Measures of Chongqing Municipality on Promoting Technological Innovation of Enterprises
Article 1 In order to speed up the implementation of the innovation-driven development strategy, give full play to the main role of enterprises in technological innovation, promote the concentration of innovation elements to enterprises, enhance the innovation ability and market competitiveness of enterprises, promote industrial transformation and upgrading, and improve the quality and efficiency of economic development, these Measures are formulated in accordance with the Law of the People's Republic of China on Scientific and Technological Progress and relevant laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the related activities of promoting technological innovation of enterprises within the administrative area of this Municipality.

The term "enterprise technological innovation" as mentioned in these Measures refers to the activities that enterprises provide new technologies, new processes, new materials, new products and new services through research and development or achievement transformation, and realize their market value. Article 3 The promotion of enterprise technological innovation should be market-oriented, adhere to the combination of enterprise autonomy and government guidance, encourage enterprises, research institutes and institutions of higher learning to cooperate in technological innovation, encourage social resources to participate in enterprise technological innovation activities, and promote the transformation of scientific and technological achievements into real productive forces. Article 4 The people's governments of cities, districts and counties (autonomous counties) shall strengthen the guidance and services for technological innovation of enterprises, formulate and implement policies and measures to encourage and support technological innovation of enterprises, establish a linkage and cooperation mechanism among departments, create a favorable environment for technological innovation of enterprises, and stimulate the vitality of technological innovation of enterprises. Article 5 The science and technology departments of cities, districts and counties (autonomous counties) shall be responsible for the macro-management and overall coordination of technological innovation of enterprises; City, county (Autonomous County) development and reform department is responsible for the strategy and planning of enterprise technological innovation; The economic information departments of cities, districts and counties (autonomous counties) are responsible for the guidance, coordination, service and supervision of technological innovation in industrial enterprises, and formulate and organize the implementation of technological innovation plans and policies for industrial enterprises.

Education, finance, taxation, industry and commerce, small and medium-sized enterprises and other relevant departments shall do a good job in promoting technological innovation of enterprises according to their respective responsibilities. Article 6 As the main body of technological innovation, enterprises shall enjoy autonomy in technological innovation decision-making, R&D investment, organization of R&D activities and transformation of achievements according to law. Seventh city, county (Autonomous County) departments in accordance with the division of responsibilities for enterprise technology innovation to provide the following services:

(a) the establishment of enterprise technology innovation policy announcement, publicity system, relying on portals and other platforms to focus on the public release of relevant policies, work processes and other information to promote enterprise technology innovation, and timely update;

(two) the establishment of innovation policy coordination review mechanism, innovation policy investigation and evaluation system, to review whether the newly formulated policies restrict innovation, and to track and analyze the implementation of innovation policies;

(3) Establish a normalized dialogue and consultation system for enterprise technological innovation, and give full play to the role of enterprises and entrepreneurs in innovation decision-making;

(four) to organize business training, consulting and diagnosis related to technological innovation of enterprises, and help enterprises to improve their innovation ability;

(5) Establish and improve the socialized service system for enterprise technological innovation, cultivate and develop a public service platform for enterprise technological innovation, and provide enterprises with services such as R&D design, technical evaluation, technology trading, business incubation, inspection and testing, quality certification, intellectual property rights, brand creation, standard formulation and promotion, personnel training, Industry-University-Research information docking consultation, and technology and finance;

(6) Establish a long-term mechanism for opening up scientific and technological infrastructure, large-scale scientific research instruments and patent information resources to the whole society, and encourage enterprises, scientific research institutes and institutions of higher learning to enjoy innovative resources such as instruments and equipment, scientific and technological documents and scientific data in a market-oriented way. Eighth city, county (Autonomous County) departments in accordance with the division of responsibilities to guide enterprises to carry out the following technological innovation activities:

(1) Increase R&D investment, integrate domestic and foreign technological innovation resources, and establish a new R&D innovation system;

(2) Strengthen research and development, form achievements with independent intellectual property rights, and realize industrialization and marketization of achievements;

(3) Strengthen Industry-University-Research's collaborative innovation, unite domestic and foreign scientific research institutes and universities to implement technological innovation projects, create technological innovation teams and institutions, and build strategic alliances for industrial technological innovation;

(four) leading the formulation or revision of international standards, national standards, industry standards and local standards;

(five) to carry out quality improvement and brand cultivation, and promote advanced quality management systems and models;

(six) the application of information technology to realize digital design, intelligent products, intelligent manufacturing, networked management and electronic commerce;

(7) Strengthen the introduction, training and use of talents, jointly train professional and technical talents with domestic and foreign universities, and build Industry-University-Research base or practice training base. Article 9 The people's governments of cities, districts and counties (autonomous counties) shall set up special funds for technological innovation of enterprises to support their technological innovation.

Other special funds used by the relevant departments of cities, counties (autonomous counties) for scientific and technological progress, innovation and entrepreneurship shall determine a certain proportion to encourage and support technological innovation activities of enterprises, and give play to the guiding role of financial funds in technological innovation of enterprises.

The following activities or projects related to technological innovation of enterprises shall enjoy subsidies or awards in accordance with the relevant provisions of the state and this Municipality:

(a) the development, production and identification of new products;

(2) Patents that have won national awards such as China Patent Gold Award and China Patent Excellence Award;

(3) Leading the formulation and approval of international standards, national standards or industry standards;

(4) Newly recognized national and municipal enterprise R&D institutions and national and municipal enterprise R&D institutions have been awarded excellent grades in operation evaluation, and their newly purchased R&D test key equipment and other capacity improvement projects;

(five) for the equipment products listed in the "Chongqing first (set) of major technical equipment promotion and application guidance catalogue";

(six) the first purchase and use of the first (set) of major technical equipment with independent intellectual property rights;

(seven) the introduction of enterprise technology innovation talents;

(eight) other activities or projects that can enjoy subsidies and rewards in accordance with the provisions of the state and this Municipality.
