Legal basis: Election Law of the National People's Congress and Local People's Congresses of the People's Republic of China.
Thirtieth candidates for deputies to the national and local people's congresses at various levels shall be nominated by constituencies or electoral units. Political parties and people's organizations may jointly or independently recommend candidates for deputies. Voters or deputies, ten or more persons jointly, may also recommend candidates for deputies. The recommender shall introduce the candidates for deputies to the Election Committee or the Presidium of the General Assembly. Candidates who accept the recommendation shall truthfully provide basic information such as personal identity and resume to the Election Committee or the Presidium of the General Assembly. If the basic information provided is untrue, the Election Committee or the Presidium of the General Assembly shall inform the voters or representatives. The number of candidates for deputies jointly or independently recommended by political parties and people's organizations, and the number of candidates for deputies jointly recommended by each voter or representative shall not exceed the number of deputies to be elected in this constituency or electoral unit.
Thirty-first national and local people's congresses at all levels shall be elected by difference, and the number of candidates for deputies shall be more than the number of deputies to be elected. Where deputies to the people's congresses are directly elected by voters, the number of candidates for deputies should be more than 1/3 to 1 times the number of deputies to be elected; Where deputies to the people's congress at the next higher level are elected by local people's congresses at or above the county level, the number of candidates for deputies shall be more than one-fifth to one-half of the number of deputies to be elected.
