I just want to ask, are civil servants really poor?
The trend of civil servants crying for poverty has been popular for some time. Under all kinds of "hard evidence" and the media's rendering, when everyone starts to think with a grain of salt that civil servants are really poor, I have to ask: Are civil servants really poor?

Let's talk about salary first

I am a grass-roots civil servant in Jiangxi. Now let me debunk the popular saying that civil servants are "very poor" on the Internet. Let's talk about the composition of civil servants' salaries first. The monthly salary paid by civil servants is composed of basic salary, grade salary, work allowance and living allowance. The basic salary and grade salary are unified nationwide, and the work allowance and living allowance are formulated and paid according to the local economic level. Take my own salary as an example, the post salary is 4 10, and the grade salary is 52 1. Work allowance 1 100, living allowance 1650 (the salary of civil servants has not been increased for eight years on the internet, but it actually refers to the post salary and grade salary, and the work allowance and living allowance can change), and the salary payable is 368 1, which is 20 13 years. Some people will find that my calculation is actually wrong after reading it, because the salary of civil servants is still deducted. Take my salary as an example. After deducting the medicine fee of 34.92 and the housing accumulation fund of 770.92, my actual salary is not 2885. 16, and I can still rank 20 in the above list, ranking behind Jinan. However, the civil servant's provident fund is paid half by the individual and half by the unit. If the paid provident fund is counted, my monthly income can actually be 445 1.92. I think this salary income can leave many of our Jiangxi compatriots behind. Of course, in the past, he didn't calculate the provident fund for online salary, but only calculated the actual salary.

If you think that all my annual income is 445 1.92x 12, you are wrong. At the end of the year, civil servants will be paid one month's full salary (that is, wages should be paid), and the expenses for cooling in summer and baking in winter are 1340. Many people think that after the introduction of the "eight regulations", the salary of civil servants is only these fixed monthly salaries. I tell you, you are still wrong. Although there is no "year-end award" or shopping card, in fact, as long as the unit can find a suitable reason, it will still send money. Let's take me as an example. In 20 13, when the "small treasury" was sorted out, all employees in the unit were paid full wages for four and a half months. Of course, this kind of good thing does not happen every year. But in fact, this year is not bad. Due to the outstanding work of our unit last year, we won the titles of "civilized unit", "excellent unit in family planning work" and "advanced unit in comprehensive management work", and all employees were paid three months' full salary (one month's salary for one honor, more pay for more work). Of course, this kind of "salary" payment method is related to the unit, not every unit is the same, but the related practice is common in Jiangxi, and it is not known whether it is common in the whole country. I don't think this kind of income will appear in the previous "salary".

You almost think the salary of civil servants is over, but it's not over yet. Our company also has a travel system, with a daily allowance for business trips outside the province 140, a daily allowance for business trips outside the province 140, and the funniest thing is that there are business trips inside the city, with a daily allowance of 90. Of course, this kind of travel allowance is not available to everyone. You have to have the opportunity to travel. Generally speaking, there are many opportunities for leaders, and there are not many opportunities for travel outside the province. The most common one is "traveling in the city" (actually, driving around). If there are more, a person can have a "business trip allowance" for 20 days a month, and some people don't have one day a month. The travel system of each unit is different, but no one will tell you about such subsidies.

Talk about completion and work

I don't know what the working conditions are like in the ministries and commissions, but at the grassroots level, I dare say that it is easier for more than 80% of the staff to work. However, most of the complaints we hear come from the grassroots. Why? Because% 10 of the remaining 20% are newcomers, they basically undertake the work of another 10% of old comrades and other tasks, so most of the time they complain. Grass-roots leaders like me will also complain about the pressure of work. After all, there is always pressure to do things with your heart.

In fact, sometimes speaking with my conscience, I feel that what I do every month is still a little ashamed of my income, because although I am a civil servant, my father and brother are both migrant workers, and their monthly income is similar to mine every day in the construction site, but the environment and intensity of my work are much better than theirs. As a government worker, our work can't actually create direct value for society.

Talking about work and mentality

The reason why civil servants "cry for poverty" appears is personally attributed to the mentality of "official standard" and the psychology of "not suffering from poverty but suffering from inequality". China's civil servants generally still have the idea of "official standard", thinking that they are just superior to others, so when they see that migrant workers' wages are higher than their own, they will be indignant and feel how migrant workers can surpass themselves. Before, I saw on the Internet that when a civil servant complained about his low salary, he said that he went to the flour mill to inspect his work. Even the skilled workers in the flour mill earned 4,000 yuan, but he didn't get 3,000 yuan, so he felt ashamed to inspect his work. Every time I see this kind of civil servant whose salary is higher than that of migrant workers, I will ask: Who said that you must be better than migrant workers? Who stipulated that the salary of civil servants should be higher than that of migrant workers? Should migrant workers get the lowest pay? It is also the idea of "official standard" that makes civil servants compare not only with migrant workers, but also with other high-income groups. Such civil servants feel why they can get such a high salary that we can't, so they have been calling for a raise, but they don't consider the nature of their work. I think all civil servants should get rid of this "official standard" mentality, so as to better understand the nature and responsibility of their "civil servants".

Not long ago, there was news that employees of Yancheng County Local Taxation Bureau in Jiangsu Province pulled banners. Only after the interview did the reporter know that it was caused by uneven wage distribution. Although not all employees in the unit have the trouble of enviing other units with an annual salary of 100,000 to get an annual salary of 170,000, the uneven distribution within a unit and the differences between units make most civil servants have the mentality of "suffering from inequality". Including myself, I will feel the same way. The power of financial distribution is in the hands of leaders, and leaders are bound to find ways to get as many benefits as possible, and this distribution difference is sometimes quite large. As I just said, the travel allowance of our unit is the same. In terms of salary, the number one is more than one thousand, but if the travel allowance is added, the gap will widen to about three thousand. The "sense of injustice" caused by the differences between units is even greater. Just like the case of Yancheng Taxation Bureau, even if the annual salary is 100,000, you will feel very little and you should complain.
