Regulations on the treatment of cadres aiding Tibet

According to the "Measures for the Management of Counterpart Support for Tibetan Cadres and Talents" issued by the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security in January 2012:

The conditions and requirements for selecting cadres and talents to assist Tibet are:

Good political quality;

Resolutely implement the party’s ethnic and religious policies and safeguard the unity of the motherland and ethnic unity;

Have strong working ability and rich practical work experience;< /p>

Solid style, not afraid of hardship, willing to contribute; good health.

Those who hold positions at the prefectural level are generally under 50 years old; those who hold positions at county level and below are generally under 45 years old; those who hold professional and technical cadres and talents are generally under 50 years old.

For Tibet-aid cadres and talents who hold party and government leadership positions, they generally work in Tibet for three years; for professional and technical cadres and talents, they can be flexibly employed according to the actual situation, and generally work for about one and a half years.

The sending units or organizations are basically responsible for the basic salary, social insurance, housing provident fund and other welfare benefits of the cadres aiding Tibet. Assistance-recipient areas (including the Tibet Autonomous Region, Huangnan Autonomous Prefecture in Qinghai, Gannan Autonomous Prefecture in Gansu, etc.) provide subsidies for aid to Tibet. Aid-to-Tibet work subsidies in aid-recipient areas (including Tibet Autonomous Region, Huangnan Autonomous Prefecture in Qinghai, Gannan Autonomous Prefecture in Gansu, etc.) are roughly calculated as follows:

1. The salary of aid-Tibet cadres and talents while working in Tibet is: Issued by the original unit, you can enjoy all the benefits of the original unit. At the same time, the cadres and talents aiding Tibet will be paid the difference in wages (including subsidies) based on the local salary standards (including subsidies) for cadres and talents of the same type and at the same level in the recipient areas, and they will enjoy other benefits for those working in Tibet.

2. In Tibet, like local cadres, the basic salary and regional allowance are determined according to the position and rank (the regional allowance is not lower than the rank salary).

3. The work subsidy for aiding Tibet is equal to the sum of your salary and regional allowance in the Tibetan area minus the basic salary paid to you by your dispatching unit. This is what we usually call the difference.

4. In other words, the basic salary plus Tibet aid subsidy paid by your dispatching unit is basically the same as the treatment of cadres working in Tibetan areas.

5. In fact, different dispatching units will also provide some other benefits to Tibet aid cadres according to the situation:

For example, monthly living allowances, and a one-time payment to keep out the cold when entering Tibet. Fees (calculated based on working years), special subsidies, etc.;

Give them monthly family living difficulties subsidies (including nutritional fees);

While working in Tibet, cadres who aid Tibet Spouses can enjoy family leave once a year, and the travel expenses of spouses and children can be reimbursed by the sending unit once a year; when children enter higher education, they will be given priority within the scope of the admissions policy.

Generally, dispatched units shall apply for one-time personal accident insurance for cadres assisting Tibet, and the insurance amount shall not be less than 500,000 yuan.

As well as reimbursement of some living expenses such as accommodation fees, electricity bills, water bills, and transportation expenses to and from the Tibetan areas in the interior (of course there is a limit on the number of times).

The aid-Tibet cadres will take a 3-month leave after completing their mission and return, and a health break will be arranged during the leave.
