection and examination and obtained the qualification of entrepreneurship training lecturer. Four, about the time and personnel requirements of entrepreneurship training. Entrepreneurship awareness training is a kind of training for people who have entrepreneurial aspirations but have no specific entrepreneurial ideas, so that they have entrepreneurial ideas. The training method is mainly classroom teaching. The training time is 2-3 days, the course is not less than 20 hours, and the training scale is not more than 50 people per class; Entrepreneurship training is to train people who have entrepreneurial aspirations and specific entrepreneurial ideas to start businesses with basic knowledge and improve their abilities. The training method adopts small class teaching and interactive teaching. At the end of the training, students should complete the business plan and pass the evaluation and demonstration of experts. The class training time is 8- 10 days, the course is not less than 60 hours, and the training scale is not more than 25 people per class; Entrepreneurship simulation training is a practical teaching form of enterprise training, which enables students to learn and practice entrepreneurial activities such as enterprise creation and enterprise management in a virtual business environment. The training mode is a combination of theoretical teaching, operational training and operational drills. At the end of the training, students should complete the business plan and pass the expert evaluation and demonstration. The theoretical class lasts for 2-3 days and the practical class lasts for 6-8 days, with a total class time of not less than 60 hours. The training scale is no more than 25 people per class; Upgrading enterprise training is to provide upgraded enterprise training for small business operators who have established enterprises, but their enterprises are not stable enough and their management is not standardized enough. Through training, we can establish and improve the enterprise management system and make the enterprise develop steadily. At the end of the training, students should complete the enterprise improvement plan and pass the expert argumentation. The course lasts for 7-8 days, with no less than 60 class hours. Municipalities (prefectures) human and social departments shall issue training plans to designated training institutions according to the annual training tasks, and supervise and guide their organization and implementation. Its main responsibilities are: to assist training teachers in teaching, to guide students to complete their learning tasks, and to be responsible for daily management such as attendance and records; Establish a monitoring and feedback system for teaching quality. Students need to fill in the daily feedback form, and after the training teacher completes the teaching task, they need to fill in the teaching information feedback form of the entrepreneurship training teacher. After the training institution signs the opinions, it shall be reported to the municipal entrepreneurship training administrative department for the record, and the competent department shall track the students' entrepreneurship.
Seven, about the qualification standard of entrepreneurship training. Establishing enterprise training and simulation training is a "business plan" approved by experts; Upgrading enterprise training is an enterprise upgrading plan recognized by experts.
Eight, about the object and standard of entrepreneurship training subsidies. Subsidies for entrepreneurship training include: urban registered unemployed, rural surplus labor, demobilized veterans, disabled people and other groups with employment difficulties; Ordinary college students with entrepreneurial aspirations and conditions, and students who are suitable for self-employment in secondary vocational schools, higher vocational schools and technician (mechanic) colleges within the graduation year. Entrepreneurship training subsidy standard: entrepreneurship awareness training 150 yuan/person, enterprise training (including entrepreneurship simulation training) 65,438 yuan+0,000 yuan/person, enterprise training increased by 65,438 yuan+0,000 yuan/person. Nine, about the application materials of entrepreneurship training subsidy funds.

In line with the conditions, the financial department will directly transfer the subsidy funds to the basic account opened by the training institution in the bank before the next quarter 10.
